The meeting notice and agenda are posted at: www.arb.ca.gov/cc/ejac/meetings/meetings.htm Background: The California Global Warming Solutions Act of 2006, (AB 32) calls for the California Air Resources Board (CARB or Board) to develop and approve a Scoping Plan that describes the approach the State will take to reduce GHG emissions to 1990 levels by 2020. AB 32 also required CARB to convene a global warming environmental justice advisory committee, to advise the Board in developing the Scoping Plan, and any other pertinent matter in implementing AB 32. The advisory committee is comprised of representatives from communities in the State with the most significant exposure to air pollution, including, but not limited to, communities with minority populations or low-income populations, or both. The Board appointed the first Environmental Justice Advisory Committee (Committee) to advise it on the Initial Scoping Plan and other climate change programs. To advise the Board on the First Update to the Climate Change Scoping Plan, ARB reconvened a new Committee on March 21, 2013. To replace members that either changed positions and had to resign from the Committee or were unable to serve, the Board appointed four new members on September 25, 2015. The Committee will advise the Board on the development of the 2030 Target Scoping Plan Update, per Governor Brown’s Executive Order B-30-15. The first Scoping Plan was developed in 2008 and, per AB 32, must be updated at least every five years. The First Update to the Climate Change Scoping Plan, approved by the Board on May 22, 2014, defined California’s climate change priorities for the subsequent five years and laid the groundwork to start the transition to the post-2020 goals set forth in Executive Orders S-3-05 and B-16-2012. In April 2015, Governor Brown set a new interim statewide target to reduce greenhouse gas emissions to 40 percent below 1990 levels by 2030 and directed CARB to further update the Scoping Plan to chart the path to achieving the 2030 target. In 2016, the Legislature passed SB 32, which codified a 2030 GHG emissions reductions target of 40 percent below 1990 levels. LOS ANGELES: March 7, 2017 SACRAMENTO: March 9, 2017 (also webcast) FRESNO: March 14, 2017 For more information on these workshops, visit the ARB SB 375 website and see the meeting notice at: https://www.arb.ca.gov/cc/sb375/meetings/meetings.htm. We encourage your participation and look forward to your input. For any questions regarding these workshops, please contact Ms. Lezlie Kimura Szeto, Manager of the Sustainable Communities Policy and Planning Section at Lezlie.Kimura@arb.ca.gov or call (916) 327-5985. If you would like to receive notices of future meetings and the availability of materials, please sign up for our list serve at: https://www.arb.ca.gov/listserv/listserv_ind.php?listname=sb375. Background Senate Bill 375 (SB 375), the Sustainable Communities and Climate Protection Act of 2008, requires MPOs to add a Sustainable Communities Strategy (SCS) to their Regional Transportation Plans. The intent of the SCS is to better integrate land use and transportation policies to meet long-term sustainability goals. To help guide these regional planning efforts, ARB is required to establish regional GHG emission reduction targets for 2020 and 2035. ARB adopted initial targets for the MPO regions in 2010. ARB is required to update the targets at least every eight years, and may revise them every four years. In August 2014, ARB staff released a preliminary draft staff report on the status of SB 375 efforts and factors that ARB could consider during development of the methodology to update the targets. ARB staff discussed this preliminary draft staff report at three public workshops during September 2014 and presented the report to the Board in October 2014. Throughout 2015, ARB staff continued to engage stakeholders and the MPOs on the target update process. In September 2015, ARB staff requested target recommendations from the MPOs by spring 2016. Some MPOs requested more time to conduct additional scenario analysis and testing and provided target recommendations to ARB in late 2016. Simultaneously, ARB staff, through the development of ARB's Mobile Source Strategy, has evaluated how technology, fuels, and the transportation system need to transform to meet the State's air quality and climate objectives. This work has also formed the foundational strategies for transportation in the proposed 2017 Climate Change Scoping Plan Update. These workshops are an opportunity for ARB staff to share information received to date and present preliminary target update concepts. California is in a drought emergency. This adjustment to the schedule will allow time