Subject: arbcombo -- ECS Purifilter Extension

The Air Resources Board has extended the on-road verification of
the Engine Control Systems (ECS) Purifilter H diesel particulate
filter to include several parts changes and certain 1993, 2005,
and 2006 model year on-road diesel engines.  In addition, the
ECS Purifilter H may also be applied to on-road engines using
diesel fuel that contains as much as 20 percent biodiesel.  The
Purifilter H is a passively-regenerating filter that uses a
silicon carbide wall-flow filter to achieve an 85 percent
reduction in particulate matter emissions.  Specific conditions
for which the Purifilter H has been approved may be found in the
Executive Order which may be found on the ARB website at

The Air Resources Board conditionally verified the Caterpillar
Diesel Particulate Filter (DPF) as a Level 3 passively
regenerated diesel emission control system for use with
rubber-tired off-road equipment powered by certain off-road
diesel engines with model years between 1996 and 2008.  Approved
engines are certified to a particulate matter emission level
equal to or less than 0.2 grams per brake horsepower-hour, are
rated to at least 175 horsepower and less than 300 horsepower,
and are not equipped with exhaust gas recirculation systems. 
The Caterpillar DPF uses a cordierite wall-flow filter with an
upstream diesel oxidation catalyst for regeneration to achieve
an 85 percent reduction in emissions of diesel particulate
matter.  Specific conditions for which the Caterpillar DPF has
been approved may be found in the conditional verification

Subject: arbcombo -- Extension of the Cleaire Longview Verification for On-Road Vehicles

In addition, the Longview system may also be applied to on-road
vehicles using diesel fuel that contains up to 20 percent
biodiesel.  The Longview system uses a catalyzed silicon carbide

particulate matter emissions.  It also uses a catalyst to reduce
emissions of oxides of nitrogen by 25 percent.  Specific

ARB will be holding a joint kickoff workshop with the California
Energy Commission on the AB 118 Alternative and Renewable Fuel
and Vehicle Technology Program and Air Quality Improvement
Program.  The workshop will be held Wednesday April 2, 2008 at
the CEC Building at 1516 Ninth Street, Sacramento, starting at 1
p.m.  The workshop notice is posted on ARB's website at:

The joint agency workshop will focus on the Alternative and
Renewable Fuel and Vehicle Technology Program (administered by
the Energy Commission) and the Air Quality Improvement Program
(administered by the ARB).  Energy Commission staff will provide
an overview on implementing their program, and the ARB staff will
share its initial thoughts on the Air Quality Improvement Program
as well as initial concepts for the statutorily required
guidelines to ensure both programs complement California's
existing air quality programs.  Both staffs will discuss
timelines for developing guidelines and soliciting applications
for project funding and opportunities for public input.  

The Energy Commission and the ARB have set up electronic list

Subject: arbcombo -- 2008 Carl Moyer Program Multidistrict Program Solicitation

The Carl Moyer Program provides monetary grants for the
incremental cost of cleaner than required technology. Section
44286 of the Health and Safety Code gives ARB the authority to
reserve up to ten percent of Carl Moyer Program funding for
multidistrict projects. 

February 15, 2008, the Air Resources Board (ARB) released a
solicitation seeking projects that qualify for this
multidistrict funding: projects that operate in more than one
air district, or that impact air quality in more than one air
district as a result of air pollutant transport.

MULTIDISTRICT UPDATES

•	The application deadline for the 2008 Multidistrict
Solicitation has changed. All applications must be signed by the

applicant or that are sent via facsimile or e-mail will not be
accepted.

•	An electronic calculator for on-road and off-road source
categories has been posted on the Multidistrict website.  These
calculators are designed to assist applicants with the
cost-effectiveness calculations for on-road and off-road source
categories and they can be found on the Multidistrict link

•	Changes to the on-road fleet modernization and locomotive
category requirements have been made upon the approval of the
2008 Carl Moyer Program Guidelines.  The requirement changes for
these source categories and other categories can be found on the

Statewide Truck and Bus Regulation Public Workshop Notice

We invite your to participate in the next series of workshops to
discuss revisions to the proposed regulation to reduce emissions
from existing diesel-fueled trucks, buses, and other vehicles
operating in California.  In addition to discussing revisions to
the proposed regulation, staff will also discuss revised emission
benefits and cost estimates, revisions to the Public Agency and
Utility Regulation, and how school districts may be affected by
the proposed regulation. Staff's proposal will also address the
regulation of certain types of cranes.

The workshops will be held during the day and in some locations,
in the evening as well, with breakout sessions to discuss the
proposed school bus requirements.  The day workshops will be
held in El Monte on May 21, in San Diego on May 27, in San Jose
on May 30, in Redding on June 2, in Sacramento on June 4, and in
Fresno on June 10.  The evening workshops will be held in El
Centro on May 27, in Riverside on May 29, in San Jose on May 30,

Subject: arbcombo -- AB 32 Heavy-Duty Vehicle Greenhouse Gas Reduction Measure (SmartWay(SM))

The California Air Resources Board is currently developing a
measure to reduce greenhouse gas emissions from heavy-duty
long-haul tractors and trailers. 

