The ARB has verified Donaldson Company, Inc.’s DCM Diesel
Oxidation Catalyst (DOC) Muffler with Series 6400 catalyst
formulation alone and with the Spiracle Closed Crankcase
Ventilation (CCV) Filtration System for 1988 through 2002 model
year diesel engines used in on-road applications operating on
standard CARB or ultra low sulfur diesel fuel.  The DCM DOC
muffler system uses either a DOC alone or a DOC with a CCV
filtration system to achieve a 25 percent reduction in
particulate matter emissions qualifying it for a Level 1
verification.  Specific engine families and conditions for which
the DCM DOC muffler system have been approved may be found in the
Executive Order which will be posted within 10 days on the ARB

mitigate community impacts; and funding mechanisms to accomplish

The Business, Housing & Transportation Agency and the California
Environmental Protection Agency have been working with
stakeholders on Phase II of the Goods Movement Action Plan,
focused on defining the infrastructure, mitigation, and funding
needs.  The Phase II Progress Report:  Draft Framework for

As part of this effort, the staff of the Air Resources Board has
released a draft Emission Reduction Plan for Ports and
International Goods Movement in California to reduce the health

The first three meetings have been scheduled in consultation

The Air Resources Board adopted the Diesel Particulate Matter
Control Measure for On-Road Heavy-Duty Diesel Vehicles Operated
by Public Agencies and Utilities at its December 8, 2005 Board
Hearing.  The rule mandates municipal and utility vehicle owners
reduce diesel PM emissions from their affected vehicles through
the application of Best Available Control Technology or BACT on
these vehicles by specified implementation dates. 
Implementation is phased-in by engine model year groups.

The Board did adopt the proposed regulations with some
modifications.  Therefore, a 15-day notice will be forthcoming. 
Staff expect that the 15-day notice will be issued sometime next
month.  The changes adopted at the hearing were the following:
	
1. Move the start of Group 2 engines one year to start in
12/31/2007 (versus 2006).

2. Allow certain rural cities and counties to apply for "low
population county" status.

3. Allow early compliance of Group 1 and Group 2 engines by 2008
to extend Group 3 engines compliance until 2012.

4. Minor recordkeeping and applicability changes.

The ARB has verified the Johnson Matthey CRT and CCRT Particulate
Filter systems to include the 2005 through 2006 model year
Caterpillar ACERT diesel engines used in on-road applications
operating on ultra low sulfur diesel fuel.  All of these engines
are four-stroke, turbocharged, and were certified in California
to the 0.1 gram per brake horsepower-hour (g/bhp-hr)particulate
matter (PM) emission standard when new.  The CRT and CCRT
Particulate Filter system achieves an 85 percent or greater
(Level 3) reduction in particulate matter emissions.  Specific
conditions for which the CRT and CCRT Particulate Filter system
has been approved may be found in the Executive Order which will

At the September and the October 2005 Air Resources Board (Board)
hearings, the Board adopted two modifications to the Fleet Rule
for Transit Agencies - Urban Bus Requirements. First, the Board
modified the fuel path requirement for all transit agencies with
urban buses within the South Coast Air Quality Management
District to switch to the Alternative Fuel compliance path.
Second, the Board aligned the 2007 and subsequent model-year
urban bus engine emission standards with the equivalent
model-year California heavy-duty truck engine emission
standards. At the October 27, 2005 hearing, after considering
the staff’s report, the Board adopted Resolution 05-61,
approving the modifications previously approved with one
additional modification. The modified amendments align the 2007
and subsequent model-year urban bus engine emission standards
with the equivalent model-year California heavy-duty truck
engine emission standards, but require diesel path transit
agencies with more than 30 urban buses in their fleets that
purchase 2007 through 2009 model-year urban buses with diesel
engines not certified at or below 0.2 grams per brake
horsepower-hour (g/bhp-hr) oxides of nitrogen (NOx) engine
emission standard to meet specified conditions. The conditions
require the transit agency to mitigate the NOx emissions through
retrofitting an existing urban bus or transit fleet vehicle
within its fleet with a level 3 diesel emission control strategy
with a 40 percent NOx reduction, and if a device is not verified,
a minimum of 25 percent NOx reduction, until vehicles in the
agency’s fleet are retrofitted or are incapable of being
retrofitted.

