The Energy Policy Act authorized the action, which reduces production burdens while continuing to protect the environment with clean fuel blends as the use of ethanol increases. Currently, about 30 percent of gasoline is RFG. The revocation takes effect nationwide on May 6 and in California 60 days after the regulation's publication in the Federal Register. The work completed to date includes data from the CRC E-65 Permeation study and the ARB EtOH study. ARB staff is currently working on calculating these values for the Auto Oil Phase 1 and Phase 2 data. These meteorological conditions contribute to ozone levels most likely to challenge attainment and maintenance of the Federal 8-hour ozone standard. These profiles will be integrated in ARB’s vehicle emissions inventory model (EMFAC). In addition, new profiles were developed to represent challenging meteorological conditions for the California 8-hour and 1-hour ozone standards. However, these profiles will not be part of EMFAC, but will be used to estimate vehicle emissions by technology group to update the Predictive model. The focus of the symposium will be to outline the State’s standing in relation to the federal standards, what current science is telling us it will take to meet the standards, and discuss the statewide strategy under development to find the emission reductions needed to demonstrate attainment of the standards. At the symposium, ARB staff will discuss options under consideration to reduce emissions from sources under State and federal control, including sources addressed in the Air Resources Board’s Goods Movement Emission Reduction Strategy and Diesel Risk Reduction Plan. The State Implementation Plans (SIPs) for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008 respectively. ARB staff will propose a final strategy before an ARB public meeting in the Spring of 2007 at which the Board will consider the proposal as an addition to the California SIP. The model includes several major revisions: - Draft statistical models for exhaust THC, NOx and CO were integrated into the Predictive Model. These exhaust models were based on the condensed database, by averaging the repeat measurements, that included five new vehicle-fuel studies for Tech 5. - The 2010 vehicle emission weights were updated using the EMFAC 2007 working draft model based on the California 8-hour temperature profile and relative humidity, including permeation estimates. The draft EMFAC model was also used to develop THC evaporative models by processes. - Updated Maximum Incremental Reactivity (MIR) values used in the Predictive Model : • Based on the 2006 list of MIR of total organic gaseous compounds. • This list was used to calculate reactivities of exhaust and evaporative processes from the in-use testing of California compliant fuel. • The ethanol permeation reactivity was based on the CRC E-65 study. In that version, the evaporative portion of the Predictive Model uses a 6.9 psi Reid Vapor Pressure (RVP) flat limit to account for the emission increase due to the commingling effect. However, in order to offer refiners the maximum amount of flexibility to produce California gasoline and the uncertainty of the commingling issue in the future, the RVP flat limit will be set to 7.00 psi in the next release of the draft Predictive Model. A revised draft Predictive Model will be released in the next day or two containing the RVP change, as well as some minor changes. The revised draft Predictive Model: • Increases the Reid Vapor Pressure flat limit to 7.00 psi. • Incorporates the latest draft MIR values. • Includes a more simplified format, as well as other minor changes. In addition, the MIR Factor section of our Predictive Model webpage has also been updated with vehicle emissions speciated test data from the in-use testing at the ARB El Monte laboratory. The datasets include: • Exhaust emissions using wintertime and summertime CA compliant formulations • Evaporative emissions (diurnal and hot soak) from such fuels The datasets with the MIR values from the draft 2006 MIR list were used to calculate average MIR values for evaporative and exhaust components of the Predictive Model. The MIR lists are: 1) The 1998 list used in the 1999 staff report 2) The 2003 ARB Board approved list 3) The 2006 draft list approved by the Reactivity subgroup Average specific reactivities calculated from these datasets are in the draft version of the Predictive Model. At a State Implementation Plan (SIP) symposium held on October 12, ARB staff presented an initial overview of concepts under consideration for reducing emissions from sources including but not limited to passenger vehicles, consumer products, heavy duty diesel engines, locomotives, ocean-going vessels, and trucks. At the November 14 workshop, staff would like to receive feedback about the potential control concepts as well as the overall attainment strategies. A workshop agenda and additional information about the potential control concepts will be available approximately one week before the workshop, at http://www.arb.ca.gov/planning/sip/2006wkshp/2006wkshp.htm. The datasets include: • Exhaust emissions using summertime CA compliant formulations • Evaporative emissions (diurnal and hot soak) from such fuels The datasets with the MIR values from the draft 2006 MIR list were used to calculate average reactivity values for evaporative and exhaust components of the Predictive Model. The staff believes that this version addresses the issues that have been brought to our attention. This version has been updated with: the emission inventory estimates from the recently released EMFAC 2007 motor vehicle emissions inventory model, new reactivity factors based on the ARB in-use testing program, a carbon monoxide/fuel properties adjustment to the ozone forming potential calculations, and corrections for issues related to aromatics and olefins in the Tech 4 and Tech 5 NOx models. Staff believes, other than for small technical modifications, that this version should incorporate the major modification presented through our Fuels Workshops. While staff has been asked to assess a minor issue relating to the sulfur/NOx response in the Tech 5 model, this should not provide an impediment to the model’s review. Staff is requesting that formal comments be addressed to Steven Brisby, Manager of the Fuels Section.
