This funding opportunity is open to researchers affiliated with the University of California or California State University systems. AB 32, the Global Warming Solutions Act of 2006, designated ARB as the lead regulatory agency charged with oversight of carbon emissions generated by and associated with the California economy. These emissions come from a diversity of sources - transportation, electric generation, transmission and consumption, real estate development, manufacturing, agriculture and land use - and the establishment of appropriate regulation will require a nuanced understanding of the dynamics which govern the interactions of these sources and emissions pathways. To this end, ARB has prioritized the funding of high quality research whose findings are relevant for designing AB 32’ carbon mitigation regulations and evaluating these regulations' impact on the California economy. On November 24, 2009 ARB released a Preliminary Draft Regulation (PDR) for the cap-and-trade system. The California Environmental Quality Act (CEQA) and California Air Resources Board (ARB) policy require an analysis to determine any potentially significant adverse environmental impacts of ARB’s regulations and projects. The Natural Resources Agency Secretary determined that ARB meets the criteria for a Certified State Regulatory Program (Title 14, California Code of Regulations, Section 15251(d)). This certification allows ARB to adopt rules, regulations, standards and plans, and exempts ARB from the requirement to prepare Initial Studies, Notices of Preparation, Negative Declarations or Environmental Impact Reports. As a certified agency, however, ARB is required to prepare a functional equivalent document (FED) that is subject to other provisions of CEQA, such as avoiding significant adverse effects on the environment where feasible.
