Subject: arbcombo -- Showcase Off-Road Diesel Retrofit Project

The Showcase is intended to demonstrate the viability of diesel
emission control systems in off-road construction applications,
expand the pool of verified retrofit devices for construction
equipment, and achieve near term emission reductions of PM and
NOx in the South Coast Air Quality Management District.  At this
time, the source of funding for the Showcase is provided through
the Mobile Source Air Pollution Reduction Review Committee
(MSRC) which reports to the South Coast Air Quality Management
District (AQMD).  Therefore, applicants to the Showcase will be
limited to fleets, owners, and/or operators of off-road diesel
construction vehicles within the AQMD. 

Applications for participation in the Showcase are expected to
be available early March 2007.  Information on participating in
the Showcase will be available on the ARB’s Showcase webpage at
http://www.arb.ca.gov/diesel/showcase/showcase.htm, and the
MSRC’s webpage at http://www.cleantransportationfunding.org, as
well as through subsequent listserve announcements.

Subject: arbcombo -- In-use Off-road Diesel Rule Workshops Postponed

To allow additional time for public outreach and stakeholder
input, ARB is postponing the scheduled board consideration date
for the in-use off-road diesel vehicle rule regulation to May
2007 instead of April.  We are also postponing the currently
scheduled public workshops in Fresno, Sacramento, and Riverside
on February 7, 8, and 13, respectively.  The workshop set for
February 20 in San Diego will remain unchanged. 
The new dates for the workshops will now be: 
Feb. 20 - San Diego 
Feb. 23 - Fresno 
Feb. 26 - Sacramento 
Mar. 1 - Riverside

Subject: arbcombo -- 2007 CARL MOYER PROGRAM MULTIDISTRICT PROJECT SOLICITATION

The Carl Moyer Program provides monetary grants for the
incremental cost of cleaner than required technology. Section
44286 of the Health and Safety Code gives ARB the authority to
reserve up to ten percent of Carl Moyer Program funding for
multi-district projects. 

On March 16, 2007, the ARB released a solicitation seeking
projects that qualify for this multidistrict funding: projects
that operate in more than one air district, or that impact air
quality in more than one air district as a result of air
pollutant transport.

ELIGIBLE PROJECTS

The 2007 Multidistrict Project Solicitation is directed at
providing monetary grants to offset the incremental cost of
reduced emission technologies in the following project
categories:
•	Goods movement projects, including: marine vessels and
locomotives; off-road equipment permanently located at a
maritime port or rail yard; on-road heavy-duty vehicles that
transport cargo to and from a maritime port or rail yard (at
least 400 annual trips to a port or rail yard); and transport
refrigeration units (TRUs);
•	Off-road construction equipment and mobile agricultural
equipment that operates in more than one air district;
•	PM retrofit devices that also get NOx reductions for on-road
heavy-duty vehicles that operate in more than one air district;
•	Idle reduction technologies installed in on-road heavy-duty
vehicles operating in more than one air district (zero-emission
idle reduction technologies for any model year on-road
heavy-duty vehicles operating in more than one air district, or
Level 3 PM retrofit for an APU equipped with a certified engine
and installed in a 2006 model year or older on-road heavy-duty
vehicle operating in more than one air district); and
•	TRUs on vehicles or equipment operating in more than one air
district.

New for 2007, the Multidistrict Project Solicitation also
includes the development and implementation of pilot retrofit
voucher programs for the following sources:
•	On-road heavy-duty vehicles operating in more than one air
district; and
•	Off-road construction equipment owned by small businesses.

Applications will be screened to determine that: (1) the
application is complete; (2) the projects are multidistrict as
defined above; (3) the cost-effectiveness will be no more than
$14,300 per weighted ton of NOx plus ROG plus twenty times
combustion PM reduced; (4) the technology is commercially
available; and (5) the emission reductions are real, surplus,
quantifiable and enforceable. 

All applications must be signed by the applicants and must be
received by ARB no later than 5:00 PM April 27, 2007. 
Applications that are not signed by the applicant or that are
sent via facsimile or e-mail will not be accepted.  Applications
can be mailed or hand delivered to:

The Air Resources Board has conditionally verified the EGR
Technologies LLC/CleanAIR Systems diesel emission control system
(DECS) as a Level 3 diesel emission control strategy for use with
stationary prime and emergency standby generator sets and pumps
with a maximum rated power of 600 horsepower (hp) and emitting
0.4 grams per brake horsepower-hour (g/bhp-hr) particulate
matter (PM) or less.  The system is comprised of an exhaust gas
recirculation unit and a CleanAIR PERMIT™ diesel particulate
filter (DPF).  The DPF is a passive regeneration unit using a
cordierite wall-flow filter with a platinum catalyst.  The
PERMIT™ also includes a backpressure monitoring system.  The
EGR/CleanAIR DECS achieves emission reductions of 85 percent for
PM and 50 percent for NOx.  Additional operational criteria, the
conditional verification letter, and an attachment of applicable

The revised draft of the Proposed State Strategy for
California’s State Implementation Plan (SIP) for 8-hour ozone
and PM2.5 is now available at

The SIP for 8-hour ozone and PM2.5 are due to the U.S.
Environmental Protection Agency in 2007 and 2008, respectively. 
The Board is tentatively scheduled to conduct a public meeting on
June 21-22, 2007 to consider approval of the Proposed State
Strategy for California’s State Implementation Plan (SIP).  ARB
staff will release additional technical supporting documentation
by May 7, 2007, 45 days prior to the Board’s consideration of the
proposed State Strategy.

