The webcast and dial-in conference call will be held as indicated below and consist of a 20 minute presentation by ARB staff, followed by a question and answer session. Background: ARB grants approvals to Independent Contractors to perform any published stationary source test methods used for compliance purposes in California as an alternative to these tests being performed by ARB staff. The Independent Contractor must be able to perform both the sampling and the analysis in-house and neither may be subcontracted to an outside contractor. Approvals are granted based on the Independent Contractor's ability to meet general program criteria and the specific requirements of the individual test method requested. ARB does not require that testing contractors be approved prior to conducting testing in California. The purpose of the webcast and dial-in conference call is to inform interested parties of recent actions ARB has taken to streamline the Independent Contractor Program. The goals are to streamline the initial approval and renewal processes, and to redistribute resources from document review to full renewal audits of Independent Contractor capabilities. The list of approved Independent Contractors has been updated and may be accessed on the webpage: http://www.arb.ca.gov/ba/icp/currenteo.pdf. ARB has not yet completed Administrative Renewal Audits for all of the Independent Contractors. If an Independent Contractor that you are interested in has not yet completed its renewal, or does not appear on the list of approved Independent Contractors, please contact Kathryn Gugeler at 916-322-0221 or via email at kgugeler@arb.ca.gov, and she will inform you of the contractor's current status. On March 21, 2014, ARB issued EO I-14-001 granting Air Science Technologies, Incorporated an approval to perform Visible Emissions Evaluation (VEE) through June 30, 2015. On June 30, 2014, ARB issued EO I-14-033 granting Environmental Technical Services, LLC approvals to perform ARB Test Methods 5 and 100 for NOX through June 30, 2016.
