You must take affirmative steps to participate in the February 2013 auction, even if you participated in the November 2012 auction. Important: If an organization does not complete the required steps below by the applicable deadlines, they will not be able to participate in the February 2013 auction. Step 1: Select the CITSS Auction Participation Box (Must be completed by January 21, 2013) A Primary Account Representative (PAR) or Alternate Account Representative (AAR) must select the Auction Participation box for your organization in the CITSS. ARB recommends the Auction Participation box be selected no later than January 11, 2013 to ensure adequate time to complete the remaining steps. The Auction Participation box must be selected no later than 31 days prior to the February 2013 auction (January 21, 2013). To select the Auction Participation box, you must: -Log in to the CITSS (https://www.wci-citss.org). -Select the “View” button for your organization’s General Account. -Select the “Account Detail” button for your organization. -Select the “Auction” tab. -Select the “Auction Participation” box on for your organization. If the box shows a checkmark, it has previously been selected by another account representative. In this case you do not need to make any changes. For more information on the CITSS, including user manuals, visit: www.arb.ca.gov/citss. For CITSS help desk support, please contact the California CITSS Help Desk at: help@wci-citss.org or by phone at: 1-866-682-7561. Step 2: Access the Auction Platform (Must be completed by January 22, 2013) If your current organization’s Primary or Alternate Account Representatives have not activated a user account in the Auction Platform (for example for the November 2012 auction) an email with the Auction Platform user account activation instructions will be sent to the account representatives the next business day following completion of Step 1 in the CITSS. Each representative receiving a user account activation email that may bid in the February 2013 auction should activate their Auction Platform user account within 24 hours of receipt of the email. All Primary and Alternate Account Representatives must activate an Auction Platform user account in order to receive email notifications and to be able to log into the Auction Platform. If a representative has previously activated their user account, they will not receive an email from the Auction Platform. They may proceed directly to Step 3 and login to the Auction Platform using their previously established credentials. For more information on the Auction Platform, including user manuals and auction support contact information, visit: https://www.wci-auction.org. Step 3: Complete the auction application or confirm an intent to bid (Must be completed by January 22, 2013) To participate in the February Auction, a PAR or AAR must complete an auction application (first time participant) or intent to bid confirmation (previous participant) for your organization in the Auction Platform. Each entity intending to bid in the February 2013 auction must complete an auction application or confirm their intent to bid by 11:59 PM P.T. January 22, 2013. ARB recommends you complete this process no later than January 18, 2013, to ensure this step is completed by the deadline. To complete the auction application or confirm your organization’s intent to bid, you must: -Log in to the Auction Platform (https://www.wci-auction.org). -Confirm your organization’s intent to bid. -Verify your organization’s entity and account representative information transferred from the CITSS. Any necessary changes must be made in the CITSS and, if required, approved by the California Registrar prior to completing the auction application. -Provide information on the format of the bid guarantee to be submitted. -Complete the required attestation and submit the auction application or intent to bid. For more information on the Auction Platform, including user manuals and auction support contact information, visit: https://www.wci-auction.org. Step 4: Submit the Bid Guarantee (Must be completed by February 7, 2013) Each entity intending to bid in the February 2013 auction must submit a bid guarantee by February 7, 2013, 2:00 PM PT. ARB recommends you complete this process once you receive notification that an account is established with the Financial Services Administrator, to ensure this step is completed by the deadline. For detailed information on the auction and bid guarantee submittal process, review Attachment A of the Auction Notice. Attachment A is available at: http://www.arb.ca.gov/cc/capandtrade/auction/auction.htm. The California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation was adopted by the California Air Resources Board in October of 2011 and went into effect January 1, 2012. Subarticles 13 and 14 of the regulation describe the compliance offset program and the approval of Early Action Offset Credits. Included in these sections is a requirement for third-party verification of all GHG emission reductions and GHG removal enhancements before any ARB offset credits may be issued. Only ARB accredited offset verifiers may provide offset verification services under the compliance offset program. Accordingly, ARB has established a program to accredit offset verifiers that meet the regulation’s requirements. To become an accredited offset verifier, the applicant must submit