The federal Phase 2 standards are the second phase of federal heavy–duty GHG standards and build upon the federal Phase 1 standards. The federal Phase 2 standards will significantly reduce carbon emissions and dramatically improve the fuel economy for heavy-duty trucks, helping reduce emissions that cause climate change. They establish national GHG emission standards that will begin in model year 2021 for new class 2b to 8 medium- and heavy-duty engines and tractors, and in 2018 model year for certain trailer types. The federal Phase 2 standards will be fully phased in by model year 2027. On December 11, 2008, the Board approved the Tractor-Trailer GHG regulation codified in sections 95300-95312 of title 17, California Code of Regulations, and later amended in 2010 and 2014. This regulation required owners of 53-foot or longer box-type trailers and owners of the heavy-duty tractors that pull them on California highways to utilize U.S. EPA SmartWay verified or designated technologies that will reduce GHG emissions and improve fuel efficiency. Transforming the State’s transportation sector to support widespread electrification requires increasing access for all residents, including low-income and those living in disadvantaged communities, across a broad spectrum of clean mobility options. SB 350 directs the California Air Resources Board (CARB or Board) to examine the barriers low income residents must overcome to increase access to zero-emission and near zero emission transportation and develop recommendations on how to overcome these barriers. CARB undertook a public process and directly engaged local community members, including low-income residents, to determine the main barriers to clean transportation access. Portions of SB 350 are intended to address legislative findings that there is insufficient understanding of the barriers to access for low-income customers to: - Zero-emission and near zero-emission transportation options - All forms of renewable energy being generated in the State - Energy efficiency investments As a result, CARB was directed to develop and publish a study, in consultation with CEC and with input from other relevant state agencies and the public, on barriers for low-income customers to access zero-emission and near-zero-emission transportation options, including those in disadvantaged communities as well as recommendations on how to increase access. Similarly, CEC was directed to develop and publish a study on barriers for low-income customers to energy efficiency and weatherization investments, including those in disadvantaged communities as well as recommendations on how to increase access to energy efficiency and weatherization investments to low-income customers. The results of these efforts are two separate, but related, reports that provide recommendations intended to have a transformative effect on access to clean energy and transportation investments for low-income residents, including in disadvantaged communities. This is one of a suite of CARB funded pilot projects that, together with committed partners, are employing innovative solutions to bring the benefits of clean transportation to disadvantaged and lower-income communities that are most impacted by pollution. The Financing Assistance Pilot Project is intended to encourage and accelerate the adoption of zero-emission and near zero-emission, on-road light-duty vehicles in lower-income households. The higher cost of advanced technology clean vehicles can be a significant barrier to vehicle ownership for many lower-income consumers. The goal for this project is to help improve access to affordable financing mechanisms, including a vehicle price buy-down coupled with a low interest loan to qualified lower-income consumers to purchase advanced technology clean vehicles. The current funding available for FY 2016-17 is $6 million, with a funding split of up to $5 million for a Statewide project and up to $1 million for local projects. The scope of a Statewide project is a project that is at least regional or multi-regional in size to begin with and by design has plans to expand throughout California. The Statewide project is available to lower-income consumers with an emphasis to outreach to lower-income consumers in disadvantaged communities. The local project(s) can be a region of the state, air basin, or county. The local project primarily benefits or serves a specific disadvantaged community but is open to lower-income consumers. Additional proposed Cap-and-Trade auction proceeds funding for two new CARB incentive programs is also pending before the Legislature: one to reduce agricultural sector emissions and another for air districts to reduce emissions to achieve early actions for the community emission reduction programs developed pursuant to Assembly Bill (AB) 617 (Garcia, Chapter 136, Statutes of 2017). These new programs are outside of the scope of this workshop and the FY 2017 18 Clean Transportation Incentives Funding Plan. CARB will launch separate public processes focused for these new programs shortly. Background: AQIP: AQIP is a mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. CARB was appropriated $28.64 million for AQIP in the 2017 State Budget. Volkswagen Settlement for ZEV Aspects of Vehicle Replacement Programs: CARB has entered into several partial consent decrees with Volkswagen to resolve claims against the company for equipping its diesel vehicles with illegal defeat devices. One of the partial consent decrees requires Volkswagen to pay CARB $25 million to fund “the ZEV-related aspects of the EFMP Plus Up Program or the ZEV-related aspects of similar vehicle replacement programs.” CARB was appropriated $25 million to implement this part of the settlement in the 2017 State Budget. Zero/Near-Zero Emission Warehouse Program: CARB was appropriated $50 million in one-time funding for a new Zero/Near Zero Emission Warehouse Program. These funds are to be used for a competitive funding program to advance implementation of zero- and near zero emission warehouses and technology with a requirement for a one-to-one match resulting in $100 million for projects. The Legislature directed CARB to develop criteria for implementing this program using the AQIP funding plan process. Low Carbon Transportation: The Low Carbon Transportation Program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment—particularly in disadvantaged communities. California Climate Investments support CARB’s advanced technology, clean transportation incentive programs which are designed accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s disadvantaged communities.
