As a diesel engine owner or user, you may choose to comply with Air Resources Board (ARB or Board) in-use diesel regulations by installing a retrofit PM filter. On August 23, 2012, the Board approved amendments to the Verification Procedure, Warranty, and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines in Title13, California Code of Regulations, Sections 2700 through 2711. On October 1, 2013, amendments to the Verification Procedure, Warranty and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines, Title 13, California Code of Regulations, Sections 2700-2711 (Procedure) became effective, requiring manufacturers and installers of diesel emission control strategies (DECS) submit their annual warranty report in a format approved by the Air Resources Board (ARB). The purpose of this mail-out is to provide the electronic annual warranty report format for submittal to ARB. Warranty reports have been required from the DECS manufacturers since the original adoption of the Procedure. The warranty reporting requirements were modified to clarify that all warranty claims must be submitted in the annual report and delineate whether the claims are valid warranty claims or denied claims. In addition, the adopted amendments require that authorized installers are identified in the manufacturer’s warranty report. Previously installers submitted their warranty information to the manufacturer, however, the adopted amendments require that installers begin submitting an installation warranty report directly to ARB. The installation warranty report follows the manufacturer warranty report format with added fields that are specific to the installation process. Attachments 1 and 3 contain an overview of the data file structure and provide description of the data fields for the manufacturer’s warranty report and installation warranty report, respectively. The amendments are designed to provide new flexibility to truckers working to clean up their aging diesel fleets while better protecting the important emission benefits the regulation provides. The Board will consider the proposed amendments at its April 2014 meeting. In developing these amendments, staff focused on three objectives: •Protecting emission reductions by providing lower cost compliance options to small fleets, low mileage fleets, and certain rural fleets. •Providing new opportunities for fleets to access public incentive funds. •Recognizing fleets that made early investments to comply. To achieve these objectives and benefits, staff is proposing amendments to the regulation to provide additional regulatory flexibility to small fleets, lower mileage fleets and fleets in certain areas that have made substantial progress towards cleaner air. If approved, the amendments would better protect the emissions benefits of the regulation that are necessary to meet California’s air quality obligations under the federal Clean Air Act, as well as the goals of the ARB’s Diesel Risk Reduction Plan. The proposed changes include: •A longer phase-in period for diesel particulate matter (PM) requirements for trucks that operate exclusively in certain rural areas with cleaner air. •Additional time and a lower cost route for all small fleet owners to meet their PM compliance requirements, while reopening opportunities for these fleet owners to apply for and receive public incentive funding. •A compliance route for owners currently unable to qualify for a loan to finance required upgrades. •Adjusted schedules for low-use vehicles and certain work trucks. •Recognition of fleet owners who took action to comply by providing additional “useable life” for retrofit trucks and reducing near-term compliance requirements. The MIRATECH® LTR™ DOC/DPF uses an oxidation catalyst and downstream particulate filter to achieve at least an 85 percent reduction in particulate matter emissions qualifying it for a Level 3 Plus verification. Level 3 Plus verification means that the system will reduce diesel particulate matter (PM) emissions by 85 percent or more and meets the January 2009 NO2 limit. Carrier Transicold has completed all of the remaining requirements to be fully verified, including the remaining field demonstrations under worst-case conditions, showing reliable backpressure control with older, dirtier engines operating in cold weather at higher elevations. The Carrier Transicold EES is a Level 3 Plus diesel emission control strategy that reduces particulate matter (PM) emissions by at least 85 percent without increasing nitrogen dioxide emissions more than 20 percent of total nitrogen oxides. The Carrier EES is fully verified for use on Carrier X4 7300 and X4 7500 TRUs, Vector 8500 and 8600MT TRUs, and Carrier UG and RG TRU gen sets equipped with model year 2012 through 2015 Kubota model V2203L-DI-EF01e engines rated at less than 25 horsepower. There is no limit on engine operation at time of