a completed Verifier Application to ARB along with the required documentation. Once the verifier applications have been reviewed by ARB and determined to have the potential to meet the minimum qualifications listed in the regulation, the verifier applicant will be notified how to register for ARB approved training courses. Upon meeting the minimum qualifications listed in the regulation the Executive Officer may accredit the offset verifiers. For more information on the Compliance Offset Program, please visit this webpage: http://www.arb.ca.gov/cc/capandtrade/offsets/offsets.htm For any questions regarding the application forms, please contact Stephen Shelby in ARB’s Climate Change Program Evaluation Branch at (916) 327-8228. The updated notice specifies the 2013 Auction Reserve Price and the final number of allowances to be auctioned in 2013 for the quarterly auctions as part of the Current Auction and Advance Auction. This annual budget update does NOT change the amount of 2013 vintage allowances for sale in the February 19 auction. The notice will be published on the ARB website at 12:00 pm Pacific Time on Tuesday, January 15, 2013. The 2013 Annual Auction Reserve Price Notice posted on December 3, 2012, included a 2013 auction budget that included State-owned allowances and a partial accounting of the number of allowances to be consigned by electricity distribution utilities. Some public owned utilities (POUs) were provided the flexibility to defer providing direction until January 1, 2013, on how to distribute their allowances between their Compliance and Limited Use Holding Accounts. ARB has now received direction from all POUs on how to distribute their allowances and the notice has been updated to reflect the final annual auction budget for 2013 vintage allowances. TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service. BACKGROUND: Assembly Bill (AB) 32, the California Global Warming Solutions Act of 2006, requires California to reduce statewide GHG emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, the Air Resources Board (ARB) has developed a Cap-and-Trade program that limits statewide emissions from sources responsible for 85 percent of greenhouse gases and creates a financial incentive for clean and efficient technologies. Under the program, a portion of the allowances required for compliance are auctioned. The State portion of the proceeds from these auctions will be used to fund projects to reduce greenhouse gas emissions, consistent with State law. In September 2012, the Legislature passed and Governor Brown signed into law two bills – AB 1532 (Pérez, Chapter 807) and Senate Bill (SB) 535 (De León, Chapter 830) – that together establish a framework for developing an investment plan for projects and programs to be funded with Cap-and-Trade auction proceeds. SB 535 further requires that 25 percent of the proceeds that will be expended benefit disadvantaged communities and at least 10 percent of the proceeds expended be invested in projects located within those communities. The Department of Finance (Finance), in consultation with the ARB and other state entities, will develop and submit to the Legislature a three-year investment plan for the auction proceeds. The investment plan will identify the State’s greenhouse gas reduction goals and priority programs for investment of proceeds to support achievement of those goals. Funding will be appropriated to State agencies by the Legislature and Governor through the annual Budget Act, consistent with the plan. BACKGROUND California’s Cap-and-Trade Program became effective on January 1, 2012, with an enforceable compliance obligation beginning January 1, 2013. The CITSS is a market tracking system that supports the implementation of GHG cap-and-trade programs for California and other jurisdictions. The CITSS is the record of ownership of compliance instruments; records information related to accounts; enables and records compliance instrument transfers; facilitates compliance verification; and supports market oversight through the collection of relevant information. The CITSS was initially released in July 2012 for user registration and account application. User registration is required in the CITSS prior to applying for entity compliance instrument accounts. Compliance instrument accounts must be established before an entity can hold allowances or participate in GHG allowance auctions or reserve sales. For CITSS related questions, WCI, Inc. has established a Help Desk which can be reached at help@wci-citss.org or by phone at 1-866-682-7561. Staff from the Air Resources Board (ARB) invites you to participate in a workshop as part of amendments of the California greenhouse gas (GHG) Cap-and-Trade Program. This workshop will focus on evaluating the technical details of adding protocols for Coal Mine Methane Projects and Rice Cultivation Projects to the Cap-and-Trade Regulation. At the workshop, ARB staff will provide an overview of the proposed protocols including project eligibility, proposed quantification methodologies, and recognition of early action offset credits. We welcome and encourage your participation in this event. Workshop Time and Location We encourage you to take public transportation or drive low emission/high efficiency vehicles whenever possible. The public workshop will be held at the following location and will also be webcast: Date: Thursday, March 28, 2013 