From: kbowers@arb.ca.gov The California Air Resources Board announces that the new Refrigerant Registration and Reporting System (referred to as the R3 tool) is now online and ready for use. The R3 tool has been developed as part of implementing ARB’s Refrigerant Management Program (RMP) regulation to facilitate compliance with the registration, reporting, and fee payment provisions of the regulation. By March 1, 2012 facilities with systems with a refrigerant charge of 2,000 pounds or greater must register, report, and pay the implementation fee to ARB. Refrigerant distributors, wholesalers, and reclaimers are also required to submit annual reports by March 1, 2012. The Air Resources Board’s Refrigerant Management regulation requires all facilities with stationary, non-residential, refrigeration systems using 2,000 pounds or more of a high-global warming potential refrigerant and refrigerant distributors, wholesalers, and reclaimers to register and submit annual reports this year. Systems used exclusively for air conditioning, i.e. comfort cooling, or that use ammonia or CO2 refrigerants, are not required to register. All affected facilities can register and report using ARB’s online tool, known as the "Refrigerant Registration and Reporting System" or R3. The tool is available at www.arb.ca.gov/rmp-r3. Additional information on how to use the tool is available on the program’s website. The Refrigerant Management Program applies to refrigerant distributors, wholesalers, reclaimers, and facilities with refrigeration systems that use more than 50 lbs of high global warming potential refrigerants – those typically used in supermarkets, cold storage warehouses, food processing plants and process cooling operations. The requirements of the regulation build on long established federal rules on refrigeration systems and are designed to minimize leaks of the environmentally harmful refrigerants and comply with AB 32, California’s law requiring the reduction of greenhouse gas emissions. Refrigerants are potent greenhouse gases, more than a thousand times more capable of trapping heat in the atmosphere than an equivalent amount of carbon dioxide, the most common greenhouse gas. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020.