installation. The Carrier EES uses an automatic filter regeneration system to oxidize the collected diesel soot and control engine backpressure to within the engine manufacture’s specifications. The regeneration system uses an engine intake air control valve, a diesel fuel doser, a flameless diesel oxidation catalyst, and a catalyzed silicon carbide wall-flow filter with an electronic control unit to achieve reliable backpressure control. Double-wall insulation is used to reduce exhaust system component surface temperatures, providing operator and equipment safety. The EES uses commercially available fuel that meets the federal and California sulfur limits – the same fuel available at all trucks stops in the U.S. The terms and conditions for which the Carrier EES has been approved may be found in ARB’s Executive Order at ARB's Verification Procedure Website for the Carrier EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_ees.htm. Verified Level 3 DECS meet the TRU Regulation’s Ultra-Low-Emission TRU (ULETRU) in-use performance standard. The compliance deadline for the ULETRU in-use standard for model year (MY) 2006 TRUs and TRU gen set engines was December 31, 2013. MY 2007 TRU engines must meet ULETRU by the end of 2014 and MY 2008 engines, by the end of 2015. Engine repowering will no longer be a compliance option for MY 2008 engines because replacement engines that fit and perform are no cleaner than the old in-use engines being replaced. Retrofitting with a Level 3 VDECS is a compliance option that is less costly than replacing the entire unit. The BlueMAXTM NOVA 300e uses a particulate filter to achieve at least an 85 percent reduction in PM emissions qualifying it for a Level 3 Plus verification and selective catalytic reduction to achieve at least an 85 percent reduction in nitrogen oxides (NOx) emissions qualifying it for Mark 5 verification. Level 3 Plus verification means that the system will reduce diesel PM emissions by 85 percent or more and meets the January 2009 nitrogen dioxide (NO2) limit. Mark 5 verification means that the system will reduce NOx emissions by 85 percent or more. The MIRATECH® LTR™ DOC/DPF achieves at least an 85 percent reduction in PM emissions qualifying it for a Level 3 Plus verification. Level 3 Plus verification means that the system will reduce diesel PM emissions by 85 percent or more and meets the January 2009 nitrogen dioxide (NO2) limit. CleanAIR Systems was purchased by Caterpillar in July, 2010. Caterpillar has completed all the verification transfer requirements specified in the Verification Procedure, Warranty, and In-use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines, Title 13, California Code of Regulations. Caterpillar will sell new systems under the new name as well as provide support for existing CleanAIR Systems PERMITTM DPF systems. The Caterpillar DPF for Stationary system reduces emissions of diesel particulate matter by at least 85 percent (Level 3 Plus). The system is designed for stationary applications using CARB diesel fuel that may contain up to 20 percent biodiesel. Carrier Transicold has completed all of the requirements to be fully verified, including extensive field demonstrations under worst-case conditions, showing reliable backpressure control with older, dirtier engines operating in cold weather at higher elevations. The Carrier Legacy EES is a Level 3 Plus diesel emission control strategy that reduces particulate matter (PM) emissions by at least 85 percent without increasing nitrogen dioxide emissions more than 20 percent of total nitrogen oxides. The Carrier Legacy EES is fully verified for use on Carrier X2-Series, XT-Series, XTC-series, Genesis TM900, Genesis TM1000, Ultra XL (with and without standby), Vector 6500, and Vector 6600MT TRUs equipped with model year 2004 through 2012 Kubota engines, as listed on the Engine Family List for the Carrier Legacy EES at ARB's Verification Procedure Website for the Carrier Legacy EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_legacy-ees.htm. There is no limit on engine operation at time of installation; but engines must be maintained in accordance with the engine and original equipment manufacturers’ specifications and meet all of the pre-installation compatibility assessment criteria established for the Carrier Legacy EES. The Carrier Legacy EES uses an automatic filter regeneration system to oxidize the collected diesel soot and control engine backpressure to within the engine manufacture’s specifications. The regeneration system uses an engine intake air control valve, a diesel fuel doser, a flameless diesel oxidation catalyst, and a catalyzed silicon carbide wall-flow filter with an electronic control unit to achieve reliable backpressure control. Double-wall insulation is used to reduce exhaust system component surface temperatures, providing operator and equipment safety.
