Further inquiries regarding this matter should be directed to Mr. David Mallory, Manager of the Climate Change Policy Section at (916) 445-8316. What is the First Update to the Climate Change Scoping Plan? As required by AB 32, the initial Scoping Plan was developed in 2008. This Plan must be updated every five years. The First Update to the Climate Change Scoping Plan (Update) builds upon the initial Scoping Plan with new strategies and recommendations. The Update defines ARB’s climate change priorities for the next five years and lays the groundwork to start the transition to achieve California’s longer-term climate goals. It highlights California’s progress toward meeting the near-term 2020 GHG emission reduction goals defined in the initial Scoping Plan and evaluates how to align the State's longer-term GHG reduction strategies with other State policy priorities, for water, waste, natural resources, agriculture, clean energy, transportation and land use. DATE: May 22, 2014 TIME: 9:00 a.m. PLACE: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium 1001 I Street Sacramento, California 95814 Directions: http://www.calepa.ca.gov/EPABldg/location.htm To provide your comments before the Board meeting and to view the Notice, please go to: http://www.arb.ca.gov/lispub/comm/bclist.php The report may be obtained from ARB’s website at: http://www.arb.ca.gov/planning/reghaze/reghaze.htm Further inquiries regarding this matter should be directed to Mr. Webster Tasat, Section Manager, (916) 323-4950, or Ms. Tina Suarez-Murias, Air Pollution Specialist, (916) 323-1495. Under the Clean Air Act, the nationwide program to improve visibility requires every state to reduce regional haze to natural conditions by 2064, at specific national parks and wilderness areas identified as Class 1 Areas. ARB adopted the California Regional Haze Plan (Plan) in 2009, setting interim visibility goals for 2018 at Class 1 Areas in California. For the mid-course review, every state must prepare a progress report, five years after submitting their plan to the U.S. EPA. Progress reports assess visibility improvements and emissions reductions achieved through plans, to determine if immediate revisions are necessary to meet the 2018 goals. This 2014 Progress Report demonstrates that visibility at California’s Class 1 Areas improved measurably under the current control strategy, and finds that immediate revisions are not needed before the next scheduled Plan revision in 2018. Background: The Air Quality Improvement Program (AQIP) is designed to support development and commercialization of advanced technologies that are necessary to meet California’s air quality and climate goals. Established through the Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007 (AB 118; Núñez, Chapter 750, Statutes of 2007), the program focuses on reducing criteria pollutant and diesel particulate pollution with concurrent reductions in greenhouse gas (GHG) emissions. The AQIP program is expanding. Originally funded at around $30 million dollars per year, the program almost tripled in funding last year to about $90 million dollars, primarily to support the Clean Vehicle Rebate Project (CVRP), which provides incentives for the purchases of zero and near-zero emissions passenger vehicles. The Governor’s FY 2014-15 proposed budget identifies $200 million from the State’s share of auction proceeds under ARB’s Cap and Trade program to be spent on low carbon transportation projects that reduce GHG emissions primarily in disadvantaged communities. Because the Governor’s goals for the investment of Cap and Trade proceeds are consistent with the established objectives of the AQIP program, and because of the past success of the AQIP program structure, this year staff is combining the two funding sources (AQIP and Low Carbon Transportation Investments) into one funding plan.
