Subject: arbcombo -- California Climate Champions 2008!

In partnership with the British Council, the California Air
Resources Board is sponsoring a competition to identify
California Climate Champions. This program will engage young
people as communicators who will help to influence and educate
their peers, as well as the general public, on the urgency of
climate change. 

Entries are due Feb. 11, 2008, via the program website at

A poster with competition information can be found at

Competition Details:
Through an audio, video or written entry, young people aged
16-18 can apply to become California Climate Champions. Their
entries will explain their interest in addressing climate change
and detail how they might make a difference in their schools,
neighborhoods, communities or other organizations to which they
might belong. 

Entries should take the form of a news report, which will help
applicants demonstrate their communication abilities and their
passion about addressing climate change. 

A panel will evaluate the entries and select 20 that show the
most enthusiasm, commitment, ability to communicate and
creativity as the winning entries. These winning entrants will
be named California Climate Champions.

California Climate Champions will be “in office” from February
2008 until August 2009, and will participate in a range of
activities to help communicate about the issue. This will
include setting up an online peer network, to share ideas and to
engage others in helping to make a difference at local, regional
and state levels.

In addition, three of the champions will be selected to
represent the United States at two international meetings during
2008. These three champions will travel to London at the end of
March for a meeting with champions from other countries where
they will learn more about how to address climate change, and to
plan for their participation in a “youth summit” part of the G8
Environment Ministers’ meeting in Kobe, Japan in mid-May. 

These three champions will work with their fellow champions in
California to engage other young people with the activities
undertaken in London and Kobe, primarily through online networks
and communities.

This is a wonderful opportunity for young people to show
leadership and commitment for one of the most pressing issues of
our time. We hope you will encourage your students to
participate.

Workshop Update

Our proposed LCFS workshop scheduled for March 6, 2008 has been
moved to March 25, 2008. This is to enable ARB to provide
materials related to early draft regulatory language and
information on fuel pathways.

The workshop will be in Hearing Room A at the Energy Commission
Building in Sacramento, CA.  This event will be webcast and
call-in number will be provided for teleconferencing.  Detailed

GREET Seminar on March 18, 2008 presented by Michael Wang from
Argonne National Laboratory

We would like to announce a one-day seminar on GREET presented
by Michael Wang.  This event is being sponsored by the
Department of Energy (DOE) and The Institute of Transportation
Studies (ITS) at University of California, Davis.  The seminar
will be held at the UC Davis campus in Davis, CA

The California Air Resources Board (ARB) staff invites you to
participate in the first public workshop to discuss concepts for
reducing greenhouse gas (GHG) emissions from the oil and gas
production, transmission, and refinery sector.  On October 25,
2007, the Board approved an emission reduction strategy to
reduce venting and leaks from oil and gas systems as an early
action measure. This designation means that the regulation is
scheduled to be adopted by the Board and become enforceable by
January 1, 2012. Additional measures for this sector are being
evaluated for the overall AB 32 Scoping Plan that the Board must
adopt by January 1, 2009.

The purpose of this initial workshop is to provide an overview
of ARB activity to date, and to discuss concepts to achieve the
maximum reduction in GHG emissions that is technically feasible
and cost-effective. The workshop will be held at the following

Subject: arbcombo -- Release of the Proposed Concept Outline for the California Low Carbon Fuel Standard Regulation

The California Executive Order S-1-07(issued on January 18,
2007), calls for a reduction of at least 10 percent in the
carbon intensity of California's transportation fuels by 2020.
It instructed the California Environmental Protection Agency to
coordinate activities between the University of California, the
California Energy Commission and other state agencies to develop
and propose a draft compliance schedule to meet the 2020 target.
Furthermore, it directed the California Air Resources Board
(ARB) to consider initiating a regulatory proceeding to
establish and implement the Low Carbon Fuel Standard (LCFS). In
response, ARB identified the LCFS as an early action item with a
regulation to be adopted and implemented by 2010.

