Such overwhelming dependency on a single fuel makes California and this Basin vulnerable to supply shortages and consequent severe price hikes, that in turn could seriously affect California’s ability to move goods and people. Alternative fuels, such as ethanol, can reduce this dependency on petroleum and also enable this agency to meet its targeted air quality goals. Twenty percent of the ethanol currently produced in the country is consumed in California. However, production of this corn-based ethanol is ultimately limited by a number of factors. To be sustainable in the long-term and on a large scale, it is imperative that ethanol be produced from forest and agricultural residues such as corn stalks and rice stalks, and other plant materials including grasses and wood grown for this purpose. The South Coast AQMD is pleased to host this one-day technology forum and roundtable discussion of the current and upcoming technologies which could increase production of ethanol from biomass sources of waste cellulose. The morning will consist of formal presentations by a panel of national technical experts on the production of cellulosic ethanol. In the afternoon, there will be a roundtable discussion among the panelists to facilitate a candid exchange of views and suggestions. This roundtable will be moderated by Dr. Charles Wyman, Ford Motor Company Professor, University of California, Riverside. Members of the public will also be able to ask questions of the Technology Forum/Roundtable participants. The South Coast AQMD encourages anyone interested in this topic to attend this forum free of charge. This forum will also be webcast live, and copies of the webcast and of all the presentations will be posted on the AQMD’s Technology Forum/Roundtable web page at: http://www.aqmd.gov/tao/ConferencesWorkshops/techforum.htm. If you have further questions about this forum, contact Mr. Ranji George, (909) 396-3255. To receive e-mail notifications of future AQMD-hosted technology forums and roundtable discussions, interested persons are encouraged to sign up on the AQMD list server at: http://www.aqmd.gov/listserver/list.aspx. A detailed preliminary agenda is now available for the March 5-7, 2007 symposium. Registration information for the symposium is also available on the website. There is no cost to attend the symposium, but attendees are requested to register in advance. We may need to limit attendance due to space constraints so registration will be accepted in the order received. Please be aware that the entire event will be broadcast via our website. The objective of the symposium is to inform the identification of early actions the ARB can implement in the near term and pursuant to AB 32 – The California Global Warming Solutions Act of 2006. AB 32 requires the Board to publish a list of discrete early action measures by June 30th, 2007, and to adopt regulations that are enforceable by January 1st, 2010. AB 1811 requires funding for this program to be encumbered by June 30, 2007 and expended by June 30, 2009. This program is referred to as the Alternative Fuels Incentives Program (AFIP). The ARB invites interested parties to respond to solicitations for AFIP project proposals. The AFIP solicitations provide criteria and related information for project proposals. The AFIP solicitations can be found at the ARB Alternative Fuels Incentives Program web page at: http://www.arb.ca.gov/fuels/altfuels/incentives/incentives.htm In addition, ARB technical and program contacts for each of the AFIP categories can be found on this web page. Project proposals are requested by no later than Monday, March 12, 2007. Project proposals will be evaluated by a multi-state agency team comprised of the ARB, CEC, State Water Resources Control Board, Integrated Waste Management Board, California Department of Food and Agriculture, and California Department of Forestry. Each project proposal will be evaluated and ranked based on individual merits in meeting the principles and objectives of AB 1811. Funds for AFIP must be encumbered by June 30, 2007. If you should have general questions about the AB 1811 AFIP program please contact: Dean Simeroth, Chief, Criteria Pollutants Branch at (916) 322-6020 or via email at: dsimerot@arb.ca.gov Or Harold Holmes, Manager, Engineering Evaluation Section at (916) 324-8029 or via email at: hholmes@arb.ca.gov .