Time: 10:00 a.m. – 1:00 p.m. Location: Byron Sher Auditorium Second Floor, Cal/EPA Headquarters, 1001 “I” Street Sacramento, CA 95812 Directions: http://www.calepa.ca.gov/EPABldg/location.htm Background The California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation went into effect on January 1, 2012. The Cap-and-Trade Regulation contains provisions for the use of a limited number of ARB offset credits generated under approved Compliance Offset Protocols to meet an entities compliance obligation. Currently the Regulation recognizes four Compliance Offset Protocols: Ozone Depleting Substances Projects, Livestock Projects, Urban Forest Projects, and U.S. Forest Projects. ARB publicly announced at the June 2012 Board Meeting their intent to evaluate additional protocols to help meet the demand for ARB offset credits in the program. ARB has identified two new protocols, Rice Cultivation Projects and Coal Mine Methane Projects, as potentially meeting the requirements specified in the Regulation for approval as Compliance Offset Protocols. The protocol for Coal Mine Methane Projects quantifies reductions in methane emissions from mining operations. Underground and surface coal mining can release methane to the atmosphere before, during and after the mining process. There are two key sources of methane from active coal mining: ventilation and degasification. During ventilation dilute methane is vented through mine ventilation shafts. For degasification vertical or horizontal wells remove methane from the underground mine before, during, or after mining. To reduce methane emissions, methane can be captured and used for energy production or flared. The protocol would include methodologies to identify eligible project types, and to identify and quantify of eligible methane sources. The protocol for Rice Cultivation Projects quantifies reductions in methane emissions from flooded rice fields. Flooding results in anaerobic decomposition of organic matter. The organic matter can originate from soil amendments, plant residues or root exudates. The amount of methane produced is affected by the duration of flooding, the rice variety and the availability of crop residues and organic matter. The protocol would use the DeNitrification-DeComposition (DNDC) biogeochemical process model to quantify soil carbon dynamics, N2O and CH4 emissions. At this time projects would be limited to California and the Mid-South Region (list states) for which the DNDC model has been calibrated with empirical data. And the protocol would be limited to three specific project activities: (1) replacing wet seeding with dry seeding, (2) early drainage, and (3) baling of rice straw. Workshop Materials and Written Comments The workshop materials will be posted prior to the workshop at http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm. Regular releases will be at 12:00 (noon) Pacific Time on the on the first business Wednesday of each month. This release will include information about early action offset projects that have been reviewed and approved for listing. The information will be posted on ARB’s Early Action Projects website at: http://www.arb.ca.gov/cc/capandtrade/offsets/earlyaction/projects.htm. Background Some voluntary offset projects that have been issued offset credits by approved voluntary registries for GHG reductions or removal enhancements that occurred between January 1, 2005 and December 31, 2014 may be eligible to be issued ARB offset credits. These projects are referred to as early action offset projects. Early action offset projects must meet specific requirements in the Cap-and-Trade Regulation. The first step in the process is to list the early action offset project with ARB. Once the listing information for an early action offset project has been submitted ARB will review it and the offset project will be listed below. The listing information provides general information about the early action offset project. In order for the early action offset credits to be eligible to become ARB offset credits, after listing they must undergo regulatory verification which includes an assessment of conflict of interest and a desk review to confirm the validity of the initial verification. Upon satisfying the requirements in section 95990(c) of the Regulation, and successfully completing the regulatory verification process, applicants may request the issuance of ARB offset credits. After the request has been made, ARB will conduct a full review of all project documents. If the review shows conformance with the Regulation, ARB offset credits will be issued. After issuance, information regarding the early action offset project, including number of ARB offset credits issued by vintage, and invalidation status will be made publicly available on this website. More detailed information about the process for recognizing early action, including project eligibility, can be found in Section 6.14 of the ARB Instructional Guidance Document and in Subarticle 14 of the Cap-and-Trade Regulation. If you have any questions related to the ARB early action program, please contact Brieanne Aguila at (916) 324-0919. The workshop is described further in the workshop notice at http://www.arb.ca.gov/msprog/mailouts/msc1305/msc1305.pdf and will be held at the following time and location: Date: Monday, March 11, 2013 Time: 8:30 a.m. – 4:00 p.m. Location: Air Resources Board Coastal Hearing