For the potential amendments to tractor-trailer GHG regulation, please go to: https://www.arb.ca.gov/listserv/listserv_ind.php?listname=hdghg. Contact: We welcome and encourage your participation in this workshop. If you have any questions regarding the proposed California Phase 2 or potential regulatory changes to Tractor-Trailer GHG Regulation, please contact Mr. Alex Santos, Staff Air Pollution Specialist, at (626) 575-6682 or by email at alex.santos@arb.ca.gov or Ms. Mitzi Magtoto, Air Resources Engineer, at (916) 323-8975 or by email at mitzi.magtoto@arb.ca.gov. Background: On October 25, 2016, the U.S. EPA published the final federal Phase 2 GHG standards. The federal Phase 2 standards are the second phase of federal heavy–duty GHG standards and build upon the federal Phase 1 standards. The federal Phase 2 standards will significantly reduce carbon emissions and dramatically improve the fuel economy for heavy-duty trucks, helping reduce emissions that cause climate change. They establish national GHG emission standards that will begin in model year 2021 for new class 2b to 8 medium- and heavy-duty engines and tractors, and in 2018 model year for certain trailer types. The federal Phase 2 standards will be fully phased in by model year 2027. On December 11, 2008, the Board approved the Tractor-Trailer GHG regulation codified in sections 95300-95312 of title 17, California Code of Regulations, and later amended in 2010 and 2014. This regulation required owners of 53-foot or longer box-type trailers and owners of the heavy-duty tractors that pull them on California highways to utilize U.S. EPA SmartWay verified or designated technologies that will reduce GHG emissions and improve fuel efficiency. In December 2013, ARB staff harmonized the tractor requirements of the Tractor-Trailer GHG regulation with the requirements of the Phase 1 standards. California is in a drought emergency. Karen Chapple, Ph.D. and Miriam Zuk, Ph.D. University of California, Berkeley Wednesday, March 29, 2017 at 1:30 p.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California In 2008 California passed Senate Bill 375 requiring metropolitan planning organizations (MPO) to develop Sustainable Communities Strategies (SCS) as part of their regional transportation planning process. While the implementation of these strategies has the potential for environmental and economic benefits, rising housing costs and changing neighborhood conditions may compel low-income residents and households to move out of transit-oriented neighborhoods. This out-migration is called “displacement.” The study examined the relationship between fixed-rail transit neighborhoods and displacement in Los Angeles and the San Francisco Bay Area. Suzanne Paulson, Ph.D., Yifang Zhu, Ph.D. University of California, Los Angeles and Akula Venkatram, Ph.D. University of California, Riverside Tuesday, June 6, 2017 at 2:00 p.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, CalEPA Building 1001 I Street, Sacramento, California Traffic-related air pollutants are a significant public health concern near freeways. Previous studies have suggested that soundwall and/or vegetation barriers (defined here as any substantial installation of vegetation on either side of the sound barrier, trees or tall bushes etc.) may reduce near-freeway air pollution, but the literature is inconsistent, and data for vegetation and other conditions common in California are very limited. This research project combined mobile and stationary measurement and modeling approaches to evaluate the impact of various barrier configurations at four sites in California, and made pair-wise comparisons of the following configurations: no wall, sound wall only, vegetation only, and combined soundwall-vegetation combinations (eight study locations in total, each with a perpendicular transect). Chosen study sites were located along major highways in Santa Monica, Encino, Sacramento and Riverside, and if present, trees were substantially taller than the solid barriers. Three of these sites were chosen as test sites for daytime conditions (Sacramento, Encino and Riverside) and one was chosen for nighttime and early morning conditions (Santa Monica). Thursday, June 15, 2017 at 10:00 a.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, CalEPA Building 1001 I Street, Sacramento, California The 2010 emission standards for heavy-duty engines have established a limit for oxides of nitrogen (NOX) emissions of 0.20 g/bhp-hr, a 90% reduction from the previous emission standards. However, it is projected that even when the entire on-road fleet of heavy-duty vehicles operating in California is compliant with the 2010 NOX emission standards, the upcoming National Ambient Air Quality Standards (NAAQS) requirements for ambient particulate matter and ozone will not be achieved in California without further significant reduction in NOX emissions from the heavy-duty vehicles. The main goal of this project was to demonstrate that modern heavy duty engines can achieve a target of 0.02 g/bhp-hr for tailpipe NOX emission, which represents a 90% reduction from the 2010 standard, with currently available control technology. An additional goal of the project was that the final configurations of engine and aftertreatment systems should be consistent with