The Draft Freight Hub Survey for Truck Stops is the first in a series of six freight hub surveys that will be released by ARB this year. Each of the surveys will undergo a public comment period before being finalized. The types of freight hubs being surveyed during this effort include: truck stops, border crossings, rail yards, airports, seaports, and warehouses and distribution centers. The purpose of these surveys is to collect specific facility and equipment information from California based freight hubs. The data gathered from these surveys will help ARB staff better understand the activity that occurs at freight hubs in California, assess the potential for emission reductions, inform potential strategies for reducing those emissions, and direct funding assistance efforts. The federal Phase 2 standards are the second phase of federal heavy–duty GHG standards and build upon the federal Phase 1 standards. The federal Phase 2 standards will significantly reduce carbon emissions and dramatically improve the fuel economy for heavy-duty trucks, helping reduce emissions that cause climate change. They establish national GHG emission standards that will begin in model year 2021 for new class 2b to 8 medium- and heavy-duty engines and tractors, and in 2018 model year for certain trailer types. The federal Phase 2 standards will be fully phased in by model year 2027. On December 11, 2008, the Board approved the Tractor-Trailer GHG regulation codified in sections 95300-95312 of title 17, California Code of Regulations, and later amended in 2010 and 2014. This regulation required owners of 53-foot or longer box-type trailers and owners of the heavy-duty tractors that pull them on California highways to utilize U.S. EPA SmartWay verified or designated technologies that will reduce GHG emissions and improve fuel efficiency. Staff will discuss the potential reduction of the allowable opacity limit for heavy-duty diesel vehicles, which is currently set at 40 percent. Staff also will briefly discuss its progress toward developing a comprehensive inspection and maintenance program for heavy-duty diesel vehicles with a gross vehicle weight rating over 14,000 pounds for implementation in the post-2020 timeframe. Background Senate Bill 375 (SB 375), the Sustainable Communities and Climate Protection Act of 2008, requires MPOs to add a Sustainable Communities Strategy (SCS) to their Regional Transportation Plans. The intent of the SCS is to better integrate land use and transportation policies to meet long-term sustainability goals. To help guide these regional planning efforts, ARB is required to establish regional GHG emission reduction targets for 2020 and 2035. ARB adopted initial targets for the MPO regions in 2010. ARB is required to update the targets at least every eight years, and may revise them every four years. In August 2014, ARB staff released a preliminary draft staff report on the status of SB 375 efforts and factors that ARB could consider during development of the methodology to update the targets. ARB staff discussed this preliminary draft staff report at three public workshops during September 2014 and presented the report to the Board in October 2014. Throughout 2015, ARB staff continued to engage stakeholders and the MPOs on the target update process. In September 2015, ARB staff requested target recommendations from the MPOs by spring 2016. Some MPOs requested more time to conduct additional scenario analysis and testing and provided target recommendations to ARB in late 2016. Simultaneously, ARB staff, through the development of ARB's Mobile Source Strategy, has evaluated how technology, fuels, and the transportation system need to transform to meet the State's air quality and climate objectives. On April 13, 2017, Air Resources Board Chair Mary Nichols submitted a petition to U.S. EPA urging federal action to establish more health-protective emission standards for locomotives. The focus of this request is to accelerate the movement to zero- and near-zero emission locomotives. Proposed emission standards would cut toxic and smog-causing emissions by 85% for diesel particulate matter (PM) and 66% for oxides of nitrogen (NOx) below current ‘Tier 4’ levels. Newly manufactured locomotives would also have some zero-emission mile capability, reducing harmful diesel emissions in railyards, and benefitting the disadvantaged communities around them. California is requesting that U.S. EPA respond by Summer, 2017. This was studied using ultrafine particle (UFP) concentrations as a surrogate for on-road air pollution, as it is an excellent proxy for motor vehicle emissions at short time scales. The project studies design features of transit oriented developments (TODs); types of development that are needed to move California communities toward improved public health combined with SB 375 (SB 375, Sustainable Communities and Climate Protection Act of 2008) goals of sustainability. While these programs have been effective, they were established before the use of diesel particulate filters (DPFs), which come new on 2007 and later model year engines. Because of the widespread use of DPFs and the need to ensure they are operating efficiently, CARB now needs to update the HDVIP and PSIP regulations to reduce the opacity limit to assist in identifying heavy-duty trucks with broken DPFs and in need of repair, and to incorporate other proposed program improvements. Previous studies