The requirements include volatile organic compound (VOC) and Global Warming Potential (GWP) standards, as well as, prohibitions on use of alkylphenol ethoxylate surfactants and specific toxic compounds. These requirements affect manufacturers of Flying Bug Insecticides, Furniture Maintenance Products, Heavy-duty Hand Cleaners or Soaps, Lubricants, Multi-purpose Solvents, Paint Thinners and Wasp or Hornet Insecticides. The specific regulatory requirements are contained in the Regulation for Reducing Emissions from Consumer Products (Consumer Products Regulation), sections 94507–94517, title 17, California Code of Regulations, http://www.arb.ca.gov/consprod/regs/regs.htm. We would also like to remind stakeholders of recent amendments to the Consumer Products Regulation that revised the definition of Type “A” areas pertaining to the Automotive Windshield Washer Fluid (AWWF) product category to include additional mountainous areas that routinely experience freezing temperatures in the winter. In addition, the Air Resources Board recently approved for adoption amendments to the Consumer Products Regulation that, among other things, modified definitions for various lubricant categories. Background: ARB monitors the progress of manufacturers in meeting upcoming requirements to ensure companies are on track to comply with the requirements before they become effective. ARB’s Consumer Products Program is an important part of overall efforts to reduce the amount of smog-forming emissions, toxic air contaminants and greenhouse gases emitted from the use of chemically formulated consumer products. ARB’s consumer products regulations have resulted in projected emission reductions of nearly 50 percent since 1990, but more needs to be done to meet health-based air quality standards.