for additional public process, including environmental justice community meetings, as staff develops the final Scoping Plan. The Board will consider the final Scoping Plan in June 2017. The schedule provided below identifies the timetable for the release of public materials and the public workshop. This schedule is subject to change, and ARB will send out subsequent listservs as materials, workshop, and environmental justice community meeting details become available. Schedule (subject to change) •March: Environmental Justice Community Meetings throughout the state •Week of March 13th: ARB Scoping Plan Public Workshop •April 10: CEQA Comment Period Deadline (extended from March 6th) •End of May: Public Availability of Final Draft Scoping Plan with all Appendices •Late June: Board Hearing to consider Final Draft Scoping Plan Background This schedule reflects the upcoming public process to update the AB 32 Scoping Plan to reflect Governor’s Executive Order B-30-15 and Senate Bill 32, which establish a mid-term greenhouse gas (GHG) emissions reduction target for California of 40 percent below 1990 levels by 2030. All State agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. CARB was directed to update the AB 32 Scoping Plan. CARB and other State agencies are identifying the suite of programs, regulations, incentives, and supporting actions needed to continue driving down emissions and ensure we are on a trajectory to meet our mid- and long-term climate goals. The 2017 Scoping Plan Update Proposed Plan (Proposed Plan) was made available on January 20th, 2017. The Proposed Plan describes the actions the State would take to achieve the SB 32 climate goals of reducing greenhouse gases of at least 40 percent below 1990 levels by 2030. It outlines an approach that cuts across economic sectors to combine greenhouse gas reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals. It also describes the need to extend key reduction programs now underway, lays out new actions that prioritize direct emission reductions, and establishes the trajectory that will move the State farther along the path to a low-carbon future. The Proposed Plan includes input from a range of State agencies. It is also the result of extensive public and stakeholder processes designed to ensure that California’s greenhouse gas and pollution reduction efforts continue to improve public health and drive development of a more sustainable economy. The Proposed Plan is available here: www.arb.ca.gov/cc/scopingplan/scopingplan.htm California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. The Committee is advising the Board on the development of the 2017 Climate Change Scoping Plan Update: The Proposed Strategy for Achieving California’s 2030 Greenhouse Gas Target. The first Scoping Plan was developed in 2008 and, per AB 32, must be updated at least every five years. The First Update to the Climate Change Scoping Plan, approved by the Board on May 22, 2014, defined California’s climate change priorities for the subsequent five years and laid the groundwork for transitioning to the post-2020 goals set forth in Executive Orders S -3-05 and B-16-2012. On April 13, 2017, Air Resources Board Chair Mary Nichols submitted a petition to U.S. EPA urging federal action to establish more health-protective emission standards for locomotives. The focus of this request is to accelerate the movement to zero- and near-zero emission locomotives. Proposed emission standards would cut toxic and smog-causing emissions by 85% for diesel particulate matter (PM) and 66% for oxides of nitrogen (NOx) below current ‘Tier 4’ levels. Newly manufactured locomotives would also have some zero-emission mile capability, reducing harmful diesel emissions in railyards, and benefitting the disadvantaged communities around them. California is requesting that U.S. EPA respond by Summer, 2017. The full petition to the U.S. EPA is at: https://www.arb.ca.gov/railyard/railyard.htm Background: New locomotives are regulated by U.S. EPA. U.S. EPA first established emission standards applicable to locomotives and locomotive engines in 1998, and the standards were last revised in 2008. The current Tier 4 line haul locomotive standard is effective for locomotives manufactured in 2015. The Action Plan was developed in response to Governor Brown’s Executive Order B-32-15 and led by the Secretaries of the California Transportation Agency, California Environmental Protection Agency, and the Natural Resources Agency. It was an unprecedented effort to identify State policies, programs, investments, and pilot projects to achieve a freight transport system that meets the State’s transportation, air quality, climate, energy, and economic needs. The Action Plan