Background: The Governor’s proposed FY 2015-16 State Budget includes $350 million to ARB from the Greenhouse Gas Reduction Fund for Low Carbon Transportation investments. This funding would reduce greenhouse gas (GHG) emissions with a priority on benefiting disadvantaged communities. The Governor’s proposed State Budget also includes $23 million to ARB for the Air Quality Improvement Program (AQIP) which provides mobile source incentives to reduce criteria pollutant, air toxic, and GHG emissions. The Low Carbon Transportation investments build upon and greatly expand the technology advancing projects ARB has funded through AQIP since 2009. The proposed FY 2015-16 Funding Plan describes how these combined funds will be spent. Background: At the June 25, 2015 Board meeting, the Board approved the proposed FY 2015 16 Funding Plan which describes how ARB would spend $350 million in Low Carbon Transportation funding from the Greenhouse Gas Reduction Fund and $23 million for AQIP. At the time of the June 2015 Board action, the Legislature had not yet appropriated the Low Carbon Transportation funds to ARB, so the Funding Plan was contingent on appropriation of these funds. In September 2015, the Legislature appropriated $90 million in Low Carbon Transportation project funding to ARB. This appropriation is intended to provide continued funding for existing projects in order to avoid implementation disruptions while the Legislature considers the rest of the Governor’s Cap-and-Trade auction proceeds budget proposal. Staff proposes to allocate the $90 million to the following three existing vehicle rebate and voucher projects with ongoing consumer demand: the Clean Vehicle Rebate Project; Enhanced Fleet Modernization Program Plus-Up Pilot Project to Benefit Disadvantaged Communities; and the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project. Health and Safety Code, Section 41960.2(c) requires the Executive Officer to adopt and periodically update the Vapor Recovery Equipment Defects List, which is incorporated by reference in California Code of Regulations, Title 17, Section 94006(b). Such defects are sufficiently egregious to warrant the removal of the fueling point or the entire station from service until the defect is repaired. Written comments on the proposed regulatory amendments must be received by December 14, 2015, in order to be considered by the Executive Officer. A public hearing is not currently scheduled; however, you may request the Executive Officer to conduct a public hearing. The process for requesting a public hearing is explained in the Written Comment Period and Submittal of Comments section of this notice. During the workshop and separate webinar, interagency staff will provide an overview of the process for preparing the Action Plan and its envisioned content, as well as seek public input on what measures, incentives, and partnerships are needed to develop a sustainable freight transport system in California. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order. The State will establish clear targets for improving freight efficiency and transitioning to zero-emission technologies in the freight transport system, while continuing to support California’s economy. The Action Plan will identify State policies, programs, and investments that can achieve those targets. The State will also initiate work on identifying corridor level freight pilot projects within the State’s primary trade corridors that achieve the targets set by the Executive Order by integrating advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities.
