The report provides the findings of a test program to determine the impact reflective glazing has on certain portable devices such as cell phones, global positioning systems (GPS) and ankle monitoring bracelets. The results indicate that there are no effects from reflective glazing, and thus the Cool Cars regulation, on monitoring ankle bracelets or cell phone usage in an urban environment. Effects on GPS navigation units were observed, but these were completely eliminated by placing the device or an external antenna within a ‘deletion window’, that is, a relatively small section of the windshield manufactured without the reflective material. Comments on this draft will go directly to staff and as such will not be part of the public record and may include confidential information. The draft can be found under the heading "Highlights" on the Cool Cars webpage, www.arb.ca.gov/cc/cool-cars/cool-cars.htm. We request that comments be submitted by January 11, 2010. The Notice accompanying the official release will include specific discussion on each non-editorial change made, as well as the updates to the emissions model and benefits calculations. There are two types of changes seen in this draft 15-Day document. First, modifications were made to the phase-in rates and reduction goals as adopted by the Board, and necessary changes to the language to accommodate those modifications. Second, the changes staff proposed to the Board at the hearing have been included. Among these were labeling language, a replacement of the "referenced to 4 mm" language to accommodate the performance of thinner glazing, an equivalency option for windshields that use a technology that does not require deletion windows to accommodate electromagnetic signals, and the specific inclusion of secondary manufacturers. Other modifications were made to clarify the intent and applicability of the regulatory requirements.