The proposed measure specifically applies to tractors over
33,000 pounds gross vehicle weight that pull 53-foot box-type
trailers and 53-foot box-type trailers used in long-haul
transportation.  This measure, which is based on the voluntary
SmartWay(SM) Program developed by The United States
Environmental Protection Agency (USEPA), aims to improve
transportation efficiency by requiring technologies that reduce
aerodynamic drag and rolling resistance.  

In addition to requirements applicable to truck operators, this
measure will also require logistics companies to ensure that
operators they contract use only compliant tractors and trailers
within California.

Conditional Verification of ThermoKing eDPF for APU's. The Air
Resources Board conditionally verified Thermo King’s eDPF as a
Level 3 active regenerated diesel emission control system for
use with the TriPac APU equipment powered by select Tier 2
Yanmar TK270M diesel engines with model years between 2006 and
2008.  Thermo King’s eDPF uses a silicon carbide wall-flow
filter with a heating element for regeneration to achieve an 85
percent reduction in emissions of diesel particulate matter. 
Specific conditions for which Thermo King’s eDPF have been
approved are found in the conditional verification letter which
will be posted within ten days on the ARB website at
http://www.arb.ca.gov/diesel/verdev/verdev.htm .

Subject: arbcombo -- Verification of DCLs MINE-X SOOTFILTER DPF for Stationary Engines

The Air Resources Board (ARB) has verified the DCL International
Inc MINE-X SOOTFILTER diesel particulate filter (DPF) system as
a Level 3 PLUS diesel emission control system for use with
stationary prime and emergency standby generator engines.  The
MINE-X SOOTFILTER achieves at least 85% diesel PM reduction and
also meets the January 2009 NO2 limit.  The verification applies
to Tier 1, Tier 2, or Tier 3 off-road engines certified to a
particulate matter (PM) emission level equal to or less than
0.15 grams per brake horsepower-hour.  Additional terms and
conditions for which the MINE-X SOOTFILTER has been approved may
be found in the Executive Order, verification letter, and engine
family list, which are available on the ARB website below:

“Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency
Rule” board hearing date has changed. 
 ARB Staff has been working hard to finalize its two regulatory
proposals to reduce PM, NOx and GHG emissions from on-road
trucks. These proposals are commonly known as the “Statewide
Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule”. An
important part of this effort is to complete our analysis of the
economic impact on the many different types of fleets that will
be affected by these rules. We have also been meeting with many
stakeholders, and are analyzing alternative regulatory proposals
some have offered. Because of this effort, when coupled with the
freeze on overtime associated with the budget impasse, we have
concluded we will not be ready for the October, 2008, Board
meeting. As a result, we have delayed the Board’s consideration
of these two regulatory items to its December 11 & 12, 2008,
hearing in Sacramento.

Diesel emissions control strategies (DECS) are used to control
exhaust from diesel fleets.   The ARB’s verification procedure
requires that a DECS manufacturer specify the fuel necessary for
proper functioning of the DECS.  Use of any alternative diesel
fuels and/or fuel additives not specifically listed in the DECS
verification Executive Order is illegal and strictly prohibited.

Extension of the Engine Control Systems Purifilter H On-Road
Verification to include Federally certified engines.

 

The Air Resources Board has extended the on-road verification of
the Engine Control Systems (ECS) Purifilter H diesel particulate
filter to include select diesel engines with model years 1994 to
2006 certified by the United States Environmental Protection
Agency (EPA) for sale in 49 states.  The Purifilter H is a
passively-regenerating filter that uses a silicon carbide
wall-flow filter to achieve an 85 percent reduction in
particulate matter emissions.  Specific conditions for which the
Purifilter H has been approved may be found in the Executive
Order on the ARB website at

Extension of the Donaldson DPM Diesel Particulate Filter Muffler
(DPF) system verification.  

The ARB extended the verification of the Donaldson DPM diesel
particulate filter (DPF) muffler system with Series 6300
catalyst formulation for specific 1993 through 2006 model year
diesel engines used with on-road applications operating on ultra
low sulfur diesel fuel.  All of these engines are four-stroke,
medium and heavy heavy-duty diesel engines, including
turbo-charged, mechanically or electronically injected, and are
not equipped with exhaust gas recirculation.  The system employs
a DPF to achieve at least an 85 percent reduction (Level 3) of
diesel particulate matter.  Specific engine families and
conditions of verification that apply may be found in the

Extension of the International Truck & Engine Corporation DPX™
Catalyzed Soot Filter System for use with B20 fuel on heavy-duty
on-road vehicles. 

The ARB has verified the International Truck & Engine
Corporation DPX™ Catalyzed Soot Filter System for 1994-2003
model year, Navistar (International) diesel engines used in
on-road applications operating on ultra low sulfur diesel (ULSD)
fuel or B20 fuel.  B20 is defined, based on volume, as a mixture
of 20 percent neat biodiesel (B100) that complies with ASTM
D6751 and 80 percent diesel (e.g. not alternative diesel fuels)
with a sulfur content of no more than 15 parts per million by
weight.  The DPX Catalyzed Soot Filter System uses a catalyzed
diesel particulate filter to achieve a 85 percent reduction in
particulate matter emissions qualifying it for a Level 3
verification. Specific engine families and conditions for which
the DPX Catalyzed Soot Filter System have been approved may be
found in the Executive Order which may be found on the ARB

Searchable database for verified diesel emission control systems.
 

