All of the new files are available to download from the HARP website at http://www.arb.ca.gov/toxics/harp/harp.htm . Please contact Michele Houghton (mhoughto@arb.ca.gov) if you have any questions. HARP stands for Hotspots Analysis and Reporting Program. HARP is a software tool that assists with the programmatic requirements of the Air Toxics "Hot Spots" Program. HARP is a computer software package that combines the tools of emission inventory database, facility prioritization calculation, air dispersion modeling, and risk assessment analysis. To learn more about the HARP software, please visit our website at http://www.arb.ca.gov/toxics/harp/harp.htm . To learn more about the Air Toxics “Hot Spots” Program, please visit http://www.arb.ca.gov/ab2588/ab2588.htm . Available updates include: 1. HARP version 1.4 - This is the latest version of the HARP software. The update includes: • Bug fixes • Option to exclude areawide (regional) sources from the CEIDARS transaction file • A new Keyhole Markup Language (KML) feature that allows users to export the map and risk results in HARP to Google Earth. Instructions are available for exporting the map and risk results from HARP to Google Earth are now available. • Updated Health and Pollutant Tables. The updates include the new ethylbenzene health values and changes based on amendments to the AB 2588 Air Toxics “Hot Spots” Emission Inventory Criteria and Guidelines Regulation (Title 17, California Code of Regulations, Section 93300.5). For more information on the amendments to the “Hot Spots” Emission Inventory Criteria and Guidelines Regulation, please visit the following website http://www.arb.ca.gov/ab2588/2588guid.htm . • Updated Appendix I for the HARP User Guide. Appendix I contains the Consolidated Table of OEHHA/ARB Approved Risk Assessment Health Values. 2. HARP On-Ramp Version 1.0 is now available 3. Updated Consolidated Table of OEHHA/ARB Approved Risk Assessment Health Values. The updates include the new ethylbenzene health values and changes based on amendments to the AB 2588 Air Toxics “Hot Spots” Emission Inventory Criteria and Guidelines Regulation (Title 17, California Code of Regulations, Section 93300.5). ====================================================================== You are subscribed to the harp mailing list. A file was inadvertently left out of the HARP full setup file. This file is used for the new Keyhole Markup Language (KML) feature which exports the risk contours from the HARP Risk Module to Google Earth. ***If you have downloaded and installed the full setup file prior to 6/25/2008, you can get the missing file by downloading and installing the patch (harppatch062008.exe) at the following website: http://www.arb.ca.gov/toxics/harp/software/harppatch062008.exe .*** 2. A clarification has been made to the HARP Health Database. The May 2008 version of the database contains an oral cancer potency value for ethylbenzene. HARP was not using this value to calculate multipathway risk. The Office of Environmental Health Hazard Assessment has confirmed that ethylbenzene is not a multipathway pollutant for the Air Toxics “Hot Spots” Program. Therefore, to avoid confusion, the oral cancer potency value has been removed from the June 2008 version of the HARP Health Database (health.mdb). ***Please download the June 2008 version of the Health.mdb file from the HARP website: http://www.arb.ca.gov/toxics/harp/software/health.mdb . Save the file in your HARP program directory (usually C:\HARP). The new Health.mdb will overwrite the existing version of the health database (May 22, 2008).*** Please contact Michele Houghton (mhoughto@arb.ca.gov) if you have any questions. ====================================================================== You are subscribed to the harp mailing list. This version fixes issues identified in HARP version 1.4. After the HARP installation is complete, you must update the Pollutant and Conversion tables in each of your project databases (e.g., HARP.mdb). Please follow the step-by-step instructions (provided on the HARP website)for installing the HARP update and for updating your project databases. Please contact Michele Houghton at (916) 327-5635 or Steven Yee at (916) 327-1617 if you have any questions. Changes since version 1.4 • Carbon monoxide (pollutant ID 42101) has been added back to the list of pollutants. Pollutant ID 42101 should be used for reporting carbon monoxide as a criteria pollutant. If you have been using carbon monoxide (pollutant ID 630080) to report your criteria emissions of carbon monoxide, then you should convert those pollutant IDs to 42101. To convert your pollutant IDs, use one of the scripts below in the General Query Report window of HARP. See page 5-39 in the HARP User Guide for instructions on how to use the General Query Report window. Please note that you should continue to use pollutant ID 630080 for reporting carbon monoxide emissions under the Air Toxics “Hot Spots” Program. If you have any questions about this change, please contact Chris Halm at (916) 323-4865. The password for the update command is: CARB1 Update Script 1 - Updates emission records for a specific facility Change the facility id (FACID), county (CO), air basin (AB), district (DIS), and year (YEAR) information that are specific to your facility UPDATE EMISSION SET POL=42101 WHERE POL=630080 AND FACID=3002 AND CO=37 AND AB='SD' AND DIS='SD' AND YEAR=2 Update Script 2 - Updates all emission records UPDATE EMISSION SET POL=42101 WHERE POL=630080 • A bug was fixed in the Keyhole Markup Language (KML) feature that allows you to export the map and risk data to Google Earth. If the risk data was sorted prior to generating the KML file, the risk details in the KML file would not correspond to the receptor location. • A bug was fixed in the KML feature. If there were a large number of receptors in the risk analysis, HARP would error when the KML file was created. • The receptor index in the KML file now matches the receptor index in the Risk Analysis Module. ====================================================================== You are subscribed to the harp mailing list.
