The Air Resources Board verified Engine Control Systems’ Purifilter PlusTM as a Level 3 Plus passively and actively regenerated diesel emission control system for use with certain on-road vehicles with model years between 1993 and 2006. Approved engines are certified or equivalent to a particulate matter emission level equal to or less than 0.1 grams per brake horsepower-hour, and are not equipped with exhaust gas recirculation systems. Purifilter PlusTM uses a catalyzed silicon carbide wall-flow filter for passive regeneration and electric heating elements for active regeneration. It achieves an 85 percent reduction in emissions of diesel particulate matter. The Air Resources Board (ARB) has conditionally verified the Cleaire Lonestar diesel retrofit system for certain rubber-tired off-road vehicles. The Lonestar reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The Lonestar also reduces emissions of oxides of nitrogen (NOx) by 40 percent. The primary components of the Lonestar include a catalyzed silicon carbide wall-flow filter and a lean NOx catalyst. The Lonestar system is compatible with off-road vehicles using diesel fuel that contains up to 20 percent biodiesel. The California Air Resources Board (ARB) has verified the Rypos' DPF/LETRUTM (Level 2 Plus) diesel particulate filter, which can be used to comply with the Low-Emission TRU (LETRU) In-Use Performance Standard on most trailer TRUs using 2002 and older model year engines. The Rypos DPF/LETRUTM consists of active flow-through filters made out of an electrically conductive sintered metal fiber medium. It is microprocessor controlled with a backpressure control system, an electrical control circuit, and a backpressure warning indicator. Approved engines are certified or equivalent to a particulate matter emission level equal to or less than 0.1 grams per brake horsepower-hour, and are not equipped with exhaust gas recirculation systems or diesel oxidation catalysts. The Vista system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated Vista system include a silicon carbide wall-flow filter, an exhaust flow conditioner, a diesel-fueled burner assembly, and a system controller. The Vista system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. The Air Resources Board (ARB) has verified EWS Canada’s ThermaCatTM diesel retrofit system for certain off-road vehicles equipped with heavy-duty diesel engines with model years between 1996 and 2009. Approved engines are certified or equivalent to a particulate matter emission level equal to or less than 0.2 grams per brake horsepower-hour, and are not equipped with exhaust gas recirculation systems. The ThermaCatTM system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 plus system. The primary components of the actively regenerated ThermaCatTM system include a silicon carbide wall-flow filter, a diesel oxidation catalyst and a system controller. The ThemaCatTM system uses a silicon carbide wall-flow filter with a fuel burner for regeneration to achieve an 85 percent reduction in particulate matter emissions designating it as a as a Level 3 Plus system. The Air Resources Board has extended the verification of the Donaldson Low NO2 (LNF) Muffler System to select 1993 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and have certified oxides of nitrogen (NOx) emissions of 3.0 grams per brake horsepower-hour (g/bhp-hr) or higher, as well as were certified in California to the 0.1 g/bhp-hr particulate matter (PM) emission standard when new. The LNF System employs a catalyzed pre-filter and a catalyzed diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 plus verification. The Air Resources Board has verified the Donaldson Low NOx (LXF) Muffler System for select 2002 through 2006 model year diesel engines used in on-road applications. All of these engines are four-stroke, turbocharged, and have certified oxides of nitrogen emissions less than 3.0 grams per brake horsepower-hour (g/bhp-hr), as well as were certified in California to the 0.1 g/bhp-hr particulate matter (PM) emission standard when new. The LXF System employs a catalyzed pre-filter and a catalyzed diesel particulate filter with a back pressure monitor to achieve an 85 percent reduction in particulate matter emissions, qualifying it for Level 3 plus verification. This extension allows trucks awaiting a retrofit or replacement to ability to continue operation at California’s ports and rail yards until their truck is replaced or retrofitted - or April 30, 2010 – whichever comes first. This extension has been revised and updated! The revised extension now also applies to trucks awaiting privately financed replacements or retrofits. To receive this limited four month extension until April 30, 2009, trucks owners must: 1) Register their truck in the Drayage Truck Registry, and 2) Complete a simple cover sheet, and 3) Provide a copy of a purchase order or other acceptable documentation. In addition, any new aftertreatment device installed in the period between February 19, 2009 and December 31, 2009 must indicate the proper direction of exhaust flow so the end user can clearly see how to properly install the device. Consistent with staff’s proposed changes to the Verification Procedure that will be considered by the Air Resources Board (ARB) at its January meeting, ARB staff will allow for a six month “sell-through” period for VDECS that do not meet the January 1, 2010 requirements of section 2706(r) regarding the unidirectional flow requirements, provided that the VDECS meets the following requirements: • Indicates proper direction of the exhaust flow through the device (per the February 19, 2009 requirements of section 2706(r)), • Has a date of manufacture no later than December 31, 2009, • Is installed no later than July 1, 2010.
