Date: Fri, 13 Mar 2015 14:25:16 -0700 Subject: arbcombo -- ARB Research Seminar: Assessment of the Emissions and Energy Impacts of Biomass and Biogas Use in California From: rding@arb.ca.gov “Assessment of the Emissions and Energy Impacts of Biomass and Biogas Use in California”. Donald Dabdub, Ph.D. University of California, Irvine Tuesday, March 17, 2015 1:30 pm, PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Biomass contributes more than 5,700 Gigawatt-hour to California’s in-state renewable power, approximately 19% of in-state renewable power, and 2% of full California power mix. Current operating biopower capacity is about 900 Megawatt (MW), including approximately 550 MW of woody biomass solid fuel combustion, 280 MW of landfill gas-to-energy and 75 MW from wastewater treatment biogas. It is estimated that there is sufficient in-state ‘technically’ recoverable biomass to support another 2,800 MW of capacity or 21 Terawatt-hour of electricity. While most biomass energy is derived from woody material (including urban wood waste, and forest product and agricultural residues), there is a growing interest in using municipal solid waste, food processing waste, animal manure, and wastewater (co-digestion at wastewater treatment facilities) to generate electricity and renewable fuels. Increasing production of bioenergy contributes to energy sustainability while reducing greenhouse gas (GHG) emissions, and also could help reduce criteria pollutant emissions. This document provides an overview and status update on the heavy duty technology and fuels available. To view or submit comments on the Draft Overview please go to: http://www.arb.ca.gov/msprog/tech/techreport/comments.htm Contact: Renee Littaua (916) 324-6429 or rlittaua@arb.ca.gov Background Overview California needs a 90 percent reduction in NOx emissions by 2031, and an 80 percent reduction in GHG emissions below 1990 levels by 2050 to meet air quality and climate targets. Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. The Draft Overview is now posted. More detailed draft assessments for each of the sectors listed above will be posted in 2015, as the drafts are completed. The draft sector reports will evaluate how each technology works, the fuels necessary to power each technology, as well as its state of market readiness, costs, environmental benefits, technology performance, and current deployment challenges. Additional background information on the Heavy Duty Technology and Fuels Assessment effort can be found here: http://www.arb.ca.gov/msprog/tech/tech.htm Related Work The technology and fuels assessment draft overview and draft sector reports will help inform a number of on-going state efforts, including ARB’s Sustainable Freight Strategy. The feedback letters can be found at: http://www.arb.ca.gov/cc/oil-gas/meetings/feedback.htm. If you have any questions, please contact Ms. Joelle Howe, Air Pollution Specialist, Oil & Gas Section at (916) 322-6349 or via email at Oil&Gas@arb.ca.gov. Background: The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost-effective, and quantifiable reductions of greenhouse gases (GHG) with a target of reducing GHG emissions to 1990 levels by 2020. Control of GHG emissions, especially methane emissions, from crude oil and natural gas operations—including production, processing, storage operations, and well stimulation—is critical to achieving this target.