In accordance with section 11346.8(c) of the Government Code,
the Board directed the Executive Officer to make the modified
amendments and any conforming modifications to the regulation
for a transit fleet rule available to the public for comment for
a period of 15 days. The Board further provided that the
Executive Officer shall consider such written comments as may be
submitted during this period, shall make such modifications as
may be appropriate in light of the comments received, and shall
present the regulations to the Board for further consideration
if warranted. These documents are now available for comment.
Public comments must be received by May 15, 2006 at 5:00 PM. Go

proposed bonds.

with stakeholders on Phase II of the Goods Movement Action Plan,
focused on defining the infrastructure, mitigation, and funding

On September 15, October 20 and 27, 2005, the Air Resources Board
adopted modifications to the Fleet Rule for Transit Agencies that
requires all transit agencies in the South Coast District follow

regulatory action is deemed approved. Under these provisions,
the last day OAL may act on these amendments is September 12,

Subject: diesel-retrofit Verification of the Clean Air Power, Inc., CPF System

The ARB reinstated the verification of the Clean Air Power,
Incorporated, Catalytic Particulate Filter (CPF), for select
model years 1994 to 2002, Power System Associates and
Caterpillar natural gas/diesel bi-fuel compression ignition
engines used in on-road applications and operated on ultra low
sulfur diesel fuel. The CPF system is comprised of a
catalyst-coated, cellular ceramic monolith particulate filter
and a backpressure monitoring system. The CPF has been verified
as capable of achieving a Level 3 particulate matter (PM)
emission reduction (equal to or greater than 85 percent PM
reduction). Specific engine families and conditions for which
the CPF has been approved may be found in the Executive Order
which will be posted within 10 days on the ARB website at
http://www.arb.ca.gov/diesel/verdev/verdev.htm .

The Air Resources Board has verified Paceco Corporation’s Mitsui
Engineering and Shipbuilding Diesel Particulate Filter (MES-DPF)
for pre-1996 model years or Tier 1, 2, or 3 certified off-road
diesel engines on rubber-tired gantry (RTG) cranes with a rated
power of 225 kW to 450 kW.  The MES-DPF consists of an oxidation
catalyst followed by a wire mesh filter and utilizes passive
regeneration to achieve a 25 percent reduction in particulate
matter emissions, qualifying it for Level 1 verification.

The ARB extended the verification of the Johnson Matthey’s CRT
Particulate Filter system to include non-exhaust gas
recirculation (EGR) equipped diesel engines of model years 1991
to 1993.  The Johnson Matthey CRT is now verified for most
1991-2006 model year diesel engines in on-road applications
operating on ultra low sulfur diesel fuel.  All of these engines
are four-stroke, turbocharged, and were certified in California
to the 0.25 - 0.1 gram per brake horsepower-hour (g/bhp-hr)
particulate matter (PM) emission standard when new.  The CRT
Particulate Filter system employs a passively regenerated
catalyzed diesel particulate filter to achieve an 85 percent
reduction in particulate matter emissions, qualifying it for a

On October 12, 2006, Air Resources Board (ARB) staff will hold a
symposium in Sacramento to discuss development of the federal
8-hour ozone and fine particulate matter (PM 2.5) attainment
plans.  A meeting notice and further information will be sent
out prior to the meeting.

The focus of the symposium will be to outline the State’s
standing in relation to the federal standards, what current
science is telling us it will take to meet the standards, and
discuss the statewide strategy under development to find the
emission reductions needed to demonstrate attainment of the
standards.  At the symposium, ARB staff will discuss options
under consideration to reduce emissions from sources under State
and federal control, including sources addressed in the Air
Resources Board’s Goods Movement Emission Reduction Strategy and
Diesel Risk Reduction Plan.

