Date: Mon, 13 Jan 2014 14:54:18 -0800 Subject: harborcraft -- Revised Commercial Harbor Craft Brochure From: zwang@arb.ca.gov The brochure, Commercial Harbor Craft – What Owners/Operators Need to Know, has been revised and is now available. The updated brochure is part of the Heavy-Duty Diesel Information Series and includes the regulatory amendments adopted in 2010. The brochure can be downloaded from the Commercial Harbor Craft (CHC) website at the following link: http://www.arb.ca.gov/ports/marinevess/harborcraft/documents/chcpamphlet01132014.pdf The 2010 amendments to the CHC Regulation made diesel-fueled engines on crew and supply vessels and barges and dredges subject to the in-use engine requirements of the regulation. Crew and supply vessels have been included because the information available to ARB staff indicated that they have similar or greater emissions than vessel categories already subject to the in-use engine requirements. Barges and dredges have been included to amend a situation where this class of vessels was subject to two different statewide regulations. Other amendments were adopted to clarify requirements and to address issues that arose during the initial implementation of the 2007 CHC regulation. A more detailed explanation is available at: http://www.arb.ca.gov/regact/2010/chc10/chc10.htm The CHC regulation was adopted in November 2007 and became effective in January 2009. Commercial harbor craft includes crew and supply vessels, commercial fishing vessels, ferries, excursion vessels, pilot boats, tugboats, towboats, barges, dredges, and workboats. The CHC regulation has reporting, recordkeeping, and monitoring requirements. In addition, CHC regulation requires existing Tier 1 and earlier auxiliary and propulsion engines on in-use ferries, excursion vessels, tugboats, towboats, crew and supply, barges, and dredges to meet U.S. EPA Tier 2 or Tier 3 marine engine standards in effect at the time compliance is required. This regulation is part of ARB’s ongoing effort to reduce diesel particulate matter in communities located near ports. Additional information on the regulation is available at the following link: http://www.arb.ca.gov/ports/marinevess/harborcraft.htm If you have questions, please contact Kirk Rosenkranz at 916.327.7843 or krosenkr@arb.ca.gov, or Zhenlei Wang at 916.322.1049, or zwang@arb.ca.gov. ====================================================================== You are subscribed to the harborcraft mailing list. The purpose of this dialogue is to provide an opportunity for open, interactive discussions with staff and between attendees. Materials, including an agenda, will be posted on the Sustainable Freight Transport Initiative website at: http://www.arb.ca.gov/gmp/sfti/sfti.htm no later than May 1, 2014. The forum will be held at the following time and place: Date: Monday, May 5, 2014 Time: 10:00 am to 3:00 pm Place: Cal/EPA Headquarters Building Coastal and Sierra Hearing Rooms, 2nd Floor 1001 I Street Sacramento, California 95814 Background California’s freight transportation system is a multi-modal system designed to move freight across the State, the nation, and the globe. The freight system is a critical part of our economy and a significant contributor to our air quality concerns. The collective efforts of impacted communities, the logistics industry, air quality agencies, and the ports have yielded significant progress in reducing the air pollution impacts from the movement of freight or goods. On January 23, 2014, the Board adopted resolution 14-2, which directed staff to engage all interested stakeholders to provide input on the development of a Strategy document by the end of 2014. The purpose of the Strategy is to identify and prioritize actions that move California towards a sustainable freight transport system that is characterized by improved efficiency and zero or near-zero emissions. If you have questions regarding the forum, please contact Ms. Lea Yamashita, Air Pollution Specialist, at (916) 323-0017 or lyamashi@arb.ca.gov. If you own or operate a vessel meeting the criteria listed in Table 1 below, by December 31, 2014, you must: 1. Upgrade your engine(s) to meet the current United States Environmental Protection Agency (U.S. EPA) Tier 3 marine or off-road engine emissions standards . (U.S. EPA Tier 3 marine engine emissions standards are defined in CHC Regulation section 93118.5, subsection (d)(82), Tables 3, 4, and 5); and 2. Submit a Demonstration of Compliance report to ARB, describing in detail the actions taken to upgrade your engine(s). To file this report, please update your initial report by completing report columns 51 – 54 (Excel columns AI through AM) on the “Engine Information” worksheet of the CHC reporting form. The workshops will be held on three days and will each cover different technology and fuels sectors as follows: Sacramento September 2, 2014 about Truck and Bus Sectors September 3, 2014 about Transport Refrigeration Units, Rail, Fuels Diamond Bar September 9, 2014 about Ocean Going Vessels, Commercial Harbor Craft, Cargo Handling Equipment, Aviation A copy of the workshop notice and be found at: http://www.arb.ca.gov/msprog/tech/tech.htm. For those unable to attend in person, a live internet broadcast (webcasting) will be available. Background ARB’s 2012 Vision modeling showed that significant reductions in emissions of oxides of nitrogen (NOx) and greenhouse gases (GHGs) are needed to meet 2023 and 2032 air quality standards and 2050 climate goals. To achieve those goals, California must incorporate advanced technology and fuels. These technology assessments are the first step in that process. The technology assessments strive to answer the questions – how mature is the technology or fuel, in which applications does it work, and what might be done to further development and deployment? The technology assessments will evaluate the current state and projected development over the next 5 to 10 years of mobile source technologies and fuels. For each technology, the assessment will include: • a description of the technology • its suitability in different applications • the current state of technology development • current per-vehicle/equipment costs • anticipated costs at widespread deployment • emissions levels The results of the technology assessments will help identify the technology and fuels that could be used in the Sustainable Freight Strategy to move California towards a sustainable freight transport system that is characterized by increased efficiency and zero or near zero emissions. Separate workshops focusing on the Sustainable Freight Strategy will be held later in September. The results of the technology assessments will also help inform the development of future State Implementation Plans for ozone. Additional Information Presentations, agendas, as well as any additional material, will be available prior to each workshop at: http://www.arb.ca.gov/msprog/tech/tech.htm. Background California’s freight transportation system is a multi-modal system designed to move freight across the State, the nation, and the globe. The freight system is a critical part of our economy and a significant contributor to our air quality concerns. On January 23, 2014, the Board adopted Resolution 14-2, which directed staff to engage all interested stakeholders to provide input on the development of a Strategy document by the end of 2014. The purpose of the Strategy is to identify and prioritize actions that move California towards a sustainable freight transport system that is characterized by improved efficiency, zero or near-zero emissions, and increased competitiveness in the logistics system.
