Panelists will discuss how California can most effectively invest these funds to support the goals of Assembly Bill 32 (AB 32) to reduce greenhouse gases, as well as encourage long-term transformation to improve public health and develop a clean energy economy. The public can share ideas about what criteria and programs should be prioritized in the development of an investment plan. BACKGROUND: The Global Warming Solutions Act of 2006 (Chapter 488, Statutes of 2006 [AB 32, Núńez/Pavley]), requires California to reduce statewide greenhouse gas emissions to 1990 levels by 2020 and to maintain and continue reductions beyond 2020. As part of this effort, ARB has developed a cap-and-trade program. The program establishes a statewide emissions limit on sources responsible for 85 percent of greenhouse gases and creates a financial incentive for investment in clean and efficient technologies. Under the program, a portion of allowances required for compliance will be auctioned. Strategic investment of auction funds can further the purposes of AB 32 and deliver long-term economic, environmental, and clean energy benefits. The first auction is scheduled for November 2012 and auctions will be held on a quarterly basis thereafter through 2020. Only diesel particulate matter (PM) filters or other devices that have been verified by the ARB to meet rigorous emission reduction and durability demonstration requirements can be used to comply. Diesel PM filters that have been verified by the ARB are listed at http://www.arb.ca.gov/diesel/verdev/vt/cvt.htm. Be sure to check that any device you are considering is on this list. You may also choose to contact an authorized installer to learn more about verified PM filter retrofit options at: http://www.arb.ca.gov/msprog/decsinstall/decsinstall.htm. In addition, diesel engines that operate on biodiesel or have been modified to operate in combination with diesel fuel and alternative fuels must still meet the same emission reduction requirements as other diesel engines and are not exempt from the regulations. Applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase. Any equipment purchased prior to contract execution is ineligible. Please note that this program is not a rebate program. Eligible equipment includes but is not limited to wheel loaders, balers, combines, graders or tractors. Additional eligibility criteria include: • Equipment must be self-propelled, off-road agricultural tractors / mobile equipment. • The old tractors/equipment must have uncontrolled (Tier 0) or Tier 1 engines. • Tractors/equipment must operate at least 75 percent of the time in California and 50 percent of the time in the San Joaquin Valley Air Pollution Control District. • Eligible equipment must not be currently receiving or under contract to receive funding from any local, state for federal programs. Funding amounts are based on a dollar per horsepower table as determined by the horsepower of the engine in the new tractor, not to exceed 80% of the eligible costs.