Room 1001 I Street Sacramento, California 95814 Map to California Air Resources Board, Sacramento HQ Background: In September 2011, U.S. EPA adopted a new regulation for controlling GHG emissions from new medium and heavy-duty engines and vehicles. ARB staff is proposing to align with the federal regulation in order to provide California with the ability to certify engines and vehicles to the new standards as well as enforce them. On December 11, 2008, the Board approved the Tractor-Trailer GHG regulation codified in sections 95300-95312 of title 17, of the California Code of Regulations (CCR), and later amended it on December 17, 2010. This regulation reduces GHG emissions from long-haul tractor-trailer combinations by requiring them to utilize U.S. EPA SmartWay verified or designated technologies that will improve fuel efficiency. To harmonize the tractor requirements of the federal and California regulations, ARB staff is considering modifications to its Tractor-Trailer GHG regulation. ARB staff will be proposing optional NOx emission standards for California certified 2015 and later model year engines. If the optional standards are adopted, ARB’s existing incentive programs such as the Carl Moyer Memorial Air Quality Standards Attainment program could be modified to give preference to engines certified to the optional standards. On July 22, 2004, ARB adopted an ATCM to Limit Diesel-fueled Commercial Motor Vehicle Idling. This regulation is codified in title 13 CCR, section 2485, and was later amended on October 20, 2005 and December 11, 2008. ARB staff is proposing to extend responsibility for complying with the requirements of the idling ATCM to the owner of the vehicle. In addition, staff’s proposal would require California-based shippers and California-based brokers to share responsibility for compliance with the idling restrictions in the event that they utilized the services of motor carriers that violated the regulation and/or they did not settle their outstanding fines. For specific questions regarding the new heavy duty engine and vehicle GHG regulation and the optional engine NOx standard, you may contact Ms. Kim Heroy-Rogalski, Manager of the Off-Road Implementation Section, by email at kheroyro@arb.ca.gov or by phone at (916) 327 2200. The letter from Governor Brown will be available here: http://gov.ca.gov/news.php?id=17933 Background On May 9, 2012, ARB staff noticed amendments to the Board to effectuate linkage between the California and Québec Cap-and-Trade Programs. Subsequent to the notice, Senate Bill 1018 was enacted requiring state agencies to notify the Governor that the agency intends to take such action to link with another greenhouse gas emissions trading program, and the Governor must make specified findings prior to the agency taking action to approve the linkage. On February 22, 2013, ARB’s Executive Officer sent a letter to Governor Edmund G. Brown Jr. (Governor). The letter requests that the Governor consider and make four findings that are necessary before the ARB can adopt a regulation that would link the greenhouse gas emissions trading programs developed in parallel by California and the Province of Québec. The Public Reports provide a sector-wide and facility-specific summary of the energy efficiency improvement projects identified by all of the reporting facilities. In addition, information on the estimated greenhouse gas, criteria pollutant, and toxics pollutant emission reductions and costs, as reported by the facilities, is included. The data presented in the reports is aggregated in a manner to be consistent with the public disclosure requirements under California Code of Regulations (CCR) §95610. The release of the Energy Efficiency Assessment Public Reports is Phase 1 of a multi-phase program. ARB staff will be scheduling a stakeholder meeting on the Refinery Sector Public Report in early July to receive public comments on the report. Phase 2: Develop and Release ARB Findings Report ARB staff will conduct a comprehensive review of the reported data, comparing projects across sectors and evaluating them against other available information, including the Department of Energy Industrial Technologies Program Best Practices. ARB staff will prepare a draft report with preliminary findings and recommendations covering all of the sectors. Phase 3: Develop Energy Efficiency Implementation Program The stakeholder meetings and the subsequent ARB Findings Report will be used as a starting point for discussion with all stakeholders on what actions and approaches could be taken to maximize on-site greenhouse gas, criteria, and toxic pollutants emission reductions. Background: On July 22, 2010, the Air Resources Board (ARB) approved the Energy Efficiency and Co-Benefit Assessment of Large Industrial Facilities (EEA Regulation). The regulation required the largest industrial sources in California to conduct a one-time assessment of fuel and energy consumption, and emissions of greenhouse gas, criteria pollutants, and toxic air contaminants. Affected facilities were also required to identify potential improvements in equipment, processes, or systems that could result in energy savings. Veerabhadran Ramanathan, Ph.D., and Lynn M. Russell, Ph.D. Scripps Institution of Oceanography, University of California, San Diego Tuesday, July 23, 2013 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California “If California’s