On October 12, 2006, Air Resources Board (ARB) staff will hold a symposium in Sacramento to discuss development of the federal 8-hour ozone and fine particulate matter (PM 2.5) attainment plans. A meeting notice and further information will be sent out prior to the meeting. The focus of the symposium will be to outline the State’s standing in relation to the federal standards, what current science is telling us it will take to meet the standards, and discuss the statewide strategy under development to find the emission reductions needed to demonstrate attainment of the standards. At the symposium, ARB staff will discuss options under consideration to reduce emissions from sources under State and federal control, including sources addressed in the Air Resources Board’s Goods Movement Emission Reduction Strategy and Diesel Risk Reduction Plan. The State Implementation Plans (SIPs) for 8-hour ozone and PM2.5 are due to the U.S. Environmental Protection Agency in 2007 and 2008 respectively. ARB staff will propose a final strategy before an ARB public meeting in the Spring of 2007 at which the Board will consider the proposal as an addition to the California SIP. The Board meeting begins at 9:00 a.m. and will be held at the California Public Utilities Commission Auditorium, 505 Van Ness Avenue, San Francisco, California 94102. This is the third item on the Board agenda ( http://www.arb.ca.gov/board/ma/2006/ma111606.htm ); the first two items are expected to be short. The meeting notice, to be posted at http://www.arb.ca.gov/planning/gmerp/gmerp.htm, will include details on how to provide your comments to the Board orally or in writing. This is the first regular update on implementation of the Plan approved by the Board on April 20, 2006. The Plan is designed to identify and initiate specific actions to reduce the emissions and health risk associated with pollution from the ships, trucks, locomotives, harbor craft, and cargo equipment that operate at ports and move goods throughout the State. The Plan includes an analysis of the health impacts from goods movement and identifies strategies to cut emissions in each sector to protect public health. The Board directed staff to report back on progress made in developing and implementing the emission reduction strategies, as well as the status of funding mechanisms and updates to the health impacts analysis. ARB and local air pollution control districts are developing proposed revisions to the SIP to describe how the State will meet new federal air quality standards for ozone and airborne fine particles (PM2.5). The ozone and PM2.5 SIPs are due to the U.S. Environmental Protection Agency in June 2007 and April 2008, respectively. ARB staff presented draft control concepts that are being considered for inclusion in the SIP at a Symposium on October 12, 2006. The control concepts are initial options identified by ARB staff for reducing air emissions from sources under State and federal jurisdiction. The focus of the November 14 workshop will be to get public comment about these and other options for reducing emissions from sources under State and federal jurisdiction. Staff will utilize input provided at the workshop, and through other opportunities for public comment, to develop a strategy that the ARB will consider as an addition to the SIP prior to June, 2007.
