The purpose of the survey is to better understand the age and use of diesel vehicles used in different operations such as long-haul, local delivery, and other types of operations. We are working on a proposal that would currently require all diesel trucks and buses subject to the regulation to meet 2007 engine standards by 2013 and 2010 engine standards by 2021. We would like any person, business or corporation that owns or is leasing, for twelve months or more, any diesel powered truck, bus, pickup, or other vehicle to complete the survey. Meeting notices and reports will continue to be available on our website at: http://www.arb.ca.gov/gmbond. We are now developing the proposed Guidelines, along with a staff report recommending funding targets and early grant projects – we plan to release these documents on December 21, 2007, followed by public workshops the week of January 7, 2008. The Board is scheduled to hold a public hearing to consider adoption of the Guidelines and approval of the targets and early grant projects on January 24, 2008 in Sacramento. Following adoption, we will solicit applications in February from local agencies to fund projects that directly reduce air pollution through the use of cleaner equipment. ARB will hold a public hearing and allocate the first $250 million in bond monies to local agencies in Spring 2008. We expect that those agencies will begin announcing the availability of incentives for equipment owners in Summer 2008. Background: The Goods Movement Emission Reduction Program is a partnership between the State Air Resources Board (ARB) and local agencies (like air districts, ports, and transportation agencies) to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. ARB will provide funding to eligible local agencies; those agencies will then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies. We are proposing that the Program fund projects to upgrade diesel engines or provide alternative power sources for trucks, locomotives, ships at dock, commercial harbor craft, and cargo equipment operating in California’s four priority trade corridors (the Los Angeles/Inland Empire, Central Valley, Bay Area, and San Diego/Border regions). Proposition 1B authorized $1 billion in bond funding for ARB and local agency partners to quickly reduce air pollution emissions and health risk from freight movement along California’s priority trade corridors. ARB received the first installment of $250 million this year. In the workshops, we will discuss staff’s recommendations for adoption of proposed Program Guidelines, funding targets, and up to $25 million in “early grant” projects at the January 24, 2008 Board hearing. Workshops will be held: January 7 in Sacramento; January 8 in Oakland; January 9 in Fresno; January 10 in Long Beach; and January 11 in San Diego.
