You may access the webcast at http://www.calepa.ca.gov/broadcast/?BDO=1. During the webcast, we will accept feedback and questions sent via email to sierrarm@calepa.ca.gov. You may participate in this workshop by teleconference by dialing 888-324-8197 (for domestic) or 1-630-395-0300 (for international), give the participant code: 3721150 and leader name: Ms. Elizabeth Scheehle. Please note that if you call internationally, it is a toll call. The full notice and staff presentations and additional information will be available at: http://www.arb.ca.gov/cc/oil-gas/oil-gas.htm. If you have any questions regarding this meeting, please contact Ms. Joelle Howe, Air Pollution Specialist, Oil and Gas Section, at (916) 322-6349 or via email at OilandGas@arb.ca.gov. Background: The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost effective, and quantifiable reductions of greenhouse gases (GHG) with a target of reducing GHG emissions to 1990 levels by 2020. Control of GHG emissions, especially methane emissions, from crude oil and natural gas operations—including production, processing, storage operations, and well stimulation—is critical to achieving this target. Methane Emissions from California’s Natural Gas System: Challenges and Solutions The Symposium will include an examination of methane emissions from natural gas systems and a discussion of the options offered by current science and technology to reduce emissions related to the natural gas used by California consumers. An in-depth look at methane emissions and reduction opportunities related to California’s consumption of natural gas is warranted given California-based initiatives to reduce methane emissions and Federal methane regulations introduced in 2015. Understanding methane emissions becomes increasingly important as U.S. climate policy relies on natural gas to displace coal. Dates: June 6-7, 2016 Location: CalEPA Headquarters Building, Sacramento Symposium will be webcast with agenda and details forthcoming. WRITTEN COMMENT PERIOD AND SUBMITTAL OF COMMENTS Interested members of the public may present comments orally or in writing at the hearing and may provide comments by postal mail or by electronic submittal before the hearing. The public comment period for this regulatory action will begin on June 3, 2016. Written comments not physically submitted at the hearing must be submitted on or after June 3, 2016 and received no later than 5:00 pm on July 18, 2016. Postal mail: Clerk of the Board, Air Resources Board 1001 I Street, Sacramento, California 95814 Electronic submittal: http://www.arb.ca.gov/lispub/comm/bclist.php This notice, the ISOR, the Draft EA, and all subsequent regulatory documents, including the FSOR, when completed, are available on ARB’s website for this rulemaking at http://www.arb.ca.gov/regact/2016/oilandgas2016/oilandgas2016.htm The proposed regulation covers greenhouse gas emissions, predominately methane, from oil and natural gas production, natural gas gathering and boosting stations, and natural gas processing, as well as from natural gas storage and transmission compressor stations (collectively “oil and gas”). It addresses both vented (intentional) and fugitive (unintentional) releases of greenhouse gases by processes at facilities in these sectors. The proposed regulation establishes emission standards for active and idle equipment and components at these facilities. Depending on the equipment or component, control mechanisms include vapor recovery, leak detection and repair, and equipment replacement. Additionally, the proposed regulation includes monitoring at underground natural gas storage facilities for the early detection of large leaks or well failures. Inquiries concerning the substance of the proposed regulatory action may be directed to the agency representative Mr. Joe Fischer, Air Resources Engineer, Oil and Gas Section (916) 445-0071 or (designated back-up contact) Ms. Joelle Howe, Air Pollution Specialist, Oil and Gas Section, at (916) 322-6349. Thursday, August 25, 2016 1:30 p.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California Reducing greenhouse gas (GHG) emissions requires knowledge of the sources and activities which emit GHGs. California's Central Valley has a number of agricultural and natural sources of GHGs in addition to urban, anthropogenic sources. This work investigates the seasonal variability of CH4 and N2O source apportionment from year-long measurements of GHGs, CO, and a suite of VOCs in Walnut Grove, about 23 miles south of downtown Sacramento, from summer 2012 through early fall 2013. We apply the statistical technique of positive matrix factorization (PMF) on the combined GHG - VOC data set over seven separate periods that are representative of broad seasonal patterns observed in the region. We also compare our results to inverse modeling estimates at WGC for the same time-period. Tuesday, October 4, 2016 2:00 p.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California California has committed to an ambitious plan to reduce statewide greenhouse gas (GHG) emissions to 1990 levels by 2020 through Assembly Bill 32 (AB-32), which requires accurate accounting of emissions for effective mitigation planning and verification of future emission reductions. Atmospheric GHG measurements from networks of towers can be combined with existing knowledge of emissions in a statistical inverse model -- weighing existing knowledge with the new observations -- to more accurately quantify GHG emissions. This study quantifies major anthropogenic GHGs including fossil fuel CO2 (ffCO2), methane (CH4) and nitrous oxide (N2O) emissions within California with a Bayesian inverse modeling framework, using atmospheric observations from an expanded GHG measurement network across California over multiple years. Marc Fischer, Ph.D. Lawrence Berkeley National Laboratory Tuesday, October 4, 2016 2:00 p.m., PDT (WEBCAST) Sierra Hearing Room, 2nd Floor, Cal/EPA Building 1001 I Street, Sacramento, California California has committed to an ambitious plan to reduce statewide greenhouse gas (GHG) emissions to 1990 levels by 2020 through Assembly Bill 32 (AB-32), which requires accurate accounting of emissions for effective mitigation planning and verification of future emission reductions.
