Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. ARB will soon be issuing a notice that provides additional detail about the meeting and how to participate. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núñez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. A list of the industrial facilities subject to the Energy Efficiency and Co-Benefits Assessment of Large Industrial Facilities Regulation has been posted at the following website: http://www.arb.ca.gov/cc/energyaudits/eeafacilitylist.pdf These facilities include all California facilities with 2009 greenhouse gas (GHG) emissions equal to or greater than 0.5 million metric tonnes of CO2 equivalent (MMTCO2e) as well as cement plants and transportation-fuel refineries that emitted at least 0.25 MMTCO2e in 2009. Combined cycle electricity generating facilities built after 1995 are exempted. This regulation requires the largest industrial facilities in California to conduct an energy efficiency assessment of sources of GHGs to determine the potential emissions reduction opportunities. The EMAC will discuss issues related to design and operation of the California Cap-and-Trade market. The meeting format will allow stakeholders to address the EMAC. DATE: Monday, September 24, 2012 TIME: 10:00 am to 4:00 pm LOCATION: Byron Sher Auditorium Cal/EPA Headquarters Building 1001 I Street Sacramento, CA 95812 ARB established the EMAC through an interagency agreement with the University of California, Berkeley. The EMAC will provide expert analysis and advice to ARB through quarterly meetings and regular consultations with staff. At least two quarterly meetings per year will be open to the public. In earlier communications with stakeholders ARB staff had originally referred to this group as the “Market Surveillance Committee.” This meeting is intended to provide a forum for discussion between the EMAC members and interested stakeholders.
