This spreadsheet allows the user to enter fleet information for the initial 2010 reporting required for the Truck and Bus regulation and the Tractor/Trailer Greenhouse Gas regulation. There are no fees associated with reporting. The spreadsheet is designed to allow fleets to enter the appropriate information and to upload the data on the internet by using the Truck Regulation, Upload, and Compliance Reporting System (TRUCRS) online portal before the reporting deadlines. The spreadsheet is available at: www.arb.ca.gov/msprog/onrdiesel/reporting.htm Truck and Bus Regulation The regulation requires that fleets that qualify for agricultural vehicle provisions and fleets with two engine street sweepers with Tier 0 auxiliary engines to report information about their vehicles by March 31, 2010. The regulation applies only to diesel trucks and buses in these fleets with a gross vehicle weight rating (GVWR) greater than 14,000 lbs. The Air Resources Board is making amendments to the regulation that would not require any other fleets to report until January 1, 2011. Tractor/Trailer Greenhouse Gas Regulation The regulation applies to 53' or longer box-type trailers (dry van and refrigerated van) and tractors that pull them. Fleets with 21 or more box-type trailers may take advantage of a phase-in option by reporting trailer information. Fleets with 20 or fewer box type trailers have until July 1, 2012 to report and a different spreadsheet will be available in the future for that purpose. Additionally, the regulation currently requires all 2011 model year tractors that pull 53' or longer box-type trailers and all 2011 model year 53' or longer box-type trailers to be Smartway certified or be retrofit to comply. Fleets that have 2011 model year equipment and qualify for the short-haul or local-haul exemptions must report information about their 2011 model year equipment now. Reporting of other tractors and trailers within the fleet is not required at this time. March 31, 2010 is the reporting deadline for fleets with 2-engine sweepers with Tier 0 engines and for fleets who wish to take advantage of the agricultural vehicle provision. The TRUCRS User’s Guide for the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) is now available and shows fleets how to fill out the Excel spreadsheet and how to upload fleet information required for the March 31st deadline. At that time, the Board will also consider amendments to the Truck and Bus Regulation. The proposed amendments to the Tractor-Trailer GHG Regulation include the following: * Add a second optional large fleet compliance schedule (Option 2) that would delay initial compliance by one year. This would allow affected large fleets that miss the July 1, 2010 reporting deadline for the existing compliance schedule (Option 1) to be able to phase in compliance of their trailers, beginning one year later, but at an accelerated rate. * Add flexibility to the reporting requirements for both large and small trailer fleets that choose to participate in an optional trailer fleet compliance schedule. The proposed amendment would allow these fleets to either report the specific trailers brought into conformance up front, as currently required, or to report the specific trailers they brought into conformance each year, at the end of each year. * Add an exemption for “storage trailers” that would exempt them from the aerodynamic technology and low rolling resistance tire requirements of this regulation. Staff held workshops in June and July regarding proposed amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck regulations. At the workshops, stakeholders requested additional time to review and comment on the following: • Details of planned emissions inventory updates for trucks and off-road vehicles, • Specific draft regulatory language, • ARB’s revised report on fine particulate matter (PM2.5) mortality estimates, a draft of which will be released later this summer, and • Proposed changes to the Drayage Truck Regulation. To address stakeholders’ requests, the Board Hearing to consider the proposed amendments, currently slated for September 2010, will be moved to November. In the interim, staff will hold workshops in August and September to discuss the revised emission inventory and the proposed amendments. This delay in the hearing date will provide sufficient time to hold the workshops and to make any necessary adjustments after the workshops. A workshop notice will be forthcoming. Background The Truck and Bus, Off-Road, and Drayage Truck Regulations are intended to reduce toxic and smog-forming emissions from trucks, buses, and off-road vehicles. Reducing such emissions is necessary to meet federally imposed clean air standards and to reduce the adverse health effects from air pollution throughout the state. The Tractor-Trailer GHG regulation is intended to reduce greenhouse gas emissions from tractor-trailers traveling California’s roadways. While staff is proposing to amend several elements of the truck and bus and off-road regulations, many provisions are in effect and not being considered for amendment. These include: • Off-road reporting and labeling requirements; • Off-road idling limits and sales disclosure requirements; and • Requirements to report vehicles utilizing the agricultural vehicle provisions and some two engine street sweepers under the truck and bus regulation. However, due to the pending amendments to the truck and bus and off-road regulations, several requirements have been postponed: • On February 11, 2010, ARB issued a delay of the off-road regulation's retrofit and turnover requirements pending further notice. • The truck and bus regulation reporting originally required by March 31, 2010, has been delayed until early 2011. The truck and bus retrofit and turnover requirements (scheduled to begin January 1, 2011) will also be extended. Staff will also provide information on the revised emissions benefits expected from the regulations based on the new regulatory proposals. Additionally, staff will be soliciting input on amendments to the LSI fleet regulation, which include continuing the limited hours of use exemption, lengthening the duration of compliance extensions, and some minor clarifying amendments. For more information on these workshops, including agenda, please see the workshop notice which is available at: http://www.arb.ca.gov/msprog/mailouts/msc1040/msc1040.pdf Background On April 