Notice of Extended Deliberations on the Proposed Regulation for
In-Use Off-Road Diesel Vehicles

As previously announced, the Air Resources Board (the Board or
ARB) will consider the proposed regulation for in-use off-road
diesel vehicles on Friday, May 25, 2007 at the Marriott Hotel’s
Grand Ballroom in Del Mar, California.  A hearing will begin at
8:00 a.m. and conclude no later than 5:00 p.m.  All persons
wishing to testify on this matter will be afforded the customary
three minutes to make their remarks.  In addition, written
comments of any length may be submitted for the Board’s
consideration.

To ensure that all potential witnesses can be accommodated and
to give the Board sufficient time to weigh and consider all oral
and written testimony it receives on this matter, the record will
remain open after May 25, 2007 and the Board’s final
deliberations will be carried over to ARB’s regularly scheduled
meeting on July 26, 2007 in Sacramento.  At that time, the Board
will resume its consideration of the proposed regulation for
in-use off-road diesel vehicles and make its final decision.

The ARB has verified the Rypos, Inc. hybrid diesel particulate
filter HDPF/C (trademarked) for 1996 to 2007 diesel engines used
in off-road stationary applications operating on CARB Diesel
fuel.  The HDPF/C (trademarked) uses an active flow through
filter followed by a diesel oxidation catalyst (DOC) to achieve
an 85 percent reduction in particulate matter emissions while
meeting the January 2009 NO2 limit, qualifying it for a Level 3
Plus verification.  Specific engine families and conditions for
which the Rypos HDPF/CTM has been approved are available on our

The Air Resources Board (ARB) has verified the Johnson Matthey
reformulated CRT™ Particulate Filter system as a Level 3 diesel
emission control system for use with specific 1994 through 2006
model year on-road diesel engines.  The reformulated CRT™
Particulate Filter system uses a diesel oxidation catalyst and a
wall-flow filter with a back pressure monitor to achieve an 85
percent reduction in particulate matter emissions.  Specific
conditions for which the reformulated CRT™ Particulate Filter
system has been approved may be found in the Executive Orders
which will be posted within 10 days on the ARB website at

The California Green Chemistry Initiative seeks your thoughts

involvement as we begin to establish the blueprint for keeping
California in the forefront of protecting health and the
environment in a robust economy.  

Our time for this effort is very short.  The creation of a
viable list of options to advance Green Chemistry must be
submitted to Secretary Linda Adams by January 2008.  From that
list proposed recommendations for a final policy are due by July
1, 2008.  We have a tremendous amount of work ahead and look
forward to working with you on this effort.  

To facilitate the most creative and constructive public
participation process, we have entitled the Conversation with
California.  The Conversation with California includes a wide
array of opportunities for you to participate. I invite you to
join the Conversation with California and contribute to
developing a comprehensive chemical policy and long-term
environmental protection for California.

We hope you will join us at our first public stakeholder's
meeting scheduled for Wednesday, June 27th 1:30 p.m. - 3:30
p.m., Sierra Hearing Room, Cal/EPA Building, 1001 I Street,

Verification of the Vycon REGEN System for Rubber-Tired Gantry
Cranes Equipped with Pre-Tier 1 Off-road Engines or Tier 1, 2,
or 3 Certified Off-road Engines.

Greetings,

The ARB has verified the Vycon REGEN System for rubber-tired
gantry (RTG) cranes equipped with Pre-Tier 1 (pre-1996 model
year) off-road diesel engines or Tier 1, Tier 2, or Tier 3
certified off-road diesel engines.  The Vycon REGEN System is a
flywheel based energy storage device that achieves at least 25
percent diesel particulate matter (PM) emissions reduction and
meets the January 2009 NO2 limit, qualifying it for a Level 1
Plus verification.  The device also reduces oxides of nitrogen
(NOx) emissions by at least 30 percent.  Additional information,
including the Executive Order, which contains specific
limitations for the verification, is available on our website:

Subject: arbcombo -- Diesel Truck and Bus Survey

We have posted an on-line survey to gather information on the use
of certain on-road diesel vehicles in California. The purpose of
the survey is to better understand the age and use of diesel
vehicles used in different operations such as long-haul, local
delivery, and other types of operations.  We are working on a
proposal that would currently require all diesel trucks and
buses subject to the regulation to meet 2007 engine standards by
2013 and 2010 engine standards by 2021.  We would like any
person, business or corporation that owns or is leasing, for
twelve months or more, any diesel powered truck, bus, pickup, or
other vehicle to complete the survey. The survey is available at

Subject: dieselrrp -- Reporting Form for Stationary Diesel Engine Sellers

An annual reporting form is now available for sellers of
stationary diesel-fueled compression-ignition engines less than
or equal to 50 bhp.

Section 93115.10(b) of the Stationary Diesel-Fueled
Compression-Ignition Engine airborne toxic control measure
(ATCM) contains reporting requirements for companies that sell
stationary diesel-fueled CI engines for use in California that
have a rated brake horsepower of less than or equal to 50.  The
sellers are required to report annually to the Air Resources
Board their company name, contact information, and engine sales
information for each engine sold in the previous calendar year
beginning in January 2006, and by January 31st of each year
thereafter.  To help facilitate reporting of this information,
Air Resources Board staff have prepared a reporting form that
can be used to compile the data and have made the form available
in Microsoft Word format on our website at the following link:
