Such overwhelming dependency on a single fuel makes California and this Basin vulnerable to supply shortages and consequent severe price hikes, that in turn could seriously affect California’s ability to move goods and people. Alternative fuels, such as ethanol, can reduce this dependency on petroleum and also enable this agency to meet its targeted air quality goals. Twenty percent of the ethanol currently produced in the country is consumed in California. However, production of this corn-based ethanol is ultimately limited by a number of factors. To be sustainable in the long-term and on a large scale, it is imperative that ethanol be produced from forest and agricultural residues such as corn stalks and rice stalks, and other plant materials including grasses and wood grown for this purpose. The South Coast AQMD is pleased to host this one-day technology forum and roundtable discussion of the current and upcoming technologies which could increase production of ethanol from biomass sources of waste cellulose. The morning will consist of formal presentations by a panel of national technical experts on the production of cellulosic ethanol. In the afternoon, there will be a roundtable discussion among the panelists to facilitate a candid exchange of views and suggestions. This roundtable will be moderated by Dr. Charles Wyman, Ford Motor Company Professor, University of California, Riverside. Members of the public will also be able to ask questions of the Technology Forum/Roundtable participants. This new $1 billion incentive program is a partnership between ARB and local agencies (like air districts, ports, and transportation agencies) to quickly reduce air pollution emissions and health risk from freight movement along California’s trade corridors. ARB is scheduled to adopt Program Guidelines in December 2007 and then allocate the first $250 million in bond monies to local agencies in early 2008. Local agencies will provide financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies. We are establishing a workshop schedule and are asking stakeholders to save the following dates: On November 30, 2007, ARB will hold a public workshop to explain the Scoping Plan process and schedule, and to initiate a discussion about the structure of the Scoping Plan such as how commitments should be designed, cost-effectiveness methodologies, and other basic elements of the Plan. This workshop will be held at the South Coast Air Quality Management District offices in Diamond Bar and will be webcast. On December 14, 2007, ARB will hold a Sector-Based Workshop. Staff will provide an overview of the sectors responsible for the largest percentage of greenhouse gas emissions, and provide an overview of the staff's current thinking about potential emission reduction measures for the Scoping Plan. This workshop will be held at the Cal/EPA Headquarters Building in Sacramento and will be webcast. In mid-January 2008, ARB will hold a Tools Workshop to discuss the various mechanisms that are available to achieve the 2020 emission reduction targets, including direct regulations, markets, voluntary actions, and incentives. The location for this workshop has not yet been finalized. In late-March 2008, ARB plans to hold a Scenario Workshop to explore different emission reduction strategies. The staff will present different combinations of potential emission reduction measures and discuss preliminary analyses of the scenarios. In October 2008, ARB staff plans to release its proposed Scoping Plan. In November 2008, the ARB is scheduled to consider the Scoping Plan. This report will be considered at the Board Hearing on October 25, 2007. At its June 21, 2007 Hearing, the Board approved 37 early actions including 3 discrete early actions, but directed staff to further evaluate several stakeholder recommendations and to report back within six months. The posted final staff report summarizes the findings and recommendations of the further evaluation of stakeholder recommendations and other potential early actions by ARB staff. It recommends increasing the entire list of early actions from 37 to 44 measures, including 6 new discrete early actions. Cumulatively, all 44 measures have the potential to deliver greenhouse gas emission reductions on the order of at least 42 million metric tons of CO2 equivalents (MMTCO2E) by the year 2020. This meeting will cover principally Do-It-Yourself (DIY) motor vehicle air conditioning (MVAC) servicing. On June 21, 2007, the Air Resources Board approved the emission reduction strategy for DIY MVAC servicing as a discrete early action measure. This designation means that a proposed DIY MVAC regulation is scheduled to be adopted by the Board and become enforceable by January 1, 2010. Stakeholders have expressed repeatedly a desire for maximizing efficiencies in the public process for the California Global Warming Solutions Act (Assembly Bill 32, AB32), given the number of measures that call for public meetings.