The State Implementation Plans (SIPs) for 8-hour ozone and PM2.5
are due to the U.S. Environmental Protection Agency in 2007 and
2008 respectively.  ARB staff will propose a final strategy
before an ARB public meeting in the Spring of 2007 at which the
Board will consider the proposal as an addition to the
California SIP.

seminars are designed to provide an opportunity for

models. It is anticipated that these changes will be completed
in November, 2006.

Additional workshops will be held in November in Sacramento,
Los Angeles, and Fresno following the release of the EMFAC and
OFFROAD models. These workshops will provide final emission
estimates from the models and a discussion of how and why they
differ from previous model estimates.

The Air Resources Board has verified the Donaldson DPM Low
Temperature Filter (LTF), with and without the Spiracle Closed
Crankcase Filtration System, for use with most 1994 through 2006
model year on-road diesel engines used in on-road applications. 
The DPM LTF uses a flow-through filter followed by a diesel
particulate filter to achieve an 85 percent reduction in
particulate matter emissions, qualifying it for a Level 3
verification.  The Spiracle system filters engine crankcase
emissions and directs the crankcase gases back to the engine
intake.  Specific engine families and conditions for which the
DPM LTF with and without the Spiracle system has been verified
may be found in the Executive Orders which will be posted within
ten days on the ARB website at

Background information and documents for the upcoming State
Implementation Plan (SIP) symposium in Sacramento on October 12,
2006 are now available on the Air Resources Board’s (ARB) web

ARB and local air pollution control districts are developing
State Implementation Plans to meet new federal air quality
standards for ozone and airborne fine particles (PM2.5).  The
plans are due to the U.S. Environmental Protection Agency in
June 2007 and April 2008, respectively.  The documents posted
today outline the purpose of the symposium, provide information
regarding the largest sources of air pollution in the South
Coast Air Basin and the San Joaquin Valley, and provide a
summary of control concepts that are being considered for
inclusion in these plans.

that will be used at the symposium.  These slides and additional

On November 14, 2006, Air Resources Board (ARB) staff will hold a
second meeting in Sacramento to discuss potential control
concepts to reduce emissions from sources under State and
federal control, for the purpose of attaining the federal 8-hour
ozone and fine particulate matter (PM 2.5) air quality standards.
 At a State Implementation Plan (SIP) symposium held on October
12, ARB staff presented an initial overview of concepts under
consideration for reducing emissions from sources including but
not limited to passenger vehicles, consumer products, heavy duty
diesel engines, locomotives, ocean-going vessels, and trucks.  At
the November 14 workshop, staff would like to receive feedback
about the potential control concepts as well as the overall
attainment strategies.

control concepts will be available approximately one week before
the workshop, at

The SIPs for 8-hour ozone and PM2.5 are due to the U.S.

The Air Resources Board (ARB) has verified the HUSS Umwelttechnik
FS-MK diesel particulate filter as a Level 3 diesel emission
control system for use with all on-road and off-road diesel
engines through the 2006 model year, except those equipped with
either diesel oxidation catalysts or exhaust gas recirculation
systems.  The FS-MK series of filters uses a silicon carbide
wall-flow filter with a fuel burner for regeneration to achieve
an 85 percent reduction in particulate matter emissions. 
Specific conditions for which the FS-MK has been approved may be
found in the Executive Orders which are be posted on the ARB

In anticipation of the need for additional verified diesel
emission control strategies for off-road equipment, the Air
Resources Board, in conjunction with the South Coast Air Quality
Management District and the Mobile Source Air Pollution Reduction
Review Committee, is pleased to announce an Off-Road Diesel
Emission Control Showcase project.

The goals of the Showcase project are to generate useful
operational data from retrofitted off-road equipment which will
enable device manufacturers to verify their devices in
California and to achieve early reductions in off-road equipment
