Background To achieve its healthy air quality, climate, and sustainability goals, California must take effective, well-coordinated actions to transition to a zero emission transportation system for both passengers and freight. The freight transport system is a major economic engine for California, but also accounts for about half of toxic diesel particulate matter, 45 percent of the emissions of nitrogen oxides (NOx) that form ozone and fine particulate matter in the atmosphere, and 6 percent of the greenhouse gas emissions in California. These statistics include emissions from trucks, ships, locomotives, aircraft, harbor craft, and all types of equipment used to move freight at seaports, airports, rail yards, warehouses and distribution centers. Proposed amendments to the LSI Fleet Regulation are identified in the Sustainable Freight Strategy as a Near-Term ARB Measure. In 1998, ARB first adopted emission standards for new spark-ignited engines used in propane forklifts and other similar industrial equipment. These engines are referred to as LSI engines. In addition to forklifts, the LSI category includes airport ground support equipment (GSE), sweepers and scrubbers, generator sets, small irrigation pumps, and a variety of other similar equipment. The LSI Fleet Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport GSE. These vehicles are found in approximately 2,000 LSI fleets in California in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction, as well as public agencies. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon + NOx fleet average emission level (FAEL) standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The standards are also more stringent for forklifts than they are for non-forklift LSI equipment. The stringency of the standards reflects the differences in availability of retrofit devices for the four categories of in-use LSI equipment as well as the greater ability of large fleets to incorporate zero and near zero-emission equipment into their operations. Since 2007, fleet operators are required to keep updated fleet records at their facilities until June 30, 2016. Small fleets and in-field equipment are exempt from the LSI Fleet Regulation. The technologies summarized in the draft assessment are separated into two categories: 1) engine/powerplant and drivetrain optimization technologies, and 2) vehicle and trailer efficiency technologies. On April 22, 2015, ARB held a symposium on California's development of its Phase 2 GHG emission standards for on-road medium- and heavy-duty vehicles, which included discussion of the draft technology assessment. Representatives from government agencies, engine and vehicle manufacturers, component suppliers, environmental policy and technical research organizations, and trucking fleets discussed strategies and technologies available to reduce GHG emissions. Background: As a leader in climate action, California is committed to reducing GHG emissions, and has in place a unique set of climate goals to ensure measurable progress: • Reduce GHG emissions to 1990 levels by 2020 • Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030 • Achieve an 80 percent reduction in GHG emissions from 1990 levels by 2050 • Reduce petroleum use in cars and trucks by up to 50 percent by 2030 • Produce at least 50 percent of electricity from renewable sources by 2030 Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about 8 percent of the statewide total. Because trucking emissions are such a significant source of GHG emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate goals. At the national level, the U.S. Environmental Protection Agency (U.S. EPA) and U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) jointly adopted GHG emission standards and fuel economy standards for medium- and heavy-duty engines and vehicles in 2011. Informally known as the “Phase 1” GHG regulations, these regulations established national GHG emission standards for heavy-duty on-road trucks. These regulations phase in between 2014 and 2019. In 2013, ARB approved California regulations nearly identical to the federal Phase 1 regulations. This action provided California with the ability to certify engines and vehicles to the new standards, as well as to enforce them. ARB has closely coordinated with U.S. EPA and NHTSA to develop the technical analyses that inform the stringency of the next round of heavy-duty GHG regulations, known as “Phase 2.” Phase 2 GHG regulations will establish post- 2018 GHG emission standards based on the implementation of new and advanced cost-effective control technologies. U.S. EPA and NHTSA are expected to release the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards later this June. Upon federal adoption of the Phase 2 standards, ARB staff plans to present a proposed California Phase 2 program to the Board, most likely in late 2016 or early 2017. After staff has had the opportunity to conduct a thorough evaluation of the federal Notice of Proposed Rulemaking for the Phase 2 GHG standards, ARB will determine if California’s proposal will need to include provisions that go further than the federal program in order to meet California’s unique climate and air quality goals. The draft technology assessment evaluates the fuel consumption reduction potential of various technologies that can be installed on heavy-duty trucks to improve fuel efficiency and are the same technologies evaluated by U.S. EPA and NHTSA as part of the federal Phase 2 regulatory development process. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting. The draft technology assessments apply to Class 2b through Class 8 heavy-duty vehicles (gross vehicle weight of 8,501 pounds and up). They present comprehensive assessments of the current state and projected technology development necessary to further reduce oxides of nitrogen (NOx) emissions from on-road heavy-duty diesel and natural gas engines over the next 5 to 15 years, and staff's proposed next steps to support the commercialization of these technologies. Sources of information used in the draft assessment included an extensive list of published reports, research papers, and documented conversations with technology experts. The draft technology assessment can be viewed and downloaded from the ARB’s technology and fuels assessment webpage at: http://www.arb.ca.gov/msprog/tech/tech.htm. These goals include: •Meeting 2023 and 2032 ambient ozone air quality standards, which staff estimates will require a 90 percent reduction in NOx emissions below the 2010 baseline emission inventory in the South Coast air basin, with substantial reductions needed in the San Joaquin Valley and other non-attainment areas of the state as well; •Meeting the newly proposed federal ozone standard, which staff estimates will be even more challenging to attain than the 2032 standard; •Reduce greenhouse gas (GHG) emissions to 1990 levels by 2020; •Achieve a 40 percent reduction in GHG emissions from 1990 levels by 2030; •Achieving an 80 percent reduction in GHG emissions from 1990 levels by 2050; •Reduce petroleum use in cars and trucks by up to 50 percent by 2030; and •Produce at least 50 percent of electricity from renewable sources by 2030. To meet these goals, a long-term transformation of the mobile source fleet into one utilizing zero and near-zero emission technologies is needed. Heavy-duty vehicles greater than 8,500 pounds emit about a fifth of the total GHG emissions associated with transportation sources in the State, which is about eight percent of the statewide total. In addition, these vehicles account for 33% of NOx emissions from all statewide sources. Because trucking emissions are such a significant source of GHG and criteria pollutant emissions, achieving reductions within the trucking sector is a key component in the strategy to meet California’s climate and air quality goals. The technology assessments were prepared by staff from ARB, along with the South Coast Air Quality Management District (SCAQMD) staff. They were discussed at workshops in September 2014 and at the December 2014 ARB board meeting.