have suggested that soundwall and/or vegetation barriers (defined here as any substantial installation of vegetation on either side of the sound barrier, trees or tall bushes etc.) may reduce near-freeway air pollution, but the literature is inconsistent, and data for vegetation and other conditions common in California are very limited. This research project combined mobile and stationary measurement and modeling approaches to evaluate the impact of various barrier configurations at four sites in California, and made pair-wise comparisons of the following configurations: no wall, sound wall only, vegetation only, and combined soundwall-vegetation combinations (eight study locations in total, each with a perpendicular transect). Chosen study sites were located along major highways in Santa Monica, Encino, Sacramento and Riverside, and if present, trees were substantially taller than the solid barriers. Three of these sites were chosen as test sites for daytime conditions (Sacramento, Encino and Riverside) and one was chosen for nighttime and early morning conditions (Santa Monica). The intent of the SCS is to better integrate land use and transportation policies to meet long-term sustainability goals. To help guide these regional planning efforts, CARB is required to establish regional GHG emission reduction targets for 2020 and 2035. CARB adopted initial targets for the MPO regions in 2010. CARB is required to update the targets at least every eight years, and may revise them every four years. In August 2014, CARB staff released a preliminary draft staff report on the status of SB 375 efforts and factors that ARB could consider during development of the methodology to update the targets. CARB staff discussed this preliminary draft staff report at three public workshops during September 2014 and presented the report to the Board in October 2014. Since that time, CARB staff continued to engage stakeholders and the MPOs on the target update process through regular stakeholder meetings, additional public workshops, and an informational report to the Board in March 2017. Previous studies have suggested that soundwall and/or vegetation barriers (defined here as any substantial installation of vegetation on either side of the sound barrier, trees or tall bushes etc.) may reduce near-freeway air pollution, but the literature is inconsistent, and data for vegetation and other conditions common in California are very limited. This research project combined mobile and stationary measurement and modeling approaches to evaluate the impact of various barrier configurations at four sites in California, and made pair-wise comparisons of the following configurations: no wall, sound wall only, vegetation only, and combined soundwall-vegetation combinations (eight study locations in total, each with a perpendicular transect). Chosen study sites were located along major highways in Santa Monica, Encino, Sacramento and Riverside, and if present, trees were substantially taller than the solid barriers. Amendments to warranty provisions are an important part of that measure. The State SIP Strategy is critical for attaining federal health-based air quality standards for ozone in 2023 and 2031 in the South Coast and San Joaquin Valley air basins, as well as fine particulate matter standards in the next decade. CARB is considering lengthening the required warranty period for HDVs because the current warranty period does not reflect real-world longevity and because longer warranty periods would result in lower NOx emissions. Class 8 HDVs frequently operate upwards of a million miles before major overhaul is needed, but they are required to be warranted for only 100,000 miles under CARB and U.S. EPA regulations. Classes 4 through 7 HDVs also have relatively short warranty periods compared to when major overhaul is needed. With longer required warranty periods, manufacturers would need to design more durable emission control systems and components. Amendments to warranty provisions are an important part of that measure. The State SIP Strategy is critical for attaining federal health-based air quality standards for ozone in 2023 and 2031 in the South Coast and San Joaquin Valley air basins, as well as fine particulate matter standards in the next decade. CARB is considering lengthening the required warranty period for HDVs because the current warranty period does not reflect real-world longevity and because longer warranty periods would result in lower NOx emissions. Class 8 HDVs frequently operate upwards of a million miles before major overhaul is needed, but they are required to be warranted for only 100,000 miles under CARB and U.S. EPA regulations. Classes 4 through 7 HDVs also have relatively short warranty periods compared to when major overhaul is needed. With longer required warranty periods, manufacturers would need to design more durable emission control systems and components. A proposal for longer HDV emission warranty periods is scheduled for Board consideration in December 2017. At the same time, CARB amended the TTGHG regulation to align with the Phase 1 rule by sunsetting the 2014 and subsequent model year tractor requirements. Building on the success of the federal Phase 1 rule, in August 2016, U.S. EPA and NHTSA jointly adopted the federal Phase 2 rule, which is more stringent than Phase 1. The federal Phase 2 rule is phased-in over the 2018 through 2027 model years. The structure