ARB released a searchable database for verified diesel emission
control systems.  The database is searchable by device name
(DECS name), engine family name, or a less specific search by
engine model year, engine manufacturer, and displacement.  The
database currently includes California certified 1992 and newer
on-road engines, and 1996 and newer off-road engines. 
Additional model years will continue to be added.  The database
will be updated on a regular basis, and any corrections will be
made as necessary.

Heavy-Duty Vehicle Air Quality Loan Program to assist vehicle
fleet owners affected by two proposed ARB regulations scheduled

The two regulations include: the Proposed In-Use Truck and Bus
Rule and the Proposed Heavy-Duty Vehicle Greenhouse Gas Emission
Reduction Measure.  The 2008-2009 FY State budget designates
approximately $48 million from year one Air Quality Improvement
Program (AQIP) funding to initiate the program. The workshop

Correction of the engine family list for Johnson Matthey CRT DPF
for On-road Applications. 

The Air Resources Board revised the engine family list in
Attachment 1 of Executive Order DE-07-002-01 to correct a
typographical error.  The Johnson Matthey Continuously
Regenerating Technology (CRT) Particulate Filter is verified as
a level 3 passively regenerating diesel emission control system
for use with all on-road applications powered by certain on-road
diesel engines with model years between 1994 and 2006.  Approved
engines are certified to a particulate matter emission level
equal to or less than 0.1 grams per brake horsepower-hour and
are not equipped with exhaust gas recirculation systems.  The
Johnson Matthey CRT uses a cordierite wall-flow filter with an
upstream diesel oxidation catalyst for regeneration to achieve
an 85 percent reduction in emissions of diesel particulate
matter.  Specific conditions for which the CRT has been approved
may be found in the Executive Order DE-07-002-02 which will be
posted within ten days on the ARB website at

engine verification of the CleanAIR Systems PERMIT DPF as a Plus
system meeting the January 1, 2009 nitrogen dioxide (NO2)
requirements.  The PERMIT DPF has been verified as being able to
achieve a Level 3 particulate matter reduction (at least 85%)
verification for stationary diesel engines used in both prime
and emergency/standby generators that emit 0.2 g/bhp-hr
particulate matter or less.  Specific engine families and
conditions for which the PERMIT DPF have been approved may be

will be presented to the Board for consideration at the December
11-12, 2008, public hearing in Sacramento.

We have posted a revised Fleet Calculator (Version 4.0) for the
proposed Statewide Truck and Bus Regulation. 

 The Calculator is an Excel file designed to assist fleet owners
in determining compliance with the requirements of the proposed
regulation.  The Calculator determines compliance for the
vehicles in a fleet by showing the fleet compliance requirements
for each calendar year.  The Calculator allows fleets to evaluate
different replacement, repower, and retrofit strategies to
evaluate various compliance options available under the proposed
in-use on-road diesel vehicle regulation.

This notice is to inform you of one new verification and one
updated verification of diesel emission control devices for
stationary engines.  
The ARB has verified the Catalytic Exhaust Products Ltd.
Dieselytic SXS-SC diesel particulate filter (DPF) as a Level 3
Plus device for Tier 1, Tier 2, or Tier 3 certified off-road
engines used in stationary prime and emergency standby generators
and pumps. The Dieselytic SXS-SC DPF reduces diesel particulate
matter by 85 percent or greater and does not increase nitrogen
dioxide (NO2) emissions beyond the 2009 limit of 20 percent of
the baseline oxides of nitrogen (NOx) emissions.  Additional
information and criteria for this verification are available on

The ARB has designated the stationary diesel engine verification
of the Rypos, Inc. Active Diesel Particulate Filter (ADPF) as a
Plus system meeting the January 1, 2009 nitrogen dioxide (NO2)
requirements.  The ADPF has been verified as being able to
achieve a Level 2 particulate matter reduction (at least 50%) for
1996 through 2008 model year certified off-road diesel engines
that emit 0.4 g/bhp-hr particulate matter or less when used in
stationary emergency standby generators.  Additional information

 Verification of the Johnson Matthey Reformulated CRT™ for
On-road Applications

The Air Resources Board has verified the Johnson Matthey
reformulated CRT™ Particulate Filter system for specific 1994
through 2006 model year diesel engines used in on-road
applications. All of these engines are four-stroke, turbocharged,
and were certified in California to the 0.1 gram per brake
horsepower-hour (g/bhp-hr) particulate matter (PM) emission
standard when new. The reformulated CRT™ Particulate Filter
system employs a catalyst and a wall-flow diesel particulate
filter with a back pressure monitor to achieve an 85 percent
reduction in particulate matter emissions, qualifying it for
Level 3 “Plus” verification. Specific engine families and
conditions for which the reformulated CRT ™ Particulate Filter
system has been approved may be found on the Verification webpage
within 10 days.
