The new Predictive Model spreadsheets reflect the amendments made to the California reformulated gasoline regulation in June 2007 and approved by the Office of Administrative Law on August 29, 2008. Starting today, January 4, 2010, a two week evaluation period of the Predictive Model spreadsheets begins. This two week period will serve as an evaluation period for stakeholders to provide feedback on the use of the new Predictive Model spreadsheets. Changes to the spreadsheet versions that were uploaded on 12/31/09 are as follows: This spreadsheet includes a correction for an error in the CO model in the previous version of the spreadsheet. For oxygen ranges that were wider than 0.4, the model was crediting CO emissions at the minimum oxygen level for both the minimum oxygen certification and the maximum oxygen certification. So the previous PM spreadsheet was underestimating your CO emission reductions from the maximum oxygen content if your oxygen range was wider than 0.4. The second change (inadvertent) set the evaporative benzene to use the non-ethanol emission equation during the winter. This will be changed back to the way it was in the previous model, where the summer/winter trigger does not effect the evaporative benzene. Changes to the spreadsheets uploaded on 01/05/10 are as follows: The evaporative benzene portion of the model no longer uses the non-ethanol emission equation when toggling summer/winter fuel switch on to a winter fuel. This was causing discrepancies in the toxics output of the model for winter fuels. The summer/winter trigger no longer effects the evaporative benzene portion of the model. Thank you to all of you that sent in comments regarding the Predictive Model spreadsheets. This is a list of the changes that were incorporated to the FINAL spreadsheets posted today January 25, 2010. 1. When the user opens the spreadsheet it will open on the cell that indicates the released date. 2. On cell A30 the word Effective was added, it now reads effective 12/31/2009. 3. The INPUT cells are blank. 4. NO CHANGES were made to the "guts" of the Predictive Model. 5. The last statement in the report form was corrected to reflect the correct form name, number and version. 6. The DATA table was moved in some of the spreadsheets to make sure that the data was placed in the same row number in all of the report forms. This change was made to facilitate the transfer of data to the database. 7. The margins of the report form were changed to make sure that ARB’s copy prints on one page. ARB would prefer that producers and importers begin to use the new Predictive Model spreadsheet report forms as soon as possible. Beginning February 15, 2010, ARB expects all producers and importers to report the Predictive Model notifications using the new Predictive Model spreadsheet forms released January 25, 2010. ARB is now registering facilities that produce ethanol or biomass-based diesel for use in California. The LCFS Biofuel Producer Registration Form is to be used by biofuel producers to provide Carbon Intensity (CI) of the fuel produced at each facility and a documentation of physical pathway (route of the fuel transported to California). ARB intends to post CI values for each facility on the LCFS website at http://www.arb.ca.gov/fuels/lcfs/lcfs.htm Please note that ARB is also developing a reporting tool for regulated parties to report their fuel volumes quarterly and annually. We expect that the facility ID, carbon intensity and physical pathway information from the Biofuel Producers Registration Form will be available for use by regulated parties for that reporting tool. The LCFS Reporting Tool (LCFS RT, or LRT) is an online, web-based system designed for use by regulated parties to help meet the reporting requirements under the LCFS. The LCFS RT Test Version (v.1.0) can be accessed at https://ssl.arb.ca.gov/LCFSRTUAT/. This version of the system is for TESTING PURPOSES ONLY and should not be used for official reporting to the ARB. Data collected or submitted through this Test Version will only be used to assess the LCFS RT’s performance as well as inform additional refinements prior to subsequently releasing a version for reporting purposes. Background: The ARB adopted the LCFS regulation in November, 2009. It became law on January 12, 2010. (Title 17, California Code of Regulations, sections 95480-95490.) The final regulation order can be found at: http://www.arb.ca.gov/regact/2009/lcfs09/lcfscombofinal.pdf. The goal of a LCFS is to reduce the carbon intensity of California’s transportation fuels by at least 10 percent by 2020 thereby reducing emissions of greenhouse gases (GHG). Carbon intensity is a measure of the GHG emissions associated with the combination of all of the steps in the “lifecycle” of a transportation fuel. The Reporting Tool: The Reporting Tool will play an important role in the implementation of the LCFS, and today’s public release of a beta-test version of the tool marks a significant step forward in moving California toward cleaner vehicle fuels. The system enables regulated parties to store and submit quarterly and annual reports and track the amount of credits/deficits generated for providing a transportation fuel in California. ARB, in collaboration with regulated parties and other stakeholders, has been working on the development and testing of the LCFS RT system for the past year. ARB released the system in August 2010 to a small group of regulated parties for initial user-testing and feedback, which has been instrumental in preparing the system for this public release. Regulated parties are encouraged to fully exercise the test version of the LCFS RT including data entry and batch uploading. Please note that a Regulatory Advisory addresses the 2010 reporting requirements. The LCFS RT Production v.2.0 can be accessed at: https://ssl.arb.ca.gov/lcfsrt This version of the system is for official reporting use. Data collected or submitted through LCFS RT Production v2.0 will be regarded as official submission to the ARB for reporting purposes. With the release of the LCFS RT Production v2.0, users are encouraged to officially register their organizations. ARB will review and verify account requests, and only approved accounts will be activated. (Organizations who registered under LCFS RT Test must re-register to gain access to the system). In parallel to LCFS RT Production v2.0, the previously released LCFS RT Test v2.0 (the beta test version) will remain open to help users gain familiarity with the system. The Production and Test systems are identical in their technical specification, information processing, and security levels.