includes a long-term 2050 Vision and Guiding Principles for California’s future freight transport system; Targets for 2030 to guide the State toward meeting the Vision; opportunities to leverage State freight transport system investments; actions to initiate over the next five years to make progress towards the Targets and the Vision; potential pilot projects to achieve on-the-ground progress in the near-term; and additional concepts for further exploration and development, if viable. The Action Plan elements noted were the results of State agencies implementing a more comprehensive look across the State’s existing policies, programs, and investments to identify opportunities to collaborate and innovate. The Action Plan was the result of significant input received through multi agency stakeholder outreach conducted from July 2015 through spring 2016. If you would like to receive notices of future meetings and the availability of materials, please sign up for our list serve at: https://www.arb.ca.gov/listserv/listserv_ind.php?listname=sb375 Background The Sustainable Communities and Climate Protection Act of 2008, or SB 375, requires MPOs to add a Sustainable Communities Strategy (SCS) to their Regional Transportation Plans. The intent of the SCS is to better integrate land use and transportation policies to meet long-term sustainability goals. To help guide these regional planning efforts, CARB is required to establish regional GHG emission reduction targets for 2020 and 2035. CARB adopted initial targets for the MPO regions in 2010. CARB is required to update the targets at least every eight years, and may revise them every four years. In August 2014, CARB staff released a preliminary draft staff report on the status of SB 375 efforts and factors that ARB could consider during development of the methodology to update the targets. CARB staff discussed this preliminary draft staff report at three public workshops during September 2014 and presented the report to the Board in October 2014. Since that time, CARB staff continued to engage stakeholders and the MPOs on the target update process through regular stakeholder meetings, additional public workshops, and an informational report to the Board in March 2017. The June 2017 workshops are an opportunity for the public to learn more about, as well as provide feedback to CARB staff on the draft proposal for target updates. CARB staff will present updated modeling results reflecting the direction provided in AB 398 and discuss the schedule for finalization of the 2017 Scoping Plan. The workshop is open to the public and full participation by all parties is encouraged: DATE: Thursday, October 12, 2017 TIME: 9:00 am to 12:00 pm PLACE: California Environmental Protection Agency (CalEPA) Byron Sher Auditorium 1001 I Street, 2nd Floor Sacramento, California 95814 This workshop is part of the public process to update the AB 32 Scoping Plan to reflect Governor’s Executive Order B-30-15 and Senate Bill 32, which establish a mid-term greenhouse gas (GHG) emission reduction target for California of 40 percent below 1990 levels by 2030. AB 398, signed into State law on July 25, 2017, clarifies the role of the Cap-and-Trade Regulation through December 31, 2030, within the State’s climate strategy. The 2017 Scoping Plan describes the actions the State will take to achieve the SB 32 climate goals of reducing GHGs at least 40 percent below 1990 levels by 2030. It outlines an approach that cuts across economic sectors to combine GHG reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals. The 2017 Scoping Plan includes input from a range of State agencies. It is also the result of a two-year development process including extensive public and stakeholder outreach designed to ensure that California’s climate and air quality efforts continue to improve public health and drive development of a more sustainable economy. This Scoping Plan Update will reflect the direction from the legislature on the Cap-and-Trade Program, as described in AB 398, the need to extend the key existing emissions reductions programs, and acknowledges the parallel actions required under AB 617 to strengthen monitoring and reduce air pollution at the community level. Workshop materials will be available on the Scoping Plan webpage at: https://www.arb.ca.gov/cc/scopingplan/meetings/meetings.htm A live webcast of the workshop will be available at: https://video.calepa.ca.gov/ If you require a special accommodation or need this document in an alternate format (i.e. Braille, large print) or another language, please contact Rachel Pallatin at (916) 324-3502 or rachel.pallatin@arb.ca.gov as soon as possible, but no later than 5 business days before the scheduled event/meeting.
