This document will be reviewed by the Scientific Review Panel of the Air Resources Board (ARB). Gasoline powered vehicles emit a variety of volatile organic pollutants, including alkanes, alkenes, aromatic hydrocarbons and oxygenates. The pollutants that are emitted at the tailpipe and that evaporate from the fuel system are not necessarily the same as those to which the population is exposed, due to the atmospheric transformation processes that these pollutants undergo. The primary objective of this research effort was to identify atmospheric products associated with gasoline combustion and evaporative emissions that may pose a toxicological concern or may be present at relatively high levels in the atmosphere. A secondary objective was to assess the atmospheric lifetimes of gasoline-related pollutants, as constituents with longer lifetimes would be of greater exposure concern. This research effort focused on California Phase 2 Reformulated Gasoline. OEHHA will accept written comments related to this document between September 8, 2005 and October 11, 2005. This temporary amendment increases the flat and cap limits for Reid vapor pressure (RVP) to 9.00 psi for the remainder of the 2005 RVP control season. The new cap limit for CARBOB RVP will be 8.00 psi until the end of the 2005 RVP control season. On September 9, 2005, the Office of Administrative Law approved the temporary amendments. All interested parties should review the modified regulations. Details are available at the ARB’s website at: http://www.arb.ca.gov/regact/rvp2005/rvp2005.htm Those wishing to immediately use the RVP relief should use the CaRFG3 Summertime Predictive Model with the evaporative emissions portion turned OFF. For those wishing to use the relief provided by the CaRFG3 Predictive Model the ARB staff is currently updating the CaRFG3 Predictive Model to increase the flat limit for RVP from 7.00 and 6.90 psi to 9.00 psi to allow refiners to trade-off reductions in RVP against other parameters. The impact of Hurricane Katrina was to severely reduce the refining capacity in the U.S. Gulf Coast. This reduction in refining capacity has lead to a significant reduction in the availability of imports to meet California’s demand for motor vehicle fuels. Following an emergency public hearing on September 8, 2005 the California Air Resources Board Executive Officer approved a staff proposal to enact a temporary regulatory amendment that allows California to maximize its own fuel supply and reduce its reliance on Gulf Coast oil. This temporary amendment increases the flat and cap limits for Reid vapor pressure (RVP) to 9.00 psi for the remainder of the 2005 RVP control season. The plan includes an assessment of statewide health impacts from emissions related to ports and international goods movement, and specific actions necessary to reduce those emissions and protect public health. The plan is available on ARB’s website at http://www.arb.ca.gov/planning/gmerp/gmerp.htm along with information on related activities. The draft emission reduction plan is part of the broader Goods Movement Action Plan being jointly carried out by the California Environmental Protection Agency (Cal/EPA) and the Business, Transportation & Housing Agency (BT&H). Information about the Cal/EPA – BT&H effort can be found at: http://www.arb.ca.gov/gmp/gmp.htm. PUBLIC INPUT: ARB staff will refine the draft emission reduction plan, based on input from the general public, affected industries, the Cal/EPA and BT&H Goods Movement Action Plan work groups, local air districts and other stakeholders. The health risk assessment will undergo peer review concurrent with the public review process. Public workshops on the plan will be scheduled early next year. Finally, an ARB public hearing on the emission reduction plan will be held in Spring of 2006 (exact date to be determined). The new limit will apply 45 days later, starting February 14, 2006, to all downstream facilities, except bulk plants, retail outlets, and bulk-purchaser-consumer facilities. However, the limit will apply throughout the gasoline distribution system after another 45 days, starting March 31, 2006. The current CaRFG3 Predictive Model has been modified to reflect the new sulfur cap limit standard.
