Regulatory Advisory 11-01 describes these extensions and is posted to our composite wood products website at: http://www.arb.ca.gov/toxics/compwood/outreach/11_01_advisory.pdf. The purpose of this extension is to address excess inventories within California of finished goods made with Phase 1 hardwood plywood veneer core, as well as Phase 1 PB and Phase 1 MDF inventories at the distributor level. These excess inventories are a result of the economic downturn, which has led to slow sales across many business sectors. In April 2007, the Airborne Toxic Control Measure to Reduce Formaldehyde Emissions from Composite Wood Products was approved by the Air Resources Board. This airborne toxic control measure establishes formaldehyde emission standards for composite wood products including, PB, MDF, thin MDF (thickness 8 millimeters or less) HWPW-VC and hardwood plywood with a composite core. The airborne toxic control measure also applies to finished goods that are made from composite wood products. These homes may be sold for an unlimited period of time in California, as long as the MDF and/or thin MDF were produced before January 1, 2009, and businesses provide information to ARB, as described in Regulatory Advisory 11-02, which is posted to our composite wood products website at: http://www.arb.ca.gov/toxics/compwood/outreach/advisory1102.pdf. The purpose of this change is to address excess inventories within California of manufactured homes that contain pre-Phase 1 MDF and/or thin MDF. These excess inventories are a result of the economic downturn, which has led to slower sales than expected in the manufactured homes industry.
