Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. Short-lived climate pollutants (SLCPs) include methane, tropospheric ozone, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide (CO2). Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to further reduce SLCP emissions in California. The Concept Paper presents initial ideas that will be considered and evaluated in the coming months by ARB staff, in coordination with other agencies, as it develops a SLCP Strategy pursuant to SB 605. The concepts included in this discussion draft do not represent commitments at this time, nor do they comprise an exhaustive list of elements or considerations that may be included in the Strategy or shape its development. The intent of the paper is to elicit new ideas and refine strategies to reduce emissions of SLCPs throughout the state. The Concept Paper will be discussed at a May 27, 2015, public workshop. The comments received on the Concept Paper will inform the development of a draft Strategy that ARB expects to release for public comment later this summer. This document is a discussion draft of guidance that California’s 35 local Air Pollution Control Districts and Air Quality Management Districts (Districts) may elect to use for incorporating the Office of Environmental Health Hazard Assessment’s (OEHHA) new health risk assessment methodology into their stationary source permitting and Assembly Bill (AB) 2588 Air Toxics Hot Spots programs. Background On March 6, 2015, OEHHA released the Air Toxics Hot Spots Program Risk Assessment Guidelines: Guidance Manual for the Preparation of Health Risk Assessments. This document contains the new risk assessment methodology that addresses the latest scientific information on childhood sensitivities and the most recent data on childhood and adult exposure to air toxics. It represents an accumulation of data since the passage of the Children’s Health Protection Act of 1999 (SB 25, Stats. 1999) which required OEHHA to ensure infants and children are explicitly addressed in assessing risk. The use of the new risk assessment methodology may result in higher estimated cancer risk than what would have been calculated using the previous 2003 OEHHA risk assessment methodology for the same level of emissions and conditions. In general, the higher estimated risks mean that new or modified sources of toxics may need additional emissions control. For existing sources, even though they meet existing rules and regulations, additional emissions control may be needed since the higher estimated risk might now exceed the District’s risk reduction levels for Hot Spots requirements. ARB and Districts are reevaluating their programs to determine if adjustments need to be made to permitting, source specific regulations, or Hot Spot programs. The “Risk Management Guidance for Stationary Sources of Air Toxics” is intended to help Districts with their reevaluation process and to communicate ARB and Districts’ plans, priorities, and policies regarding implementation of the new OEHHA risk assessment methodology. When approved, this document will supersede ARB’s Risk Management Guidelines for New and Modified Sources of Toxic Air Pollutants (1993). The information posted will include the 2013 GHG emission inventory data; supporting documentation including an analysis of emissions trends; as well as an evaluation of the 2013 GHG data reported pursuant to the Mandatory Greenhouse Gas Reporting Regulation (MRR). BACKGROUND: ARB is responsible for developing and maintaining California’s inventory of GHG emissions. An updated GHG emission inventory is published annually to reflect current data. The new GHG inventory covers years 2000 to 2013. The emission estimates are statewide estimates that rely on state, regional or national data sources, and on aggregated facility-specific emissions data reported pursuant to the MRR. Accompanying the GHG inventory data is the “Trends of Emissions and Other Indicators” report, which explains trends in statewide GHG emissions from major sectors. The Regulation was amended in early 2013 to link the California and Québec programs beginning January 1, 2014. This draft technology assessment was developed and written by South Coast Air Quality Management District (SCAQMD) in conjunction with ARB. This assessment examines technologies projected for development over the next five to ten years that can be applied to commercial harbor craft to reduce fuel consumption, greenhouse gases (GHG) and criteria pollutant emissions (e.g. nitrogen oxides and particulate matter). Such technologies support ARB’s long term objective of transforming the on- and off-road mobile source fleet into one utilizing zero and near-zero emission technologies to meet air quality and climate change goals. Sources of information used in the draft assessment include an extensive list of published reports, research papers, and documented conversations with technology experts. The draft assessment discusses each technology by providing a basic description, the current state of development or commercial readiness, economics, potential emission reductions, advantages, and key performance parameter issues and deployment challenges. Background In 2006, the Legislature passed the California Global Warming Solutions Act of 2006 (Assembly Bill 32 [AB 32]; Stats. 