a path toward meeting current and future heavy-duty greenhouse gas (GHG) and fuel economy standards. For more information about the proposed California Phase 2 GHG standards, please go to: http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm. For the potential amendments to tractor-trailer GHG regulation, please go to: https://www.arb.ca.gov/listserv/listserv_ind.php?listname=hdghg. Background: In December 2013, California harmonized with the federal Phase 1 requirements. Adoption of the federal Phase 1 rule provided CARB the ability to certify new heavy-duty vehicles and engines and enforce those requirements in the State. In addition, CARB’s adoption of the Phase 1 requirements provided nationwide consistency for vehicle and engine manufacturers. At the same time, CARB amended the TTGHG regulation to align with the Phase 1 rule by sunsetting the 2014 and subsequent model year tractor requirements. Building on the success of the federal Phase 1 rule, in August 2016, U.S. EPA and NHTSA jointly adopted the federal Phase 2 rule, which is more stringent than Phase 1. The federal Phase 2 rule is phased-in over the 2018 through 2027 model years. The structure of the federal Phase 2 rule is generally similar to Phase 1, establishing GHG emission standards for tractors, vocational vehicles, and heavy-duty pickups and vans, and the engines used in tractors and vocational vehicles. However, the federal Phase 2 rule also establishes standards for certain trailers used in combination with tractors. The trailer types included in Phase 2 are box-type trailers (dry van and refrigerated van trailers of all lengths), flat bed trailers, tank trailers, and container chassis. The trailer requirements include aerodynamic improvements and tire requirements for box-type trailers, but only tire requirements for the other trailer types. Although this marks the first time trailers have been regulated at the federal level, trailers have been regulated in California since 2010. On December 22, 2016, the Truck Trailer Manufacturer Association (TTMA) filed a lawsuit that challenges and seeks to vacate the trailer provisions of the federal Phase 2 rule that apply to trailers. That lawsuit however, does not affect California’s authority to establish standards for trailers hauled by heavy-duty tractors. Contact: We welcome and encourage your participation in this workshop. Tuesday, September 12, 2017 10:00 a.m., PST (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Understanding the early development of the plug-in electric vehicle (PEV) market and identifying the determinants of its future growth are critical to achieving public policy goals for clean vehicle sales in California. This study examined consumer response to PEV market offerings and tested hypotheses about potential determinants of PEV sales over time and across locations in California using data models with a high degree of spatial and temporal resolution. Three types of explanatory factors were evaluated: (1) government policies such as vehicle purchase incentives; (2) market variables such as fuel price; and (3) factors that vary geographically such as household income. The agenda and presentation, as well as notice, can be accessed at: https://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm. The workshop will be held at the following date, time, and location: Date: Thursday, August 31, 2017 Time: 9:30 a.m. to 5:00 p.m. (PST) Place: Cal/EPA Headquarters Building Coastal Hearing Room 1001 I Street, Second Floor Sacramento, California 95814 This workshop will also be available via webcast for stakeholders unable to attend in person and can be accessed at the following link on the day of the workshop: https://video.calepa.ca.gov/. Background: In December 2013, California harmonized with the federal Phase 1 GHG standards for medium- and heavy-duty engines and vehicles (the Phase 1 rule). Adoption of the federal Phase 1 rule provided CARB the ability to certify new heavy-duty vehicles and engines and enforce those requirements in the State. In addition, CARB’s adoption of the Phase 1 standards provided nationwide consistency for vehicle and engine manufacturers. At the same time, CARB amended the Tractor-Trailer GHG regulation to align with the Phase 1 rule by sunsetting the 2014 and subsequent model year tractor requirements. Building on the success of the federal Phase 1 rule, in October 2016, the United States Environmental Protection Agency (U.S. EPA) and the National Highway Traffic Safety Administration (NHTSA) jointly adopted the federal Phase 2 rule, which is more stringent than Phase 1. On December 22, 2016, the Truck Trailer Manufacturer Association filed a lawsuit that challenges and seeks to vacate the trailer provisions of the federal Phase 2 rule that apply to trailers. On August 17, 2017, U.S. EPA/NHTSA announced they will reconsider the trailer provisions of the federal Phase 2 rule. The lawsuit and reconsideration of the trailer provisions however, does not affect California’s authority to establish standards for trailers hauled by heavy-duty tractors. Three types of explanatory factors were evaluated: (1) government policies such as vehicle purchase incentives; (2) market variables such as fuel price; and (3) factors that vary geographically such as household income.