As the result, the staff of the California Air Resources Board
has released the “Proposed Concept Outline for the California
Low Carbon Fuel Standard Regulation” as part of the process of
the rule making.  This document will be discussed at the LCFS
workshop on March 25, 2008 in Sacramento, CA (from 9:00 AM to
5:00 PM).  The workshop information and the above document can

Process, staff of the Air Resources Board has posted draft
documents on our LCFS website, that describe the CA-modified
GREET model approach for the following fuel pathways: 

• Ultra Low Sulfur Diesel (ULSD);
• CA Reformulated Gasoline Blendstock for Oxygenate Blending
(CARBOB);
• Corn Ethanol;
• California Reformulated Gasoline (CaRFG);
• Natural Gas (CNG); 
• Electricity  

These draft pathways have been completed based on the
CA-modified GREET model, which does not include land use
impacts, either direct or indirect.  The CA-modified model
(greet1.7ca_v98.xls) is available for download from the Low
Carbon Fuel Standard website at
http://www.arb.ca.gov/fuels/lcfs/lcfs.htm .

Staff is seeking comments for these documents which will be
discussed during the LCFS Life Cycle Analysis Working Group
meeting on May 2, 2008, starting at 9:00 A.M.  After the
discussions, staff will review the comments received and modify

California Energy Commission, the California Institute for Food
and Agricultural Research, the Center for Energy Efficiency and
Renewable Technologies, the California Air Resources Board, and
the University of California - Davis to present an exciting
3-day program on bioenergy sustainability and lifecycle
analysis.

This conference will bring together an international group of
researchers, policymakers, and industry leaders to share their
work on sustainability criteria and lifecycle analysis
methodologies for transportation fuels and bioenergy. Industry
efforts in the area of sustainability, incentives, and
approaches to certification will also be highlighted.

Subject: lcfs -- Comments request for detailed fuel pathways analysis by GREET Model.

On April 22, 2008, California Air Resources Board Staff published
draft detailed pathway documents for Ethanol, CARBOB, CaRFG,
ULSD, CNG and Electricity based on the GREET model (version
1.7).   

These were presented and discussed at the working group meeting
on May 9, 2008 and comments from stakeholders were requested at
that time.  To date, only a few comments have been received.

This message is being sent via the LCFS listserv to all
stakeholders as a reminder to provide comments related to draft
values, inputs, assumptions, etc. and a reply by June 9, 2008 is
strongly recommended.  Staff is in the process of updating the
current model available on the ARB website to include updates
from the new GREET model (version 1.8b) published by ARGONNE. 
The stakeholder comments will allow staff to evaluate and make
appropriate changes if necessary.

The staff of the Air Resources Board has posted the Draft
Regulation for the California Low Carbon Fuel Standard (LCFS). 
The draft contains the latest staff proposals on the regulatory
approach. Staff is seeking comments on this document, which will
be discussed during the LCFS workshop on October 16, 2008,
starting at 9:30 A.M in the Byron Sher Auditorium at the ARB
headquarters on 1001 I Street, Sacramento, CA.

Additional supporting materials for the LCFS Regulation are
under development and will be available the week of the
workshop.

Subject: arbcombo -- Updated California GREET model release

The staff of the California Air Resources Board (ARB) has
released an updated California-GREET model 1.8b for estimating
the carbon intensities of transportation fuels as part of the Low
Carbon Fuels Standard (LCFS) rulemaking process.   This update
was conducted to reflect updates in the September 2008 release
Argonne National model.  Additional information to include
criteria pollutants is also updated in the model.  For this
release, updates have been performed for CARBOB, ULSD, CaRFG,
CNG, and Electricity.  Pathway documents reflecting the updates
will be posted to the website shown below over the next 1-2
weeks.  An additional update to incorporate the other fuel
pathways will be posted in the next 1-2 weeks.
