Handout materials for the March 9, 2015 Innovative Technology Regulation public workshop are now available at: http://www.arb.ca.gov/msprog/itr/itr.htm California Air Resources Board (ARB) staff is developing the Innovative Technology Regulation to provide defined, near-term certification and aftermarket conversion approval flexibility for the transformational truck and bus technologies that California needs to meet its long-term air quality and climate goals. ARB’s existing certification and on-board diagnostics (OBD) requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved and maintained. However, ARB’s engine and vehicle approval paradigm, geared towards traditional technologies, may deter some manufacturers from developing promising new truck and bus technologies for which market acceptance may be uncertain. In addition, ARB does not have an approval protocol specifically for advanced technology medium- and heavy-duty vehicle aftermarket conversions, such as hybrid truck conversions. One option being considered would provide tiered ARB certification and aftermarket conversion requirements for an innovative engine or vehicle technology, providing targeted flexibility at market launch and early deployment stages, and reverting back to full ARB approval requirements once the technology achieves a market foothold. Specific certification and OBD flexibility provisions should provide manufacturers with a defined, predictable, and practical ARB approval pathway, while preserving ARB’s overarching objective to ensure expected emission benefits are achieved. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. Comments received on the Draft Strategy will inform the development of a Proposed Strategy, which will be will presented to the Board in late 2015. ARB welcomes broad participation of stakeholders, experts, and interested parties throughout this process.
