Date: Fri, 6 Jan 2017 14:43:51 -0800 Subject: capandtrade -- Retirement of Allowances from Voluntary Renewable Electricity Account From: rrai@arb.ca.gov The Air Resources Board (ARB) has retired 184,850 vintage 2013 allowances from the Cap-and-Trade Program’s Voluntary Renewable Electricity (VRE) account on behalf of five VRE Program participants. Details of the retirement are available at the VRE website: https://www.arb.ca.gov/cc/capandtrade/renewable/vreparticipants.htm. Background The VRE Program allows purchasers of eligible voluntary renewable electricity to request retirement of allowances on their behalf under the Cap-and-Trade Program. The VRE Program supports purchases of renewable electricity and renewable energy credits (REC) that are not mandated by the Renewables Portfolio Standard, and provides a mechanism for the recognition of voluntary purchases of renewable electricity or RECs in the Cap-and-Trade Program. The Cap-and-Trade Regulation specifies a percentage of allowances to be set aside each year for VRE purposes. Retirement of these allowances leaves 420,284 vintage 2013 allowances (over 50 percent of the original 814,000 vintage 2013 allowances set aside in the VRE account) available for future retirement. More information about ARB’s Cap-and-Trade Program is available at http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm. All State agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. CARB was directed to update the AB 32 Scoping Plan. CARB and other State agencies are identifying the suite of programs, regulations, incentives, and supporting actions needed to continue driving down emissions and ensure we are on a trajectory to meet our mid- and long-term climate goals. The Proposed Plan describes the actions the State would take to achieve the SB 32 climate goals of reducing greenhouse gases of at least 40 percent below 1990 levels by 2030. It outlines an approach that cuts across economic sectors to combine greenhouse gas reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals. It also describes the need to extend key reduction programs now underway, lays out new actions that prioritize direct emission reductions, and establishes the trajectory that will move the State farther along the path to a low-carbon future. Carbon capture and sequestration can reduce lifecycle carbon emissions from fuels by capturing and sequestering CO2 from fuel production. However, currently CCS projects cannot participate in ARB’s Low Carbon Fuel Standard (LCFS) program. Staff is currently developing amendments to the LCFS regulation. As part of these amendments we plan to include provisions and requirements for how CCS projects can participate in the LCFS. At this workshop, ARB staff will present an overview of activities taken by the CCS program in 2016, and an initial concept of a Quantification Methodology (QM) and Permanence Protocol for CCS. The workshop will be held at the following time and place: Date: Monday, May 8, 2017 Time: 1:00 p.m. to 4:00 p.m. Place: Cal/EPA Headquarters Building Sierra Hearing Room, 2nd Floor 1001 I Street Sacramento, California 95814 This workshop will also be webcast for participants unable to attend in person. Directions to Cal/EPA headquarters and public transit can be found at: http://www.calepa.ca.gov/headquarters-sacramento/location/. A meeting notice and agenda for the workshop is posted at: https://www.arb.ca.gov/cc/ccs/meetings/meetings.htm. For more information about the ARB’s CCS Program, please go to: https://www.arb.ca.gov/cc/ccs/ccs.htm. If you have questions regarding the workshop, please contact Ms. Xuping Li at (916) 322-9148 or via email at Xuping.Li@arb.ca.gov. Background: Carbon capture and sequestration (CCS) is an important strategy to reduce greenhouse gas (GHG) emissions and mitigate climate change. CCS is a process by which large amounts of carbon dioxide (CO2) are captured, compressed, transported, and sequestered. ARB is currently developing a quantification methodology for CCS. As with other QMs, the CCS QM may be adopted for use in the Cap-and-Trade and Low Carbon Fuel Standard programs as determined appropriate in rulemaking(s) specific to these programs. Studies by the Intergovernmental Panel on Climate Change (IPCC) and the California Council on Science and Technology (CCST), have shown that CCS has the potential to reduce carbon emissions by millions of metric tons, and may be an integral part of meeting California’s long term climate goals. CARB staff will present updated modeling results reflecting the direction provided in AB 398 and discuss the schedule for finalization of the 2017 Scoping Plan. The workshop is open to the public and full participation by all parties is encouraged: DATE: Thursday, October 12, 2017 TIME: 9:00 am to 12:00 pm PLACE: California Environmental Protection Agency (CalEPA) Byron Sher Auditorium 1001 I Street, 2nd Floor Sacramento, California 95814 This workshop is part of the public process to update the AB 32 Scoping Plan to reflect Governor’s Executive Order B-30-15 and Senate Bill 32, which establish a mid-term greenhouse gas (GHG) emission reduction target for California of 40 percent below 1990 levels by 2030. AB 398, signed into State law on July 25, 2017, clarifies the role of the Cap-and-Trade Regulation through December 31, 2030, within the State’s climate strategy. The 2017 Scoping Plan describes the actions the State will take to achieve the SB 32 climate goals of reducing GHGs at least 40 percent below 1990 levels by 2030. It outlines an approach that cuts across economic sectors to combine GHG reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals. The 2017 Scoping Plan includes input from a range of State agencies. It is also the result of a two-year development process including extensive public and stakeholder outreach designed to ensure that California’s climate and air quality efforts continue to improve public health and drive development of a more sustainable economy. This Scoping Plan Update will reflect the direction from the legislature on the Cap-and-Trade Program, as described in AB 398, the need to extend the key existing emissions reductions programs, and acknowledges the parallel actions required under AB 617 to strengthen monitoring and reduce air pollution at the community level. Workshop materials will be available on the Scoping Plan webpage at: https://www.arb.ca.gov/cc/scopingplan/meetings/meetings.htm A live webcast of the workshop will be available at: https://video.calepa.ca.gov/ If you require a special accommodation or need this document in an alternate format (i.e. Braille, large print) or another language, please contact Rachel Pallatin at (916) 324-3502 or rachel.pallatin@arb.ca.gov as soon as possible, but no later than 5 business days before the scheduled event/meeting.