efforts in reducing black carbon can be replicated globally, we can slow down global warming in the coming decades by about 15 percent, in addition to protecting people’s lives,” says Dr. Ramanathan. A first-of-its kind study examining the impact of black carbon (BC) on California has made it clear the state’s efforts to reduce emissions from trucks and buses has also helped in the fight against climate change. Even while diesel fuel consumption rose by a factor of five over a 45-year period, black carbon levels decreased by about 90 percent over that same period, according to the study. Researchers found the state’s efforts to reduce diesel emissions have lessened the impact of global warming on California. The study’s results support a growing body of scientific evidence that suggests it is possible to immediately slow the pace of climate change by reducing emissions of short-lived climate pollutants, like black carbon. The upgrades included in CITSS version 3.0 are scheduled to be released Thursday, August 1, 2013. CITSS version 3.0 provides expanded functionality and information, including: • Facility information (entity management/account consolidation) • Corporate association management • Limited exemption and holding limit management • Enhanced reporting features The CITSS can be accessed at https://www.wci-citss.org. Following the release of CITSS version 3.0, ARB staff will be updating the CITSS accounts with account consolidation and corporate association data previously submitted to ARB, as well as limited exemption data based on verified emissions. ARB will complete data entry by August 19, 2013. The CITSS will be automatically sending emails to account representatives informing them of updates during this data entry period. To ensure a smooth transition to the CITSS version 3.0, please refrain from changing any entity registration data accessed through the CITSS General tab or the Facilities tab until August 19, 2013. Any change in entity registration data made before August 19 could adversely affect an entity’s ability to participate in the August 2013 auction. Training: A webinar on the expanded CITSS functions included in this release are being prepared and scheduled. Details on the webinar will be announced soon. Further assistance can be obtained from the CITSS help desk. The Help Desk is staffed Monday through Friday 6:00 a.m. Pacific Time through 6:00 p.m. Pacific Time and is accessible for messages 24 hours a day, 7 days a week. If you have any questions about using the CITSS, please contact the CITSS Help Desk at: help@wci-citss.org or telephone 1-866-682-7561. Background: The California Air Resources Board’s (ARB) California Cap-and-Trade Program became effective on January 1, 2012, with an enforceable compliance obligation beginning with calendar year 2013 Greenhouse Gas (GHG) emissions. California is working with WCI Partner jurisdictions and WCI, Inc. to develop systems to support the common goals of developing a regional program and the implementation of state and provincial GHG trading programs, including California’s Cap-and-Trade Program. One of the systems being developed is the Compliance Instrument Tracking System Service (CITSS). The CITSS is the record of ownership of compliance instruments; records information related to accounts; enables and records compliance instrument transfers; facilitates compliance verification; and supports market oversight through the collection of relevant information. Regular releases beginning in October will be at 12:00 (noon) Pacific Time on the second and fourth business Wednesdays of each month. These releases will include information about early action and compliance offset projects that have been issued ARB offset credits. The information will be posted on ARB’s Offset Credit Issuance website at: http://www.arb.ca.gov/cc/capandtrade/offsets/issuance/issuance.htm. Background ARB offset credits are issued to offset projects that meet specific requirements in the Cap-and-Trade Regulation. ARB offset credits, which may be used for compliance in the Cap-and-Trade Program, represent verified greenhouse gas (GHG) emission reductions or removal enhancements achieved under ARB’s Compliance Offset Protocols or approved early action quantification methodologies. For offset projects developed using a Compliance Offset Protocol, the first step in the process is for the Offset Project Operator (OPO) to list the compliance offset project with an ARB approved Offset Project Registry (OPR). Once the listing information for a compliance offset project has been submitted, the OPR will review it and the offset project will be listed on the OPR’s public website. The listing information provides general information about the compliance offset project. Once listed, the OPO must monitor, report, and verify the GHG emissions reductions or removal enhancements achieved by the offset project. Upon satisfying the requirements in the Regulation, and successfully completing verification, registry offset credits may be issued to the offset project by the OPR. Registry offset credits are not valid instruments for satisfying a compliance obligation in the Cap-And-Trade Program. Once the offset project has been issued registry offset credits, the OPO may request the issuance of ARB offset credits. After the request has been made, ARB will conduct a full review of all project documentation. If the review shows