Date: Fri, 3 Feb 2017 16:13:14 -0800 Subject: arbcombo -- Notice of Public Availability of Modified Text - GHG Standards for Crude Oil and Natural Gas Facilities From: tbalcaza@arb.ca.gov The California Air Resources Board has posted the 15-day Notice of Public Availability of Modified Text for the Oil and Gas Regulation. All regulatory documents for this rulemaking are available online at the following ARB website: https://www.arb.ca.gov/regact/2016/oilandgas2016/oilandgas2016.htm SUBMITTAL OF COMMENTS The proposed 15-day modifications are open for comment until February 21, 2017. Written comments will only be accepted on the modifications identified in this Notice or documents added to the record. Comments may be submitted by postal mail or by electronic submittal no later than 5:00 pm on the due date to the following: Postal mail: Clerk of the Board, Air Resources Board 1001 I Street, Sacramento, California 95814 Electronic submittal: http://www.arb.ca.gov/lispub/comm/bclist.php Inquiries concerning the substance of the proposed regulation may be directed to Joe Fischer, Air Resources Engineer, Oil and Gas Section, (916) 445-0071 or Ms. Joelle Howe, Air Pollution Specialist, Oil and Gas Section, at (916) 322-6349. Background: The proposed regulation covers greenhouse gas emissions, predominately methane, from oil and natural gas production, processing, and storage, natural gas gathering and boosting stations, as well as from natural gas underground storage and transmission compressor stations (collectively “oil and gas”). It addresses both vented (intentional) and fugitive (unintentional) releases of greenhouse gases by processes at facilities in these sectors. The proposed regulation establishes emission standards for active and idle equipment and components at these facilities. Depending on the equipment or component, control mechanisms include vapor recovery, leak detection and repair, and equipment replacement. Additionally, the proposed regulation includes monitoring at underground natural gas storage facilities for the early detection of large leaks or well failures. Thank you. On February 3, 2017, the Air Resources Board released a “Notice of Public Availability of Modified Text and Availability of Additional Documents and/or Information” for the proposed Regulation for Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities. The deadline for public comment on the modified text and additional documents is February 21, 2017. PLEASE BE ADVISED that Attachment 2, the additional documents to the Notice of Public Availability of Modified Text and Availability of Additional Documents and/or Information, has a few minor errors, as described below. The errors are located on page 4 of the “Revised Emission and Cost Estimates for the Leak Detection and Repair Provision” document, which is posted at the following website: https://www.arb.ca.gov/regact/2016/oilandgas2016/oilandgas2016.htm 1. In Table 2, the costs in the Set Up Cost column should have been multiplied by a cost recovery factor of 0.23, reflecting that the these costs are amortized over five years, because stakeholders commented that it is anticipated that LDAR vendors will change every five years, thereby requiring a new set up cost. The remaining values in Table 2 are correct. 2. The Set Up Cost calculation equation now correctly shows the cost recovery factor of 0.23, along with an explanation of why this cost is amortized. This errata, including the attachment which illustrates the corrections and the complete notice of public availability of modified text and availability of additional documents and/or information are available on ARB’s website at the following address: https://www.arb.ca.gov/regact/2016/oilandgas2016/oilandgas2016.htm Any questions regarding these corrections should be directed to Jim Nyarady, Manager, Oil & Gas Section, at (916) 322-8273.
