Date: Fri, 31 May 2013 15:17:04 -0700 Subject: compwood -- U.S. EPA Releases Proposed Regulations to Reduce Exposures to Formaldehyde Emissions from Composite Wood Products From: acsondes@arb.ca.gov The purpose of this list server notice is to inform you that the U.S. Environmental Protection Agency (U.S. EPA) has released two proposed regulations to reduce exposures to formaldehyde emissions from composite wood products. Pre–publication version of both rules may be viewed by visiting U.S. EPA’s website at: http://www.epa.gov/oppt/chemtest/formaldehyde/. The federal Formaldehyde Standards for Composite Wood Products Act (the “Act”), signed into law in July 2010, required U.S. EPA to develop a new federal regulation to implement the provisions of the Act. The Act mandated the same formaldehyde emission standards, as well as other major regulatory elements, contained in California’s “Airborne Toxic Control Measure To Reduce Formaldehyde Emissions From Composite Wood Products” (the “ATCM”). California’s ATCM remains fully in effect. Later this year, CARB staff plans to prepare amendments to the ATCM to clarify and refine certain aspects of the ATCM, and to align with the U.S. EPA regulation where practical. ====================================================================== You are subscribed to the compwood mailing list. We welcome your participation in this upcoming discussion session. The discussion session will be held at the following time and location: Date: August 1, 2013 Time: 9:30 am to 4:00 p.m. (PDT) Location: Coastal Hearing Room Address: Cal/EPA Headquarters Building 1001 “I” Street, 2nd Floor Sacramento, California 95814 An agenda and any discussion session handouts and materials will be posted as they become available and will be posted on the Composite Wood Products ATCM website at the following link: http://www.arb.ca.gov/toxics/compwood/compwood.htm. In 2008, the ARB adopted the Composite Wood Products ATCM to reduce formaldehyde emissions from composite wood product panels and from finished goods that contain composite wood products (title 17, California Code of Regulations, sections 93120-93120.12). The ATCM established formaldehyde emission standards for hardwood plywood-veneer core (HWPW-VC), hardwood plywood-composite core (HWPW-CC), particleboard (PB), medium density fiberboard (MDF), thin medium density fiberboard (tMDF), and requirements for furniture and other finished products made with composite wood products. The ATCM applies to panels and finished goods that are sold, supplied, offered for sale, used, or manufactured for sale in California. Implementation of the Composite Wood Products ATCM is helping to reduce the public’s exposure to formaldehyde, which has been identified as a toxic air contaminant. For more information regarding this ATCM, please see: http://www.arb.ca.gov/toxics/compwood/compwood.htm. If you have any questions, please contact Ms. Angela Csondes, Air Pollution Specialist, at (916) 445-4448 or via e-mail at acsondes@arb.ca.gov. ====================================================================== You are subscribed to the compwood mailing list. At the workshop, ARB staff will discuss proposed regulatory amendments to the ATCM that focus on laminated products, improving the ATCM and on aligning the ATCM with proposed United States Environmental Protection Agency (U.S. EPA) regulations to the extent practicable. We welcome your participation in this workshop. The workshop will be held at the following time and location: Date: November 20, 2013 Time: 9:30 am to 2:00 p.m. (Pacific Time) Location: Byron Sher Auditorium Address: Cal/EPA Headquarters Building 1001 “I” Street, 2nd Floor Sacramento, California 95814 The workshop notice and preliminary agenda can be found at: http://www.arb.ca.gov/toxics/compwood/notice102313.pdf Workshop documents and presentations will be posted as they become available and will be posted on the Composite Wood Products ATCM website at the following link: http://www.arb.ca.gov/toxics/compwood/compwood.htm. The California ATCM was adopted by the ARB in 2008. The ATCM to Reduce Formaldehyde Emissions from Composite Wood Products establishes formaldehyde emission standards for composite wood products, including hardwood plywood-veneer core (HWPW-VC), hardwood plywood-composite core (HWPW-CC), particleboard (PB), medium density fiberboard (MDF), and thin MDF. The ATCM also applies to finished goods that are made with composite wood products. The ATCM applies to panels and finished goods that are sold, supplied, offered for sale, used, or manufactured for sale in California. Businesses required to comply with the ATCM are: manufacturers, distributors, importers, fabricators, and retailers of composite wood products and finished goods that contain these products. Implementation of the ATCM is well underway, and the program is firmly established. Both the Phase 1 and Phase 2 formaldehyde emission standards have been implemented. Implementation of the Composite Wood Products ATCM is helping to reduce the public’s exposure to formaldehyde, which has been identified as a toxic air contaminant. As indicated in the October 23, 2013 workshop notice, during the workshop, ARB staff will facilitate a focused discussion on laminated products with the goal of identifying an alternative approach to regulating laminated products that can be incorporated both into the ATCM and the final U.S. EPA regulation. To that end, ARB staff has drafted an alternative approach to initiate the discussion on laminated products which is posted at: http://www.arb.ca.gov/toxics/compwood/laminateddiscussion.pdf. We welcome your participation in this discussion. If you are interested in providing a brief presentation or formal statement at the workshop, please contact Ms. Angela Csondes at the e-mail below. To ensure adequate time for all potential presenters, we ask that your presentation/statement be limited to 5-10 minutes and that you e-mail any slide presentations to Ms. Csondes by 12pm on November 19th. The workshop is scheduled for November 20, 2013 from 9:30 am to 2 pm (PST) at the Cal/EPA Headquarters in Sacramento. For those unable to attend in person, this workshop will be webcast.