conformance with the Regulation and applicable Compliance Offset Protocol, ARB offset credits may be issued into the ARB market tracking system after ARB receives confirmation that the OPR has retired the corresponding registry offset credits. After ARB offset credits are issued information regarding the compliance offset project, including number of ARB offset credits issued by vintage and invalidation timeframe, will be made publicly available on ARB’s Compliance Offset Project website. More detailed information about the process for crediting compliance offset projects, including project eligibility, can be found in Chapter 6 of the ARB Instructional Guidance Document and in Subarticle 13 of the Cap-and-Trade Regulation. For offset projects developed using an approved early action quantification methodology, details on the process for issuing ARB offset credits can be found at: http://www.arb.ca.gov/cc/capandtrade/offsets/earlyaction/projects.htm. SACRAMENTO - The Air Resources Board today posted on its website the public discussion draft of the required update to the AB 32 Scoping Plan. The Scoping Plan describes the comprehensive range of efforts California must take to reduce greenhouse gas emissions to 1990 levels by 2020 and meet the state’s long-term goals to combat climate change. AB 32 requires the Scoping Plan to be updated every five years. The original Plan, first released in 2008, was developed on the principle that a balanced mix of strategies is the best way to cut emissions and grow California’s economy in a clean and sustainable direction. This draft update continues with that approach and focuses on three questions: • How have we done over the past five years? • What is needed to continue the prescribed course of action to 2020? • What steps must California now take to meet the state’s climate goals beyond 2020? California’s strategy to meet the goals of AB 32 is based on the continued implementation of adopted actions including Advanced Clean Cars, the 33% Renewables Portfolio Standard, statewide energy-efficiency initiatives, Cap-and-Trade, the Low Carbon Fuel Standard and other programs. They are designed to achieve significant reductions of greenhouse gases in every sector of California’s economy through improved energy efficiency, and by providing consumers with cleaner fuel choices. The discussion draft includes an analysis of progress to date, finding that California is on track to meet the AB 32 2020 goal of greenhouse gas reductions. An overview of the current science of climate change in the draft includes an expanded discussion of short-lived climate pollutants such as methane and black carbon. It also includes actions California must take to continue greenhouse gas reductions in six key focus areas: energy; transportation, land use, fuels and infrastructure; water; agriculture; natural and working lands; and, waste. The draft update is the result of a series of discussions and input over the past year by a broad range of state agencies and departments and the state Climate Action Team. In addition, four public workshops were held over the summer in Los Angeles, Fresno, Sacramento and San Francisco in an effort to consider comments prior to developing the draft. The release of the discussion draft update marks the beginning of a public comment period to help inform the Proposed Update to the Scoping Plan. Future steps in the development of the Proposed Update include a public workshop on October 15 in Sacramento (which will also be webcast), and a meeting of the Board at the end of October to hear from all stakeholders and provide further direction to staff on revisions to the discussion draft presentation to the ARB at its Board meeting at the end of October. Following the October Board meeting, the draft will be revised and then presented to the Board at its December meeting. The Board is anticipated to consider approval of the update in Spring of 2014. The workshop is open to all interested parties. In addition, the workshop will be webcasted for those unable to attend in person and can be accessed the day of the workshop at the link provided below. DATE: Tuesday, October 15, 2013 TIME: 1:00 p.m. LOCATION: Cal/EPA HQ Building, Byron Sher Auditorium, 1001 “I” Street, Sacramento DIRECTIONS: http://www.calepa.ca.gov/EPABldg/location.htm WEBCAST LINK: http://www.calepa.ca.gov/broadcast/?BDO=1 Agenda and presentation materials will be posted prior to the workshop at the following location: http://www.arb.ca.gov/cc/scopingplan/meetings/meetings.htm During the workshop, ARB staff will provide a summary of the Discussion Draft elements, an updated 2013 schedule, and then designate a timeline for public comment and feedback on the Discussion Draft, which was released for public review on October 1, 2013. In addition, ARB is collecting public comments on the discussion draft at the following website: http://www.arb.ca.gov/cc/scopingplan/2013comments.htm (Note: The comment period on the discussion draft opened on October 1, 2013 at 3:00 pm and closes on November 1, 2013 at 5:00 pm.) What is the 2013 Update to AB 32 Scoping Plan? As required by AB 32, the initial Scoping Plan was adopted in 2008. This Plan must be updated every five years. The 2013 Update to the Scoping Plan will define ARB’s climate change priorities for the next five years and lay the groundwork to start the transition to achieve post-2020 goals. The 2013 Update