The rule mandates municipal and utility vehicle owners reduce diesel PM emissions from their affected vehicles through the application of Best Available Control Technology or BACT on these vehicles by specified implementation dates. Implementation is phased-in by engine model year groups. The Board did adopt the proposed regulations with some modifications. Therefore, a 15-day notice will be forthcoming. Staff expect that the 15-day notice will be issued sometime next month. The changes adopted at the hearing were the following: 1. Move the start of Group 2 engines one year to start in 12/31/2007 (versus 2006). 2. Allow certain rural cities and counties to apply for "low population county" status. 3. Allow early compliance of Group 1 and Group 2 engines by 2008 to extend Group 3 engines compliance until 2012. 4. At the September and the October 2005 Air Resources Board (Board) hearings, the Board adopted two modifications to the Fleet Rule for Transit Agencies - Urban Bus Requirements. First, the Board modified the fuel path requirement for all transit agencies with urban buses within the South Coast Air Quality Management District to switch to the Alternative Fuel compliance path. Second, the Board aligned the 2007 and subsequent model-year urban bus engine emission standards with the equivalent model-year California heavy-duty truck engine emission standards. At the October 27, 2005 hearing, after considering the staff’s report, the Board adopted Resolution 05-61, approving the modifications previously approved with one additional modification. The modified amendments align the 2007 and subsequent model-year urban bus engine emission standards with the equivalent model-year California heavy-duty truck engine emission standards, but require diesel path transit agencies with more than 30 urban buses in their fleets that purchase 2007 through 2009 model-year urban buses with diesel engines not certified at or below 0.2 grams per brake horsepower-hour (g/bhp-hr) oxides of nitrogen (NOx) engine emission standard to meet specified conditions. The conditions require the transit agency to mitigate the NOx emissions through retrofitting an existing urban bus or transit fleet vehicle within its fleet with a level 3 diesel emission control strategy with a 40 percent NOx reduction, and if a device is not verified, a minimum of 25 percent NOx reduction, until vehicles in the agency’s fleet are retrofitted or are incapable of being retrofitted. In accordance with section 11346.8(c) of the Government Code, the Board directed the Executive Officer to make the modified amendments and any conforming modifications to the regulation for a transit fleet rule available to the public for comment for a period of 15 days. The Board further provided that the Executive Officer shall consider such written comments as may be submitted during this period, shall make such modifications as may be appropriate in light of the comments received, and shall present the regulations to the Board for further consideration if warranted. The CPF system is comprised of a catalyst-coated, cellular ceramic monolith particulate filter and a backpressure monitoring system. The MES-DPF consists of an oxidation catalyst followed by a wire mesh filter and utilizes passive regeneration to achieve a 25 percent reduction in particulate matter emissions, qualifying it for Level 1 verification. The Johnson Matthey CRT is now verified for most 1991-2006 model year diesel engines in on-road applications operating on ultra low sulfur diesel fuel. All of these engines are four-stroke, turbocharged, and were certified in California to the 0.25 - 0.1 gram per brake horsepower-hour (g/bhp-hr) particulate matter (PM) emission standard when new. The CRT Particulate Filter system employs a passively regenerated catalyzed diesel particulate filter to achieve an 85 percent reduction in particulate matter emissions, qualifying it for a Level 3 verification. At a State Implementation Plan (SIP) symposium held on October 12, ARB staff presented an initial overview of concepts under consideration for reducing emissions from sources including but not limited to passenger vehicles, consumer products, heavy duty diesel engines, locomotives, ocean-going vessels, and trucks. At the November 14 workshop, staff would like to receive feedback about the potential control concepts as well as the overall attainment strategies. The FS-MK series of filters uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions. The goals of the Showcase project are to generate useful operational data from retrofitted off-road equipment which will enable device manufacturers to verify their devices in California and to achieve early reductions in off-road equipment emissions.
