Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. Background To achieve its healthy air quality, climate, and sustainability goals, California must take effective, well-coordinated actions to transition to a zero emission transportation system for both passengers and freight. The freight transport system is a major economic engine for California, but also accounts for about half of toxic diesel particulate matter, 45 percent of the emissions of nitrogen oxides (NOx) that form ozone and fine particulate matter in the atmosphere, and 6 percent of the greenhouse gas emissions in California. These statistics include emissions from trucks, ships, locomotives, aircraft, harbor craft, and all types of equipment used to move freight at seaports, airports, rail yards, warehouses and distribution centers. Proposed amendments to the LSI Fleet Regulation are identified in the Sustainable Freight Strategy as a Near-Term ARB Measure. In 1998, ARB first adopted emission standards for new spark-ignited engines used in propane forklifts and other similar industrial equipment. These engines are referred to as LSI engines. In addition to forklifts, the LSI category includes airport ground support equipment (GSE), sweepers and scrubbers, generator sets, small irrigation pumps, and a variety of other similar equipment. The LSI Fleet Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport GSE. These vehicles are found in approximately 2,000 LSI fleets in California in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction, as well as public agencies. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon + NOx fleet average emission level (FAEL) standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The standards are also more stringent for forklifts than they are for non-forklift LSI equipment. The stringency of the standards reflects the differences in availability of retrofit devices for the four categories of in-use LSI equipment as well as the greater ability of large fleets to incorporate zero and near zero-emission equipment into their operations. Since 2007, fleet operators are required to keep updated fleet records at their facilities until June 30, 2016. Small fleets and in-field equipment are exempt from the LSI Fleet Regulation. Regulatory Advisory Number 311: Enforcement of the 2011 Amendments to the Cargo Handling Equipment Regulation at Ports and Intermodal Rail Yards http://www.arb.ca.gov/enf/advs/advs311.pdf On September 22, 2011, the Air Resources Board (ARB) approved the amendments to the Regulation for Mobile Cargo Handling Equipment at Ports and Intermodal Rail Yards (CHE Regulation). The amendments established a new opacity based monitoring program for both yard truck and non-yard truck equipment, and new retrofit requirements for engines meeting the United States Environmental Protection Agency (U.S. EPA) Tier 4 Family Emission Limit (FEL) Alternate PM standards. ARB was required to request authorization from the U.S. EPA to enforce the new requirements. On April 29, 2015, the U.S. EPA authorized ARB to enforce these provisions of the CHE regulation. ARB will begin enforcing these provisions on October 26, 2015. Regulatory Advisory Number 311 informs owners and operators of mobile CHE at ports and intermodal rail yards as to how ARB staff will proceed with the enforcement of these amendments. These amendments became effective on October 14, 2012. This notice reminds renters, dealers and sellers of CHE at ports and intermodal rail yards of the disclosure requirement, adopted in 2011, for equipment with engines certified to Tier 4 Alternate PM off-road engine standards. It is also a reminder that all equipment brought onto a port or intermodal rail yard must have engines that meet the current engine standards. Disclosure Requirement: Section 2479(p) of the CHE Regulation states: Section 2479(p): Disclosure of Retrofit Requirements (1) Any person who sells, offers for sale, leases or rents cargo handling equipment with an engine certified to Tier 4 Alternate PM off-road diesel engine standards, as specified in title 13, CCR, section 2423(b)(2)(B), or an independent engine certified to those standards that will be used in cargo handling equipment must provide the following disclosure in writing on the bill of sale, lease agreement, or rental agreement: “When operated at a California port or intermodal rail yard, this engine is subject to the retrofit requirements of either subsection (e)(1)(B)3., (e)(3)(B)1.b., (e)(3)(B)2.b.,or (e)(3)(B)3.b. of the California Air Resources Board's Regulation for Mobile Cargo Handling Equipment at Ports and Intermodal Rail Yards.” (2) For purposes of this section, it shall be presumed that an independent engine sold or leased by a person who sells cargo handling equipment will be used to repower cargo handling equipment. The amendments established a new opacity based monitoring program for both yard truck and non-yard truck equipment, and new retrofit requirements for engines meeting the U.S. EPA Tier 4 Family Emission Limit (FEL) Alternate PM standards. ARB was required to request authorization from the U.S. EPA to enforce the new requirements. On April 29, 2015, the U.S. EPA authorized ARB to enforce these provisions of the CHE regulation. ARB will begin enforcing the amendments starting October 26, 2015. We recently released Regulatory Advisory Number 311 which informs owners and operators of mobile CHE at ports and intermodal rail yards as to how ARB staff will proceed with the enforcement of these amendments. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. Comments received on the Draft Strategy will inform the development of a Proposed Strategy, which will be will presented to the Board in late 2015. The Air Resources Board (ARB or Board) staff is putting forward a proposed Mobile Source Strategy (Strategy) for discussion that is designed to simultaneously meet federal air quality standards, achieve greenhouse gas emission reduction targets, reduce petroleum consumption, and decrease health risk from transportation sources over the next fifteen years. ARB staff will staff will hold a public workshop on October 16, 2015, to describe the content of the draft Strategy, including the upcoming procedures for public participation and analysis of the potential environmental impacts, if any, of the Strategy. In the week following the workshop, ARB staff will provide the Board an informational briefing on October 22, 2015. Both the workshop and the Board meeting will provide the public with the opportunity to comment on the Strategy. After the October 22nd Board meeting, staff will work with stakeholders on related planning efforts. This draft technology assessment identifies the status of zero, near-zero and low-emission cargo handling equipment. The draft assessment describes the potential for emission reductions, the market penetration of cargo handling equipment technologies, and the next steps for achieving emission reductions from this equipment. Sources of information used in the draft assessment include an extensive list of published reports and research papers. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/techreport/che_tech_report.pdf. Background: California has made substantial progress in reducing emissions from mobile sources, but further reductions are needed to meet California’s air quality and climate goals. These goals include: •Meeting 2023 and 2031 ambient ozone air quality standards, which staff estimates will require an overall 80 percent reduction in NOx emissions below today’s levels in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard; •Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieving a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reducing petroleum use in cars and trucks by up to 50 percent by 2030; and •Producing at least 50 percent of electricity from renewable sources by 2030. The technology assessments were prepared by staff from ARB. They were discussed at workshops in September 2014, and at the December 2014 ARB board meeting.
