During this testing period, please submit any comments or issues discovered to harp@arb.ca.gov. The deadline to submit comments is May 6, 2013. If you would like to test the new HARP 2 Emission Inventory Module, you may download the installation package and draft user manual at http://www.arb.ca.gov/toxics/harp/downloads.htm. Background The Hotspots Analysis and Reporting Program (HARP) is a tool that assists with the programmatic requirements of the Air Toxics "Hot Spots" Program. HARP is a single integrated software package that can be used by the air pollution control and air quality management districts (districts), facility operators, and other parties to promote statewide consistency, efficiency, and cost-effective development of facility and emission inventories and health risk assessments. HARP can also be used for other types of health risk assessments used in other programs such as in district permitting of existing and new facilities (e.g., facility permitting). HARP was first released to the public at the end of 2003. ARB is currently updating the HARP software. The latest version of HARP is different from the 2003 version. The new version of HARP has been separated into three individual programs (Emission Inventory Module, Air Dispersion Module, and the Risk Assessment Module) which will allow users to access any of the modules independently from each other. As in the previous version, the information can still be shared between each program. For consistency, the three programs are still referred to as the Emission Inventory Module, Air Dispersion Module, and the Risk Assessment Module. The new version of HARP will also include AERMOD and the updates to the OEHHA “Hot Spots” Risk Assessment Guidelines. At this time, ARB is releasing the HARP 2 Emission Inventory Module for public review. ARB anticipates on having the Air Dispersion and Risk Assessment Modules available within six months to a year after the final part of the OEHHA “Hot Spots” Risk Assessment Guidelines is adopted. ====================================================================== You are subscribed to the harp mailing list. This database contains updated health values for 1,3-butadiene (106-99-0). The new HARP Health Database can be downloaded at http://www.arb.ca.gov/toxics/harp/software/health.mdb. To use it with HARP, you must replace your current health database located in the HARP main directory (typically C:\HARP) with the one you just downloaded. In the process of updating the Air Toxics Hot Spots Risk Assessment Guidelines, OEHHA conducted a review of all chemical summaries. In their review, target organs were clarified for some pollutants, the applicability of health values were changed for several pollutants, and a new policy was made to treat development and reproductive system as one target organ. In addition, OEHHA has adopted new Reference Exposure Levels (RELs) for caprolactum. These updates are reflected in OEHHA’s Online REL and Cancer Potency Table at http://oehha.ca.gov/air/allrels.html. With these updates, the HARP Health Database has also been updated to reflect recent changes to OEHHA’s REL and Cancer Potency Table.
