Background: AQIP is a voluntary mobile source incentive program administered by ARB providing about $25 million per year through 2023. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. Each year, the Board approves the AQIP Funding Plan, which serves as the blueprint for expending AQIP funds. Cap-and-Trade auction proceeds provide an additional funding source for ARB’s advanced technology clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP. The Governor’s proposed budget for FY 2015-16 would appropriate $200 million from GGRF to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. ARB staff is developing a joint Funding Plan for the AQIP and GGRF funding sources for the FY 2015-16 funding cycle. ARB staff anticipates releasing the proposed FY 2015-16 Funding Plan in May 2015 with Board consideration in June 2015. California is in a drought emergency. DATE: June 25, 2015 TIME: 9:00 a.m. PLACE: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium 1001 I Street Sacramento, California 95814 Directions: http://www.calepa.ca.gov/EPABldg/location.htm To provide your comments before the Board meeting and to view the Notice, please go to: http://www.arb.ca.gov/lispub/comm/bclist.php Interested members of the public may present comments orally or in writing at the meeting and may provide comments by postal mail or by electronic submittal before the meeting. To be considered by the Board, written comments not physically submitted at the meeting, must be received no later than 5:00 pm, June 22, 2015. The report may be obtained from ARB’s website at: http://www.arb.ca.gov/aqip/ Further inquiries regarding this matter should be directed to Mr. Andrew Panson, Staff Air Pollution Specialist, at (916) 323-2809, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324-1590. Background: The Governor’s proposed FY 2015-16 State Budget includes $350 million to ARB from the Greenhouse Gas Reduction Fund for Low Carbon Transportation investments. This funding would reduce greenhouse gas (GHG) emissions with a priority on benefiting disadvantaged communities. The Governor’s proposed State Budget also includes $23 million to ARB for the Air Quality Improvement Program (AQIP) which provides mobile source incentives to reduce criteria pollutant, air toxic, and GHG emissions. The Low Carbon Transportation investments build upon and greatly expand the technology advancing projects ARB has funded through AQIP since 2009. The proposed FY 2015-16 Funding Plan describes how these combined funds will be spent. The plan describes ARB’s policy drivers and vision for advanced technology mobile source investments, eligible project categories and criteria, project funding allocations, and program implementation details. ARB staff has developed a joint plan for both funding sources to ensure synergistic investments between the programs while also ensuring that statutory requirements applicable to each are met. The investments proposed in this Funding Plan are predicated on the approval of the proposed FY 2015-16 State Budget. California faces ambitious goals to reduce GHG emissions, improve air quality, deploy zero-emission vehicles, and reduce petroleum dependency. The investments identified in the proposed FY 2015-16 Funding Plan are pivotal to meeting these goals by accelerating the development and deployment of advanced mobile source technologies. To be considered by the Board, written comments not physically submitted at the meeting, must be received no later than 5:00 pm, October 19, 2015, and addressed to the following: Postal mail: Clerk of the Board, Air Resources Board 1001 I Street, Sacramento, California 95814 Electronic submittal: http://www.arb.ca.gov/lispub/comm/bclist.php Further inquiries regarding this matter should be directed to Ms. Graciela Garcia, Air Pollution Specialist, at (916) 323 2781, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324 1590. Background: At the June 25, 2015 Board meeting, the Board approved the proposed FY 2015 16 Funding Plan which describes how ARB would spend $350 million in Low Carbon Transportation funding from the Greenhouse Gas Reduction Fund and $23 million for AQIP. At the time of the June 2015 Board action, the Legislature had not yet appropriated the Low Carbon Transportation funds to ARB, so the Funding Plan was contingent on appropriation of these funds. In September 2015, the Legislature appropriated $90 million in Low Carbon Transportation project funding to ARB. This appropriation is intended to provide continued funding for existing projects in order to avoid implementation disruptions while the Legislature considers the rest of the Governor’s Cap-and-Trade auction proceeds budget proposal. Staff proposes to allocate the $90 million to the following three existing vehicle rebate and voucher projects with ongoing consumer demand: the Clean Vehicle Rebate Project; Enhanced Fleet Modernization Program Plus-Up Pilot Project to Benefit Disadvantaged Communities; and the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project. Implementation of the remaining nine projects in the FY 2015-16 Funding Plan would be deferred until additional funds are appropriated by the Legislature. The workshop will be held at the following time and place: Date: Wednesday, January 27, 2016 Time: 9:30 a.m. to 1:00 p.m. Place: Cal/EPA Headquarters Building Coastal Hearing Room, 2nd Floor 1001 I Street Sacramento, California 95814 This workshop will also be webcast for participants unable to attend in person. For more information about the ARB’s Low Carbon Transportation Investments and AQIP, please go to: http://www.arb.ca.gov/aqip/. If you have questions regarding the workshop, please contact Andrew Panson at (916) 323-2809 or andrew.panson@arb.ca.gov. Background: Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs to reduce greenhouse gas emissions, expanding the types of projects ARB has funded through AQIP. These investments accelerate the transition to low carbon freight and passenger transportation, with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects, and the FY 2015-16 State budget appropriated $95 million to ARB with additional funding still pending before the Legislature. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund the FY 2016-17 State Budget. Hence, ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles.
