The appendices to the report, including the Environmental Analysis will be released at a later date. This Proposed First Update is a key step in the implementation of AB 32, the California Global Warming Solutions Act of 2006. AB 32 requires the Scoping Plan to be updated at least every five years. In October 2013, ARB released a discussion draft for stakeholder review and comment. The Proposed First Update reflects additional analysis, expertise, and public input that ARB has received over the past several months. The Proposed First Update will be discussed at the Board Meeting on February 20, 2014. The Board Meeting is an opportunity for the public to provide input on the Proposed First Update. In addition, interested parties may submit written comments to ARB’s website at the address below. The Final Proposed Scoping Plan Update will be presented for Board consideration for approval at a late-Spring Board Hearing. The Scoping Plan guides development and implementation of California’s groundbreaking greenhouse gas emission reduction programs. The Air Resources Board is required to update the Scoping Plan every five years. The 2013 Scoping Plan update lays out the remaining steps to the 2020 limits set by AB 32. It moves the process forward with an approach which cuts across economic sectors to combine greenhouse gas reductions with reductions of smog-causing pollutants. It also describes the need to extend key reduction programs now underway. The 2013 update lays the scientific and technological foundation to ensure sustainable midterm and long-term emission reductions as well as public health and economic goals. To achieve these goals California will need to continue building on the AB 32 framework over the coming decades. The update also lays out a set of new actions that will move the state farther along the path to a low-carbon, sustainable future. Some of the actions are near-term, while others are focused on longer-term efforts that will provide major benefits well into the future. Every major economic sector in the state must play an increasing role in this cross-cutting effort to reduce greenhouse gases and smog. Success will require the creation of new policies in some sectors, and expanding and refining existing policies in others. The update identifies eight key sectors for ongoing action: • Energy • Transportation, fuels, land use and infrastructure • Agriculture • Water • Waste management • Natural lands • Short-Lived Climate Pollutants (such as methane and black carbon) • Green Buildings The 2013 update incorporates the latest scientific consensus which indicates the need for accelerated emissions reductions in the coming decades to achieve climate stabilization. This update calls for a midterm statewide greenhouse gas reduction target, and specific reduction targets for each of the key sectors to guide California’s path toward an 80 percent reduction by 2050. The 2013 Scoping Plan update includes input from a range of key state agencies. It is also the result of extensive public and stakeholder processes designed to ensure that California’s greenhouse gas and pollution reduction efforts continue to improve public health and drive development of a more sustainable economy. Multiple scenarios are developed to analyze the changes and investments in low-carbon electricity generation, alternative fuels and advanced vehicles in transportation, resource utilization, and efficiency improvements across many sectors. Results show that major energy transformations are needed but that achieving the 80% reduction goal for California is possible at reasonable average carbon reduction cost (-$75 to $124/tonne CO2 discounted cost) relative to the baseline scenario. Availability of low-carbon resources such as nuclear power, carbon capture and sequestration, increased availability of biomass/biofuels and wind and solar generation, and demand reduction all serve to lower the mitigation costs. State rulemaking and environmental law supports public input in this ongoing ARB process aimed toward a Low Carbon Fuel Standard (LCFS) rulemaking proposal for Board consideration in fall 2014. As part of that process, ARB encourages public input on alternative LCFS approaches: specifically, any approach that may yield the same or greater benefits than those associated with the proposed regulation, or that may achieve the goals at lower cost. To submit an alternative for ARB to analyze in its Standardized Regulatory Impact Analysis (SRIA) under SB 617 (see http://www.dof.ca.gov/research/economic_research_unit/SB617_regulation/view.php) and/or under CEQA, please ensure that your submission discusses the alternative’s ability to fulfill the purposes of the draft regulatory proposal as ARB has presented it. To enable comparison of economic impacts, please submit the quantities of low-CI fuels used each year to comply with the alternative, as well as the associated cost and benefit information, and their sources. Please also submit a clear description of the basis for any cost calculations. For environmental alternatives, please state the potentially significant adverse environmental impact(s) your alternative is seeking to address, and discuss how your proposed alternative would avoid or substantially lessen that impact while meeting most of the draft staff proposal’s basic purposes. ARB will consider all alternatives provided in deciding which alternatives will be carried forward for more detailed analysis as part of the rulemaking process. The deadline for submission of alternatives relating to economic impacts is Friday, June 6, 2014. Alternatives may be submitted via email to Ms. Kirsten King, at kking@arb.ca.gov. The Low Carbon Fuel Standard regulation order staff will propose to the Board in February, 2015 will designate a subsequent draft of GREET 2.0 as the model that must be used to calculate direct fuel pathway carbon intensities (CIs). Staff will propose that version 2.0 replace version 1.8b of the model, which is currently used for this purpose. Preliminary fuel pathway CI results from an earlier draft of CA-GREET 2.0 were presented at an LCFS public workshop held on August 22, 2014. During that workshop, staff committed to posting a more complete draft of the model for public review within one-to-two months. This posting fulfills that commitment. Feedback on this draft of the CA-GREET model, and on the two other items included in this posting (described below) will be accepted between October 10th and October 24th. Although development of the CA-GREET 2.0 model is now well advanced, development efforts will continue during the feedback period. The specific goals of this ongoing development are described in the document with the file name, “Comparison of CA-GREET 1.8b, GREET1 2013, and CA-GREET 2.0.PDF“ which has also been made available in this posting. This file carefully documents the decisions that went into the development of the draft of the model posted today, as well as known outstanding issues. CA-GREET 2.0 is based on GREET1 2013 from Argonne National Laboratory. The changes made to GREET1 2013 were made in close consultation with staff at Argonne. That consultation, along with the feedback received from this posting, and staff’s ongoing development work, will culminate in the posting of a final draft of the CA-GREET 2.0 model at the beginning of the 45-day comment period leading up to the February Board hearing. The final CA-GREET-related item posted for feedback is the spreadsheet staff used to calculate the CI of California reformulated gasoline (CaRFG). The CIs of California reformulated blendstock for oxygenate blending (CARBOB) and California ultra-low sulfur diesel (ULSD) are calculated much like any other fuel in CA-GREET 2.0. Calculating the CI of CaRFG, however, is more complicated. The CIs of the ethanol blendstock (itself a blend of ethanols with various CIs), the CARBOB, and the denaturant in the ethanol must all be properly accounted for. All three CA-GREET-related items posted for feedback—CA-GREET 2.0, the file documenting the changes made to GREET1 2013, and staff’s CaRFG calculator—are available here: http://www.arb.ca.gov/fuels/lcfs/ca-greet/ca-greet.htm Staff has also posted for public feedback the Oil Production Greenhouse gas Emissions Estimator (OPGEE) Version 1.1 Draft D and model documentation at the LCFS Crude Oil Lifecycle Assessment webpage (http://www.arb.ca.gov/fuels/lcfs/crude-oil/crude-oil.htm). Model changes are briefly discussed in Appendix E of the documentation. Feedback on the OPGEE model will be accepted between October 10th and October 24th and should be emailed to John Courtis (jcourtis@arb.ca.gov) and James Duffy (jduffy@arb.ca.gov).
