We are proposing to amend the Guidelines Regulation to align with the Air Toxic Control Measure (ATCM) for stationary diesel engines (Title 17, California Code of Regulations, Section 93115). By harmonizing the Guidelines Regulation with the ATCM, the “Hot Spots” requirements are streamlined for facilities that have complied with the ATCM reporting and emission control requirements, thereby minimizing the workload for facilities with diesel engines. Following a similar approach to that taken for the stationary diesel ATCM, we will also discuss our ideas for aligning the Hot Spots program with the ATCM for stationary agricultural engines that is currently under development. The public workshop will be held at the following location: Sacramento Workshop Thursday July 27, 2006 3:30 p.m. to 5:00 p.m. Air Resources Board Byron Sher Auditorium, 2nd Floor 1001 I Street Sacramento, CA. 95814 An audio webcast of the public workshop will be broadcast on the Internet here: http://www.arb.ca.gov/app/calendar/cal_wbcst.php. On October 12, 2006, Air Resources Board (ARB) staff will hold a symposium in Sacramento to discuss development of the federal 8-hour ozone and fine particulate matter (PM 2.5) attainment plans. A meeting notice and further information will be sent out prior to the meeting. The focus of the symposium will be to outline the State’s standing in relation to the federal standards, what current science is telling us it will take to meet the standards, and discuss the statewide strategy under development to find the emission reductions needed to demonstrate attainment of the standards. At the symposium, ARB staff will discuss options under consideration to reduce emissions from sources under State and federal control, including sources addressed in the Air Resources Board’s Goods Movement Emission Reduction Strategy and Diesel Risk Reduction Plan. The State Implementation Plans (SIPs) for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008 respectively. ARB staff will propose a final strategy before an ARB public meeting in the Spring of 2007 at which the Board will consider the proposal as an addition to the California SIP. The documents posted today outline the purpose of the symposium, provide information regarding the largest sources of air pollution in the South Coast Air Basin and the San Joaquin Valley, and provide a summary of control concepts that are being considered for inclusion in these plans. On Wednesday, October 11, we will post the presentation slides that will be used at the symposium. These slides and additional information regarding the symposium, can be found at the link below: http://www.arb.ca.gov/planning/sip/2006sym/2006sym.htm If you have any questions or need more information, please contact Carol Sutkus of ARB’s Planning and Technical Support Division at (916) 322-1229 or csutkus@arb.ca.gov . ====================================================================== You are subscribed to one of the lists aggregated to make this particular ARB combination listserve broadcast. At a State Implementation Plan (SIP) symposium held on October 12, ARB staff presented an initial overview of concepts under consideration for reducing emissions from sources including but not limited to passenger vehicles, consumer products, heavy duty diesel engines, locomotives, ocean-going vessels, and trucks. At the November 14 workshop, staff would like to receive feedback about the potential control concepts as well as the overall attainment strategies. A workshop agenda and additional information about the potential control concepts will be available approximately one week before the workshop, at http://www.arb.ca.gov/planning/sip/2006wkshp/2006wkshp.htm. The SIPs for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008, respectively. ARB staff will release a final proposed strategy in early 2007. The Board will consider the proposal as an addition to the California SIP at a public hearing in spring 2007. If you have any questions or need more information, please contact Karen Khamou of ARB’s Planning and Technical Support Division at (916) 322-1502 or kkhamou@arb.ca.gov.