will highlight California’s progress toward meeting the “near-term” 2020 GHG emission reduction goals defined in the original 2008 Scoping Plan. It will also evaluate how to align the State's “longer-term” GHG reduction strategies with other State policy priorities, such as for water, waste, natural resources, agriculture, clean energy, transportation and land use. Power plants are the nation’s largest stationary source of carbon pollution, responsible for about one third of all greenhouse gases in the United States. Taking steps to cut harmful carbon pollution will move us toward a cleaner, healthier, more stable environment for future generations, while supplying the reliable, affordable energy needed for economic growth. The feedback from this public listening session, as well as written input received by email, will play an important role in helping EPA develop smart, cost-effective guidelines that reflect the latest and best information available. The Clean Air Act gives both EPA and states a role in reducing air pollution from power plants that are already in operation. The law directs EPA to establish guidelines, which states use to design their own programs to reduce emissions. Before proposing guidelines, EPA must consider how power plants with a variety of configurations would be able to reduce carbon pollution in cost-effective ways. DATE: Tuesday, November 5, 2013 TIME: 9:00 a.m. – 4:00 p.m. PST LOCATION: U.S. EPA Pacific Southwest Office 75 Hawthorne Street San Francisco, Calif. 94105 EPA’s Regional Administrator, Jared Blumenfeld, and EPA’s Region 9 Air Division Director, Deborah Jordan, will be providing brief remarks as context for the day’s session at 9:00 am, and again at 1:00 pm. The purpose of the schedule revision is to provide adequate time for staff to review, consider and incorporate stakeholder comments. ARB anticipates releasing the Proposed Update and Environmental Assessment in late January followed by a February Board meeting that will include additional opportunities for stakeholder feedback and public comment. In late spring 2014, ARB will hold a Board Hearing to consider the Final Scoping Plan Update and Environmental Assessment. To view the revised schedule, please visit the AB 32 Scoping Plan website at: http://www.arb.ca.gov/cc/scopingplan/scopingplan.htm What is the Update to AB 32 Scoping Plan? As required by AB 32, the initial Scoping Plan was developed in 2008. This Plan must be updated every five years. The Update to the Scoping Plan (Update) builds upon the initial Scoping Plan with new strategies and recommendations. The Update will define ARB’s climate change priorities for the next five years and lay the groundwork to start the transition to achieve California’s post-2020 climate goals. It will highlight California’s progress toward meeting the near-term 2020 GHG emission reduction goals defined in the initial Scoping Plan and will evaluate how to align the State's longer-term GHG reduction strategies with other State policy priorities, for water, waste, natural resources, agriculture, clean energy, transportation and land use. Regular releases beginning in 2014 will be at 12:00 (noon) Pacific Time on the last business day of each quarter. These releases will include information about covered, opt-in, and voluntarily associated entities registered for the Cap-and-Trade Program in CITSS. The information will be posted on ARB’s Cap-and-Trade website at: http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm Background CITSS is a market tracking system that supports the implementation of greenhouse gas (GHG) cap-and-trade programs for California and other jurisdictions. CITSS provides accounts for market participants to hold and retire compliance instruments and to participate in transfers of compliance instruments with other account holders. CITSS is used to register entities participating in the California Cap-and-Trade Program, track the ownership of compliance instruments, enable and record compliance instrument transfers, facilitate emissions compliance, and support market oversight. The CITSS Registrant Report continues ARB’s process of making market related information public. ARB will continue to develop and release additional market related information as part of implementation of the Cap-and-Trade Program. ARB has held three workshops to discuss release of market information and received many oral and written comments during that process. The CITSS Registrant Report implements the regulatory requirements regarding information release and addresses stakeholder concerns related to releasing confidential business information that could place stakeholders at a market disadvantage. The CITSS Registrant Report will include the names of account holders in the tracking system. This will allow counter parties to verify each other and will provide for program transparency. For covered and opt-in entities, information will include the legal entity name, the four digit CITSS ID, and the status of the account as a covered or opt-in entity. In the case of voluntarily associated entities, information will include the legal entity name, the four digit CITSS ID, and the status of the account holder as an organization or individual. Where applicable, the report will also include the GHG reporting ID’s for any facilities associated with the CITSS account. Individual CITSS account numbers will not be released.
