For detailed information regarding Hornblower’s ACE plan and the public comment process, please see link below. http://www.arb.ca.gov/ports/marinevess/harborcraft/hcace.htm Please note that the first 30-day public comment period for Hornblower’s ACE Plan starts on January 31st, 2013, ends on March 1st, 2013. If you have any questions, please contact Kirk Rosenkranz at 916.327.7843 or krosenkr@arb.ca.gov, or Zhenlei Wang at 916.322.1049 or zwang@arb.ca.gov. Background: The CHC regulation was adopted in November 2007 and became effective in January 2009. Commercial harbor craft includes crew and supply vessels, commercial fishing vessels, ferries, excursion vessels, pilot boats, tow boats, tug boats, barges, dredges, and work boats. The CHC regulation requires existing Tier 1 and earlier auxiliary and propulsion engines on in-use ferries, excursion vessels, tugboats, towboats, crew and supply vessels, barges, and dredges to meet United States Environmental Protection Agency Tier 2 or Tier 3 marine engine standards in effect at the time compliance is required. This regulation is part of ARB’s ongoing effort to reduce diesel particulate matter in communities located near ports. Additional information on the regulation is available at the following link: http://www.arb.ca.gov/ports/marinevess/harborcraft.htm ====================================================================== You are subscribed to the harborcraft mailing list. The workshop will be held in three locations as indicated below; each workshop will cover the same topics. FRESNO Workshop: February 19, 2013 SACRAMENTO Workshop: February 25, 2013 (also webcast) LOS ANGELES Workshop: February 27, 2013 Further information on the investment of the State portion of the auction proceeds, including the detailed notice for these workshops is available at: http://www.arb.ca.gov/cc/capandtrade/auctionproceeds/auctionproceeds.htm La versión en español del aviso del taller esta disponible aquí http://www.arb.ca.gov/cc/capandtrade/auctionproceeds/workshops/notice_1_31_spanish.pdf If you would like to receive notices of future meetings and the availability of materials, please sign up for our list serve at: http://www.arb.ca.gov/listserv/listserv_ind.php?listname=auctionproceeds ACCOMODATION: If you require a special accommodation or need this document in an alternate format (i.e. Braille, large print) or another language, please contact Ms. Heather Jackson at (916) 322-8267 or hbjackso@arb.ca.gov as soon as possible, but no later than 10 business days before the scheduled meeting. TTY/TDD/Speech to Speech users may dial 711 for the California Relay Service. BACKGROUND: Assembly Bill (AB) 32, the California Global Warming Solutions Act of 2006, requires California to reduce statewide GHG emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, the Air Resources Board (ARB) has developed a Cap-and-Trade program that limits statewide emissions from sources responsible for 85 percent of greenhouse gases and creates a financial incentive for clean and efficient technologies. Under the program, a portion of the allowances required for compliance are auctioned. The State portion of the proceeds from these auctions will be used to fund projects to reduce greenhouse gas emissions, consistent with State law. In September 2012, the Legislature passed and Governor Brown signed into law two bills – AB 1532 (Pérez, Chapter 807) and Senate Bill (SB) 535 (De León, Chapter 830) – that together establish a framework for developing an investment plan for projects and programs to be funded with Cap-and-Trade auction proceeds. SB 535 further requires that 25 percent of the proceeds that will be expended benefit disadvantaged communities and at least 10 percent of the proceeds expended be invested in projects located within those communities. The Department of Finance (Finance), in consultation with the ARB and other state entities, will develop and submit to the Legislature a three-year investment plan for the auction proceeds. The investment plan will identify the State’s greenhouse gas reduction goals and priority programs for investment of proceeds to support achievement of those goals. Funding will be appropriated to State agencies by the Legislature and Governor through the annual Budget Act, consistent with the plan. Criteria pollutant and greenhouse gas emissions from freight movement related mobile sources are significant contributors to California’s air quality and climate change challenges. Meeting federal ambient air quality standards and California’s climate change goals will require technology transformation on all levels. As such, innovative freight technologies development, demonstration and deployment must be accelerated over the next several years to meet both its air quality and climate change goals. This symposium will include freight technology industry experts to stimulate an open and frank discussion of opportunities, challenges, and implementation timelines for promising zero- and near-zero emission technologies in the following vehicle and equipment categories: • On-Road Trucks and Yard Hostlers • Line-Haul Freight Locomotives • Cargo and Other On-Port Vehicles and Equipment • Marine Vessels and Aviation Where: South Coast Air Quality Management District Headquarters 21865 Copley Drive Diamond Bar, California 91765 When: April 10 – 11, 2013 8:00 a.m. to 4:00 p.m. The Transitioning to Zero-Emission Freight Technologies Symposium will be open to the public and free of charge. An agenda for the symposium will be available shortly and posted at the following websites: www.aqmd.gov, www.valleyair.org, and www.arb.ca.gov.