2006, chapter 488). AB 32 created a comprehensive, multi-year program to reduce GHG emissions in California. AB 32 required ARB to develop and approve a Scoping Plan that describes the approach the State will take to reduce GHGs to achieve the goal of reducing emissions to 1990 levels by 2020. The Scoping Plan was first approved by the Board in 2008 and, per AB 32, must be updated every five years to evaluate the mix of AB 32 policies to ensure that California is on track to achieve the 2020 GHG reduction goal. The 2013 First Update to the Climate Change Scoping Plan defined ARB’s climate change priorities for the next five years and laid the groundwork to start the transition to the post-2020 goals set forth in Executive Orders S-3-05 and B-16-2012. The 2013 Update also recommended the need for a 2030 mid-term target to establish a continuum of action to reduce emissions, not just for stated limits in 2020 or 2050, but also every year in between. The 40 percent below 1990 levels mid-term target set by Executive Order B-30-15 is critical to help frame the additional suite of policy measures, regulations, planning efforts, and investments in clean technologies and infrastructure needed to continue driving down emissions. Additional regional workshops are being planned for Los Angeles, the Central Valley, and the Bay Area in the fall. Details will follow. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. This draft technology assessment identifies the status of zero, near-zero and low-emission cargo handling equipment. The draft assessment describes the potential for emission reductions, the market penetration of cargo handling equipment technologies, and the next steps for achieving emission reductions from this equipment. Sources of information used in the draft assessment include an extensive list of published reports and research papers. Background: California has made substantial progress in reducing emissions from mobile sources, but further reductions are needed to meet California’s air quality and climate goals. These goals include: •Meeting 2023 and 2031 ambient ozone air quality standards, which staff estimates will require an overall 80 percent reduction in NOx emissions below today’s levels in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard; •Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieving a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reducing petroleum use in cars and trucks by up to 50 percent by 2030; and •Producing at least 50 percent of electricity from renewable sources by 2030. The technology assessments were prepared by staff from ARB. They were discussed at workshops in September 2014, and at the December 2014 ARB board meeting. Staff will present policy options and modeling results and seek stakeholder input regarding California’s potential strategy for Clean Power Plan compliance. The staff presentation will include initial approaches and results for electricity sector carbon emissions analysis consistent with the Clean Power Plan, and options for continued analysis, as well as initial discussion for how California’s compliance plan may interact with regional electricity and carbon markets. Staff will also discuss potential modifications to the Cap and Trade and Mandatory Greenhouse Gas Reporting Regulations, including modifications which may be effective in the post-2020 Program, and to permitting programs, which may be proposed in 2016 to enable Clean Power Plan compliance. Staff anticipates that the Cap-and-Trade Regulation will play a large role in the Clean Power Plan compliance plan. These amendments may include changes to reporting and verification deadlines, compliance periods, changes needed to address federal plan “backstop” requirements, and treatment of imported electricity. During the workshop and separate webinar, interagency staff will provide an overview of the process for preparing the Action Plan and its envisioned content, as well as seek public input on what measures, incentives, and partnerships are needed to develop a sustainable freight transport system in California. Each workshop and webinar will follow the same format and show the same presentation. Staff will give a presentation at the Main location, which will be broadcast to satellite locations. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order. The State will establish clear targets for improving freight efficiency and transitioning to zero-emission technologies in the freight transport system, while continuing to support California’s economy. The Action Plan will identify State policies, programs, and investments that can achieve those targets. The State will also initiate work on identifying corridor level freight pilot projects within the State’s primary trade corridors that achieve the targets set by the Executive Order by integrating advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities. The meeting notice and agenda are posted at: http://www.arb.ca.gov/cc/ejac/meetings/meetings.htm Background: The California Global Warming Solutions Act of 2006, (AB 32 calls for the Air Resources Board (ARB or Board) to convene a global warming environmental justice advisory committee (EJAC), to advise the Board in developing the Scoping Plan, and any other pertinent matter in implementing AB 32. The advisory committee is comprised of representatives from communities in the State with the most significant exposure to air pollution, including, but not limited to, communities with minority populations or low-income populations, or both. The Board appointed the first EJAC to advise it on the Initial Scoping Plan and other climate change programs. To advise the Board on the First Update to the Climate Change Scoping Plan, ARB reconvened a new EJAC on March 21, 2013. To replace members that either changed positions and had to resign from the Committee or were unable to serve, the Board appointed four new members on September 25, 2015. The EJAC will advise the Board on the development of the 2030 Target Scoping Plan, per Governor Brown’s Executive Order B-30-15. Committee meetings are open to the public and include a public comment period.