of the federal Phase 2 rule is generally similar to Phase 1, establishing GHG emission standards for tractors, vocational vehicles, and heavy-duty pickups and vans, and the engines used in tractors and vocational vehicles. However, the federal Phase 2 rule also establishes standards for certain trailers used in combination with tractors. The trailer types included in Phase 2 are box-type trailers (dry van and refrigerated van trailers of all lengths), flat bed trailers, tank trailers, and container chassis. The trailer requirements include aerodynamic improvements and tire requirements for box-type trailers, but only tire requirements for the other trailer types. Although this marks the first time trailers have been regulated at the federal level, trailers have been regulated in California since 2010. On December 22, 2016, the Truck Trailer Manufacturer Association (TTMA) filed a lawsuit that challenges and seeks to vacate the trailer provisions of the federal Phase 2 rule that apply to trailers. CARB is seeking public comment by August 21, 2017. This program is part of California Climate Investments, a Statewide program that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment—particularly in disadvantaged communities. Historial En marzo del 2017, el Consejo escuchó testimonio del público sobre el plan del Distrito de Administración de la Calidad del Aire de la Costa Sur (SCAQMD, siglas en inglés) y la Estrategia de Fuentes Móviles de CARB para el Plan de Implementación del Estado (SIP, siglas en inglés). El Consejo adoptó las Resoluciones 17-7 y 17-8, y también un apéndice con más instrucciones para el personal de CARB, incluyendo: En 12 meses, “…el personal de CARB volverá al Consejo con conceptos sobre una regla de fuentes indirectas para controlar la contaminación de grandes instalaciones de carga, incluyendo puertos, terminales ferroviarias, almacenes y centros de distribución, además de cualquier otra alternativa capaz de lograr niveles parecidos de reducciones de emisiones…” Este proceso involucrará contacto con las partes interesadas, incluyendo talleres formales y reuniones informales para identificar opciones para reducir las emisiones de las instalaciones de carga y entender los pros y las contras. El personal de CARB presentará conceptos al Consejo en marzo del 2018. Estas actividades de CARB relacionadas con transporte de carga también apoyarán el trabajo que se está realizando para implementar el Proyecto de Ley de la Asamblea 617 (AB 617: C. Garcia, Estatutos del 2017), la cual establecerá orientación para el desarrollo y la implementación de planes comunitarios de reducción que se fijan en reducir la exposición en las comunidades más impactadas por la contaminación. Reuniones de la Comunidad CARB convocará reuniones de la comunidad durante las fechas y en las ubicaciones anotadas a continuación. Background: In December 2013, California harmonized with the federal Phase 1 GHG standards for medium- and heavy-duty engines and vehicles (the Phase 1 rule). Adoption of the federal Phase 1 rule provided CARB the ability to certify new heavy-duty vehicles and engines and enforce those requirements in the State. In addition, CARB’s adoption of the Phase 1 standards provided nationwide consistency for vehicle and engine manufacturers. At the same time, CARB amended the Tractor-Trailer GHG regulation to align with the Phase 1 rule by sunsetting the 2014 and subsequent model year tractor requirements. Building on the success of the federal Phase 1 rule, in October 2016, the United States Environmental Protection Agency (U.S. EPA) and the National Highway Traffic Safety Administration (NHTSA) jointly adopted the federal Phase 2 rule, which is more stringent than Phase 1. The federal Phase 2 rule is phased-in over the 2018 through 2027 model years. The structure of the federal Phase 2 rule is generally similar to Phase 1, establishing GHG emission standards for tractors, vocational vehicles, and heavy-duty pickups and vans, and the engines used in tractors and vocational vehicles. However, the federal Phase 2 rule also establishes standards for certain trailers used in combination with tractors. The trailer types included in Phase 2 are box-type trailers (dry van and refrigerated van trailers of all lengths), flat bed trailers, tank trailers, and container chassis. The trailer requirements include aerodynamic improvements and tire requirements for box-type trailers, but only tire requirements for the other trailer types. Although this marks the first time trailers have been regulated at the federal level, trailers have been regulated in California since 2010. On December 22, 2016, the Truck Trailer Manufacturer Association filed a lawsuit that challenges and seeks to vacate the trailer provisions of the federal Phase 2 rule that apply to trailers. On August 17, 2017, U.S. EPA/NHTSA announced they will reconsider the trailer provisions of the federal Phase 2 rule. The lawsuit and reconsideration of the trailer provisions however, does not affect California’s authority to establish standards for trailers hauled by heavy-duty tractors. The 2017 Scoping Plan includes input from a range of State agencies. It is also the result of a two-year development process including extensive public and stakeholder outreach designed to ensure that California’s climate and air quality efforts continue to improve public health and drive development of a more sustainable economy.
