The California Air Resources Board (ARB) staff has posted the Draft State and Federal Element of the 2003 South Coast State Implementation Plan (SIP) for Ozone, Particulate Matter, and Carbon Monoxide at: http://www.arb.ca.gov/sip/siprev1.htm. The Draft State and Federal Element of the South Coast SIP describes control measures and emission reduction commitments for sources under State and federal authority. Although these strategies will be presented first in the South Coast SIP, most of the proposed State and federal measures would apply in all of California, providing benefits statewide. This draft element will be incorporated into the South Coast Air Quality Management District’s (District) draft 2003 Air Quality Management Plan, which will rely upon new air quality modeling analyses that reflect updated monitoring data and significantly revised mobile source inventories. The District is concurrently releasing its Preview of the 2003 Plan, available at http://www.aqmd.gov/aqmp/03aqmp.htm. PUBLIC PROCESS We are seeking public input on the Draft State and Federal Element of the South Coast SIP. ARB staff will participate in joint workshops with the District in the South Coast Air Basin in early 2003, and hold subsequent workshops in Central and Northern California on the statewide measures proposed for inclusion in this SIP. The times and locations of these workshops will be announced shortly. This review was in response to the Board’s directive to review the Tables of MIR Values every 18 months, and propose modifications, if appropriate. The staff has now completed our review of the changes and the information below provides a summary of Dr. Carter’s revisions and the changes to the Tables of MIR Values that we believe are appropriate at this time. We anticipate releasing the Initial Statement of Reasons (ISOR) in mid-September 2003, and holding a public hearing on the proposal in mid-November, 2003. The proposed amendments are based on the recent work reported by Dr. Carter of the University of California, Riverside. Dr. Carter indicated that modifications and corrections made to some chemical mechanisms have resulted in non-negligible changes for a small number of VOCs (MIRs for 24 VOCs have changed by more than 5 percent) and very small changes for many others. In addition, the report includes 106 new VOCs with their associated MIR values. A complete list of the updated values for the 24 VOCs and 106 new VOCs is available at http://www.arb.ca.gov/research/reactivity/4-23-2003/MIR02C2.pdf Dr. Carter's work was presented at the December 4, 2002, RRAC meeting and the April 23, 2003, MIR Update workshop, respectively. In July 2003, the ARB’s Reactivity Scientific Advisory Committee (RSAC) reviewed and approved of the report. The main component of the ARB staff’s proposal is to add 104 new compounds to section 94700 that contains the MIR values for individual VOC. [Note that we are not proposing to include the MIR values for “composite mineral spirit, CARB profile ID 802” and “thinning solvent/mineral spirits (Cal Ply SLO, 1996)” because the MIR values for these species are more appropriately derived by applying the bins contained in section 94701.] Should the proposed amendments be adopted and become legally effective, any of these new compounds could be used in aerosol coatings. This should provide the aerosol coating manufacturers with greater flexibility to meet reactivity limits. Based on a recent survey, manufacturers indicated that six new compounds (n-propoxypropanol, isoamyl acetate, 2-methy-1-butyl acetate, methyl amyl acetate, methoxypropanol acetate, and methyl isopropyl ketone) might be appropriate for use in reformulating aerosol coatings in the future. A comparison between the MIR values contained in section 94700 and Dr. Carter’s recent compilation shows that MIR values for 363 compounds have changed by less than 1 percent; MIR values for 275 compounds have changed by 1 to 5 percent; and MIR values for 24 VOCs have changed by more than 5 percent. We have evaluated these changes to the existing MIR values and believe that MIR value changes of less than 5 percent are within the uncertainty of the MIR values, and are therefore, only proposing to amend the MIR values for the 24 VOCs whose MIR values have changed by more than 5 percent. However, due to the use of upper limit and the need to maintain a consistent precision with the existing values, we are proposing to update MIR value for 15 VOCs (2,4,4-Trimethyl-2-Pentene, C15 Cycloalkanes, Propionic Acid, Acetic Acid, 2-Ethyl Hexanoic Acid, Ethylene Oxide, Dipropylene Glycol Methyl Ether isomer (2-[2-methoxypropoxy]-1-propanol), C7 Terminal Alkenes, 1-Heptene, C15 Terminal Alkenes, 1-Pentadecene, 2-(2-Butoxyethoxy)-Ethanol, n-C18, 4,8-Dimethyl Tetradecane, and n-Pentadecane) in section 94700. To ensure regulatory stability for coating formulations, the updated values cannot be used to calculate the Product-Weighted MIR of aerosol coatings until June 1, 2007. Hence, the proposed updated MIR values can only be used if any subsequent reactivity-based rulemakings for other source categories were proposed in the future. We believe that this proposal would also add an extra benefit for air quality, because MIR values for 265 out of the 275 compounds decreased slightly. No changes are proposed to section 94701. The impacts of the proposal on existing products, the Bin system, air quality, toxicity, the environment, and environmental justice were evaluated and found to be insignificant or slightly positive.
