We now expect to release the full Plan on March 15, 2002 for consideration by the Board on April 25-26, 2002. We have tentatively scheduled public workshops to discuss the proposed Plan as follows: April 2-5 Intensive daytime sessions in Sacramento -- agenda will be organized by source category with defined start times for each session. Week of April 8 Community-oriented evening session in the South Coast area. Week of April 8 Afternoon session, plus community-oriented evening session, in the San Joaquin Valley. Week of April 8 Community-oriented evening session in the Bay Area. During the week of March 4, we will post and mail a formal notice with the specific time and location for each session, as well as the detailed agenda for the Sacramento workshop. Once the Board considers the Clean Air Plan, ARB staff will prepare draft elements for the South Coast and San Joaquin Valley State Implementation Plans (SIPs) that define the specific text for new State and federal measures, as well as the expected emission reductions in each region. We will solicit comments on these elements as part of the local public process on the SIPs. The Board will consider these elements for adoption concurrent with its action on each SIP. The executive summary has been posted, and the remaining portions of the proposed Plan will be posted later today. This website also displays notices of public workshops on the Plan that ARB intends to hold, and the meeting notice for the Board’s consideration of the Clean Air Plan at its April Board meeting. Next week, we will also post additional information indicating the workshop session in which each proposed Clean Air Plan strategy will be discussed during the four-day technical workshop (scheduled for April 2 through 5 in Sacramento). To accommodate the requests, we are extending our schedule for public review of the Clean Air Plan. Consideration of the Plan will be rescheduled from the April 2002 Board meeting to a later Board meeting. We are also postponing the four-day technical workshop which was originally scheduled for April 2-5, and are tentatively rescheduling the four-day workshop for either the week of April 29 or May 6. The goal of the program would be to give manufacturers an incentive to develop lower emitting products. The program is anticipated to focus on air quality improvement from a wide range of regulated stationary and mobile sources, such as consumer products, motor vehicles, fuels, architectural coatings, combustion sources, and vapor recovery equipment. A label would be awarded to qualifying products, equipment and processes informing consumers of the reduced air pollution impact of those products.
