These investments accelerate the transition to low carbon freight and passenger transportation, supporting the Governor’s climate change strategy pillar of a 50 percent reduction in petroleum use in vehicles by 2030 and the Administration’s goal to deploy 1.5 million zero emission vehicles in California by 2025. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with a target that at least half the investments benefit disadvantaged communities. The FY 2015-16 State budget appropriated another $95 million. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund in the FY 2016-17 State Budget. ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles. AQIP is a voluntary, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. AQIP has an annual budget of about $25 million. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. In recent years, the majority of AQIP funds have gone towards the Truck Loan Assistance Program which helps small business truckers to secure financing for newer trucks or diesel exhaust retrofits in advance of compliance deadlines for ARB’s in-use truck and bus regulation. ARB staff will provide an overview of the planned development of the study, including timing and availability of resources and the continued public process, and seek input on the main barriers low-income consumers face to access zero and near-zero emission transportation options. The roundtable will be held at the following time and place: Date: Wednesday, March 30, 2016 Time: 9:00 a.m. to 12:00 p.m. Place: Cal/EPA Headquarters Building Sierra Hearing Room, 2nd Floor 1001 I Street Sacramento, California 95814 Directions to Cal/EPA headquarters and public transit can be found at: http://www.calepa.ca.gov/EPAbldg/location.htm. A teleconference will be available during the roundtable for those unable to attend in person. Teleconference Information Dial-In Number: (888) 831-8967 Passcode: 1106975 A meeting notice and further information about this study is available at: http://www.arb.ca.gov/msprog/transoptions/transoptions.htm. If you have questions regarding the roundtable or would like to submit written feedback directly to ARB, please contact Ms. Ashley Dunn at (626) 459-4385 or Ashley.Dunn@arb.ca.gov. Background: In October 2015, Governor Jerry Brown signed Senate Bill (SB) 350 (De León, Chapter 547, Statutes of 2015) which established world-leading energy efficiency and renewable energy goals for California. This bill also highlighted the need for a better understanding of the barriers faced by low-income consumers to access zero and near-zero emission transportation options. SB 350 charged ARB, in consultation with the California Energy Commission and other relevant State and local agencies and the public, with developing and publishing a study on or before January 1, 2017, outlining the barriers faced by low-income consumers, including those in disadvantaged communities, to access zero and near-zero emission transportation options. The study will also include recommendations on how to reduce those barriers and increase access. To address the statutory requirements, ARB will develop a study laid out as a guidance document that paves the way for further research on zero and near-zero emission transportation options in low-income and disadvantaged communities and provides a “road map” for the future with policy recommendations. To be considered by the Board, written comments not physically submitted at the meeting, must be received no later than 5:00 p.m., October 17, 2016, and addressed to the following: Postal mail: Clerk of the Board, Air Resources Board 1001 I Street, Sacramento, California 95814 Electronic submittal: http://www.arb.ca.gov/lispub/comm/bclist.php The meeting notice and addition information about the Funding Plan may be obtained from ARB’s website at: https://www.arb.ca.gov/msprog/aqip/fundplan/fundplan.htm. Further inquiries regarding this matter should be directed to Mr. Andrew Panson, Staff Air Pollution Specialist, at (916) 323-2809, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324-1590. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016 17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. Hence, the Low Carbon Transportation and Fuels elements of the Board-approved Funding Plan were contingent on appropriation of these funds. The Funding Plan included contingency provisions to address this budget uncertainty including direction that staff return with modifications to the plan in the event that the Legislature appropriated less than $400 million to ARB. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make a changes to the Clean Vehicle Rebate Project. Staff is proposing modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. These changes are fully described in the meeting notice. California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. These projects provide funding to support cleaner vehicles and equipment that reduce greenhouse gas emissions and criteria pollutants, with an emphasis on providing benefits to disadvantaged communities. Funding for Low Carbon Transportation comes from California Climate Investments, made possible by proceeds from California’s Cap and Trade Program. Funding for the Air Quality Improvement Program is authorized by Assembly Bill 8 (Perea, Chapter 401, Statutes of 2013). Work group meetings are scheduled throughout the year as needed to seek public input on implementation of ongoing projects, as well as development of competitive solicitations for upcoming grant funding opportunities. Individual work groups will be established or updated for each project listed below. Staff encourages anyone who is interested in one or more of these projects to join our work group email lists. However, there is no need to email us if you know that you already signed up for the work group in prior years. At the October 20, 2016 Board meeting, the Board approved modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP.
