Since its inception in 2007, the demonstration program has been administered by outside researchers, such as the University of California, Los Angeles. The funding for this program allowed these researchers to effectively demonstrate the approved non-toxic and non-smog forming dry cleaning technologies. However, at this time, ARB believes the participation and effectiveness of the demonstration program could be increased by opening the program to the local districts to administer the program to their dry cleaners as well as providing grant funds to individual dry cleaners to become a demonstration site facility. ARB is hopeful that this additional financial incentive will help move forward the replacement of Perc technologies with non toxic and non-smog forming alternatives. In May 2015, ARB announced the revisions to the AB 998 Demonstration Program. The revisions to the program focus on ARB’s involvement in providing demonstration grant funds for those facilities who desire to become demonstration site facilities and who use approved wet cleaning and CO2 dry cleaning technologies. Specifically, ARB is providing demonstration grant funds to individual dry cleaners to become a demonstration site facility.