22, 2010, staff presented an update to the Board on the emissions inventories used to develop the off-road and the truck and bus regulations, as well as a summary of the impact of the recession on emissions from off-road vehicles, trucks, and buses. At that meeting, the Board asked staff to develop changes to the regulations that would reduce their economic impact on affected businesses during the ongoing economic recession, while continuing to protect public health, meet federal clean air deadlines, and move forward through uncertain economic times. The Board also directed staff to consider approaches to give credit to firms that have already complied with the performance requirements of the regulations. In May of 2010, staff held a first series of workshops to receive feedback on general proposals to amend the off-road regulation and truck and bus regulation and the emission inventories underlying both regulations. Then, in June and July of 2010, staff held a second series of workshops to request additional feedback on the proposed amendments to both regulations. At each workshop, staff also solicited comments on the proposed amendments to the drayage truck regulation, and the tractor-trailer GHG regulation. At a third series of workshops in August and September of 2010, staff requested feedback on the updated emissions inventories underlying the off-road regulation and the truck and bus regulation. Additionally, staff from ARB's Research Division presented a summary of the newly released report "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods". The Truck and Bus, Off-Road, and Drayage Truck Regulations are intended to reduce toxic and smog-forming emissions from trucks, buses, and off-road vehicles. Reducing such emissions is necessary to meet federally imposed clean air standards and to reduce the adverse health effects from air pollution throughout the state. The Tractor-Trailer GHG regulation is intended to reduce greenhouse gas emissions from tractor-trailers traveling California’s roadways. While staff is proposing to amend several elements of the truck and bus and off-road regulations, many provisions are in effect and not being considered for amendment. These include: • Off-road reporting and labeling requirements; • Off-road idling limits and sales disclosure requirements; • Truck and bus sales and disclosure requirements; and • Existing requirements for trucks and buses utilizing the agricultural vehicle provisions and some two engine street sweepers. However, due to the pending amendments to the truck and bus and off-road regulations, several requirements have been postponed: • On February 11, 2010, ARB issued a delay of the off-road regulation's retrofit and turnover requirements pending further notice. • The truck and bus regulation’s reporting for early credits was originally required by March 31, 2010, but has been delayed until early 2011. Also, the truck and bus retrofit and turnover requirements (scheduled to begin January 1, 2011) will also be extended by several months. The workshops will cover proposed amendments to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Off-Road Large Spark-Ignition Engine Fleet Requirements (LSI fleet regulation). For more information on these workshops, including agenda, please see the workshop notice which is available at: http://www.arb.ca.gov/msprog/mailouts/msc1040/msc1040.pdf Background On April 22, 2010, staff presented an update to the Board on the emissions inventories used to develop the off-road and the truck and bus regulations, as well as a summary of the impact of the recession on emissions from off-road vehicles, trucks, and buses. At that meeting, the Board asked staff to develop changes to the regulations that would reduce their economic impact on affected businesses during the ongoing economic recession, while continuing to protect public health, meet federal clean air deadlines, and move forward through uncertain economic times. The Board also directed staff to consider approaches to give credit to firms that have already complied with the performance requirements of the regulations. In May of 2010, staff held a first series of workshops to receive feedback on general proposals to amend the off-road regulation and truck and bus regulation and the emission inventories underlying both regulations. Then, in June and July of 2010, staff held a second series of workshops to request additional feedback on the proposed amendments to both regulations. At each workshop, staff also solicited comments on the proposed amendments to the drayage truck regulation, and the tractor-trailer GHG regulation. At a third series of workshops in August and September of 2010, staff requested feedback on the updated emissions inventories underlying the off-road regulation and the truck and bus regulation. Additionally, staff from ARB's Research Division presented a summary of the newly released report "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods". The Truck and Bus, Off-Road, and Drayage Truck Regulations are intended to reduce toxic and smog-forming emissions from trucks, buses, and off-road vehicles. Reducing such emissions is necessary to meet federally imposed clean air standards and to reduce the adverse health effects from air pollution throughout the state. The Tractor-Trailer GHG regulation is intended to reduce greenhouse gas emissions from tractor-trailers traveling California’s roadways. While staff is proposing to amend several elements of the truck and bus and off-road regulations, many provisions are in effect and not being considered for amendment. These include: Off-road reporting and labeling requirements; Off-road idling limits and sales disclosure requirements; Truck and bus sales and disclosure requirements; and Existing requirements for trucks and buses utilizing the agricultural vehicle provisions and some two engine street sweepers. However, due to the pending amendments to the truck and bus and off-road regulations, several requirements have been postponed: On February 11, 2010, ARB issued a delay of the off-road regulation's retrofit and turnover requirements pending further notice. The truck and bus regulation’s reporting for early credits was originally required by March 31, 2010, but has been delayed until early 2011. Also, the truck and bus retrofit and turnover requirements (scheduled to begin January 1, 2011) will also be extended by several months.
