For more information about the Verification Program, please go to:http://www.arb.ca.gov/diesel/verdev/verdev.htm If you have any questions or require additional information, please contact: Mr. Dean Bloudoff, Air Resources Engineer, at (916) 322-8987, or via email at dbloudof@arb.ca.gov. Background: The Verification Procedure is used by staff to evaluate diesel emission control strategies (DECS) to determine their suitability for use by regulated fleets. Under the guidance of the Verification Procedure, DECS manufacturers perform emissions, durability, and field testing to quantify emissions reductions and validate the durability of their retrofit strategies. Manufacturers of verified DECS are required to conduct in-use testing using devices that have been in operation for a prescribed period of time once a predetermined sales threshold has been reached. Any DECS used to satisfy the requirements of ARB’s in-use fleet rules must be verified under the Verification Procedure. Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. DATE: May 24, 2012 TIME: 1:30 p.m. – 5:00 p.m. PDT PLACE: California Environmental Protection Agency Building Byron Sher Auditorium, 2nd floor 1001 I Street Sacramento, California 95814 A live webcast of the meeting will be available at: http://www.calepa.ca.gov/broadcast/?BDO=1 The meeting notice will be available soon at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. ACCOMMODATION: To request special accommodations or language needs, please contact Carol Wysong at 916.322.0289 as soon as possible, but no later than 10 business days before the scheduled meeting. Similar requirements for vehicles with 1996 to 1999 model year engines became effective earlier this year. Vehicles may also be eligible for certain flexibility options. The letter can be found at: http://www.arb.ca.gov/msprog/truckstop/pdfs/enf-tb-letter2.pdf ARB intends to promptly enforce the January 1, 2013 requirements. The LongMile-S system reduces emissions of diesel particulate matter by at least 85 percent and is designated as a Level 3 Plus system. The primary components of the passively-regenerated LongMile-S system include a diesel oxidation catalyst, a silicon carbide wall-flow filter, and an electronic monitoring system. The LongMile-S system is compatible with on-road vehicles using diesel fuel that contains up to 20 percent biodiesel. Specific engine families and conditions for which the LongMile-S system has been approved may be found in the Executive Order which will be posted within 10 days on ARB’s website at: http://www.arb.ca.gov/diesel/verdev/companies/cleaire/longmile-s.htm You are receiving this single arbcombo email because you are a subscriber to or have made a public comment to one or more of the following lists: diesel-retrofit, ms-mailings. ====================================================================== You are subscribed to one of the lists aggregated to make this particular ARB combination listserve broadcast. This notice was sent to help alleviate concerns from motorhome owners who inadvertently received a letter from ARB indicating they may be required to take action by January 1, 2013 to comply with the regulation. While exempt from the regulation, the mailing list failed to exclude personal use motorhome owners. This unfortunately caused some confusion regarding compliance requirements. For more information about this notice please go to: http://www.arb.ca.gov/msprog/onrdiesel/documents/NoticetoInstallers.pdf For other information about diesel vehicle regulations, or training programs, please contact an ARB diesel representative at 866-6DIESEL (866-634-3735) or visit the Truck Stop website at http://www.arb.ca.gov/msprog/truckstop/truckstop.htm Background ARB has adopted a number of regulations that require diesel engine owners to take steps to reduce their engine emissions. Nearly all trucks and buses with a manufacturer’s gross vehicle weight rating greater than 14,000 pounds that operate in California are required to be upgraded to reduce exhaust emissions between now and 2023. To comply with these requirements, fleet owners can upgrade exiting engines by installing verified diesel PM filters, or by upgrading to cleaner engines or vehicles. These regulations are part of the State’s plan to meet federal ambient air quality standards and to protect public health.
